SOURCES SOUGHT NOTICE

INTRODUCTION
THIS IS A Sources Sought Notice ONLY. The U.S. Government intends to procure The Attentional and Interpersonal Style (TAIS™) Inventory on a SOLE SOURCE basis. The TAIS Inventory is a web-based psychological assessment tool utilized by the Office of the Command Psychologist (OCP) Health, Education & Training (HEAT) for all Recruiting and Retention School students and United States Army Recruiting Command (USAREC) Fort Knox, KY field personnel. Prior to proceeding, the U.S. Government is seeking vendors that may be able to perform this requirement to support a competitive procurement. We encourage all small businesses, in all socioeconomic categories (including, 8(a) Business Development Program, Small Disadvantage Business, Historically Underutilized Business Zone, Service-Disabled Veteran-Owned, Women-Owned Small Business concerns), to identify their capabilities in meeting the requirement at a fair market price, i.e., information which may help support a set-aside. Be advised that the action will not be able to set aside if two (2) or more small businesses do not respond with information to support the set-aside.
The statutory authority for the sole source procurement is FAR 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold. (i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). There is no Performance Work Statement (PWS) associated with this requirement. All tests are administered online.
Limitations on subcontracting and nonmanufacturer rule do not apply to small business set-asides for contracts at or below the SAT. It does apply to 8(a), HUBZone, SDVOSB, EDWOSB, and WOSB set asides regardless of the dollar value of the award. See Federal Acquisition Regulation (FAR) 52.219-14-Limitations on Subcontracting for Small Business.
All WOSB firms need to act in https://wosb.certify.sba.gov/ to compete for WOSB Federal Contracting Program set-aside contracts.
