About this file

The document is a Statement of Objectives (SOO) for the purchase of twelve (12) Starlink High Performance Dish systems for Cadet Command, specifically supporting ROTC training operations. The primary objective is to provide reliable, high-speed internet connectivity in remote training areas with minimal existing infrastructure, enabling real-time data transfer, remote collaboration, and mission-critical application access during field training exercises.

The associated Sources Sought Notice indicates the Army is seeking small businesses to potentially set aside this contract, with a response deadline of 25 April 2025 at 11:00 a.m. ET. Key performance requirements include delivering consistent broadband (minimum 100 Mbps download, 20 Mbps upload), rapid deployment (under 15 minutes), environmental resilience (-22F to 122F), multi-user scalability, and interoperability with existing Army communication systems. The contract will cover equipment and a one-month subscription, with intended deployment at remote training areas within Brigade Areas of Responsibility and Fort Knox, supporting both small-unit and large multi-unit annual training events.

Statement of Objectives (SOO) Purchase of Twelve (12) Starlink For Cadet Command

1.0 Purpose: This is a supply and service contract to provide twelve (12) Starlink to CST and SROTC.

2.0 Scope: Services include new subscription for 1 month activation of the Starlink, license key. The contractor shall provide name email for end user. The contractor shall notify the USACC G-4 POC via email, within two (2) business days of equipment that is returned by any shipping method or shipping company due a delivery failure. The contractor shall coordinate with the Brigade POC for immediate redelivery or shipment of the equipment. Labor will be performed Monday through Friday with core work hours designated 0730-1700. The government will provide materials required to perform work.

3.0 Period of Performance: This Period of Performance reads as follows: 1 MAY 2025.

4.0 Background:

5.0 Performance Objectives: Starlink High Performance Dish equipment to provide reliable, high-speed internet connectivity to support training operations in remote areas and large-scale annual training exercises. The objective is to enhance command, control, communications, and situational awareness capabilities in austere environments where traditional terrestrial internet infrastructure is unavailable or impractical. This equipment will enable real-time data transfer, remote collaboration, and access to mission-critical applications during field training, ensuring operational readiness and effective execution of both small-unit exercises and large, multi-unit annual events.

5.1 Reliable Connectivity: Deliver consistent, high-speed broadband internet (minimum 100 Mbps download, 20 Mbps upload) in remote training locations with no cellular or fiber optic coverage, supporting mission planning, execution, and after-action reviews.

5.2 Rapid Deployment: Enable quick setup (under 15 minutes) and teardown by non-specialized personnel, minimizing downtime during field operations and transitions between training sites.

5.3 Environmental Resilience: Ensure operational performance in extreme weather conditions (e.g., temperatures from -22°F to 122°F, heavy rain, snow, and high winds) typical of remote Army training areas and annual exercises.

5.4 Scalability: Support connectivity for multiple users and devices (e.g., laptops, tablets, and command systems) simultaneously during large annual training exercises involving battalion- or brigade-sized elements.

5.5 Mobility: Facilitate use in both static and semi-mobile configurations, accommodating repositioning during multi-day exercises without significant reconfiguration.

5.6 Interoperability: Integrate with existing Army communication systems and networks, ensuring compatibility with secure protocols and operational software used in training scenarios.

5.7 Intended Use: The Starlink High Performance Dish will be deployed to remote training areas within each respective Brigade AOR and Fort Knox for CST where it will provide internet access for simulations, live virtual training, and real-time coordination.
