Performance Work Statement (PWS)
U.S. Army Cadet Command (USACC) Junior Reserve Officers’ Training Corps (JROTC)
Co-Curricular Drill Event Championships
Part 1
GENERAL INFORMATION
1. General: This is a non-personal services contract to provide event planning, promotion, and production support for “USACC JROTC Co-Curricular Events Championships”. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
1.1. Description of Services/Introduction: The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the Army Championships as defined in this PWS except for those items specified as government furnished property and services. The contractor shall perform all tasks to the standards in this contract.
These events include three individual and team events: the Army JROTC National Drill Championships hosted by USACC, the National High School Drill Team Championships (NHDTC), known as (“All-Service Drill Nationals”) hosted by the Contractor and sponsored by USACC. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn, is responsible to the Government.
1.2. Background: The purpose of the United States Army's JROTC program is to teach high school students the value of citizenship, leadership, service to the community, personal responsibility and a sense of accomplishment while instilling self-esteem, teamwork and self-discipline.
The JROTC program is congressionally mandated for each of the military services. Nearly 300,000 high school students enroll annually in over 1700 Army JROTC programs worldwide. The nationally accredited curriculum is composed of three modes of presentation; a Cadet Distance Learning Program, 180 hours of nationally accredited resident instruction in the high schools, and a co-curricular mode wherein Cadets demonstrate what they have learned in the classroom in a multitude of practical exercise events. Among these events are national competition championships that include the Army JROTC National Drill Championships and the National High School Drill Team Championships.
USACC has been conducting these national events for JROTC units and Cadets for over 25 years. These competitions, hosted herein, build on the JROTC mission by allowing Cadets to display their excellence in leadership, teamwork, coordination, character education, and other motivational factors in situational practical exercise events. Because of the small number of personnel working at USACC HQ’s and the knowledge and resources required to host events of these size that encompass all services (National High School Drill Team Championships) it is required that these events be ran and organized by an outside Contractor.
1.3. Objectives: The objectives for all three events are the same: a) To conduct a championship athletic competition that features Army JROTC cadets in first-class venues that meet the regulatory objectives outlined within Army JROTC; b) to provide high quality competition standards that are well received by the Army officials, cadets, instructors and parents; c) to provide competition world class awards and event package materials; d) to ensure that safety remains paramount at all times.
1.4. Scope: The contractor shall provide the Government with qualified contractor personnel to perform all promotion and production aspects for which aspects shall include, a) Team registration paperwork and entrant fees collection; b) development and distribution of all paperwork required to participate to include Standard Operating Procedure (SOP) booklets, scoresheets and correspondence; c) drill and event area setup and cleanup; d) event/staff personnel; e) venue, staffing and insurance requirements contracted and paid for at each location; f) judges assignment, manuals, monitoring, training and meals; g) use of the online event registration system for school entry;
h) transportation of event materials; i) the design, construct and team package materials presented to each cadet consisting of t-shirt (sized for competitors), chest medallion and team photo (two shots per school, one print per cadet); j) all team and individual trophies & awards for the top five placements in each of 8 team categories; k) social media and website development and topical postings.
1.5. Period of Performance: The period of performance for this contract shall be from 3 March 2025 – 16 June 2025, no option periods. The three events dates are:
