Statement of Work (SOW) eSports Foundry
Automation Equipment!
1. Project Overview & Background
This Statement of Work defines the procurement, delivery, physical installation, integration, and commissioning of an advanced Broadcast, Audio-Visual (A/V), and Stage Lighting system. The system integrates multi-window 4K processing, digital signal processing (DSP) audio, robotic PTZ tracking, LED video wall displays, and automated DMX stage lighting into a unified control infrastructure.
1.1 Organizational Context
The U.S. Army Esports Team was founded in 2018 as a specialized recruiting initiative operating under the U.S. Army Marketing and Engagement Brigade at Fort Knox, KY [recruiting.army.mil]. The team consists of active-duty Soldiers who compete in high-visibility national tournaments to bridge the civilian-military gap and connect with tech-savvy Generation Z prospects [recruiting.army.mil].
To maintain credibility within the highly competitive gaming industry, the team operates a professional-grade broadcast facility. This stage serves as the primary hub for content creation, live-streamed matches on platforms like Twitch, and national tournament hosting [recruiting.army.mil].
1.2 Purpose & Justification
The facility requires specialized stage automation equipment to transition from rudimentary, manually operated setups to a standardized, high-production-value broadcast system. This modernization is critical to projecting a technologically advanced image of the modern Army to the public.
Not receiving this stage automation equipment severely cripples the team's broadcast production quality, directly undermining its core Gen Z recruitment mission. Without automated camera systems, lighting cues, and advanced audio-visual routing, the stream lacks the polished, professional look needed to compete for viewer attention on platforms like Twitch [recruiting.army.mil]. This technical deficit forces the team into inefficient, error-prone manual operations, which slows down tournament workflows, increases personnel overhead, and projects an outdated image that fails to showcase the modern Army's technological advancement.
2. Place of Performance & Access Rules
All physical deployment services, equipment deliveries, and integration tasks shall take place at the following government facility:
Facility: Building 1610
Street Address: Wilson Ave
Location: Fort Knox, KY 40121
2.1 Access Constraints & Schedule
Daily Work Hours: The operational window is strictly 0700 to 1700 hours, Monday through Friday.
Site Coordination: Work outside these hours requires written approval from the site manager 48 hours in advance.
Base Security Compliance: The Vendor must ensure all personnel, subcontractors, and delivery drivers comply with Fort Knox physical security and access control procedures.
Vetting Requirements: All individuals assigned to this project must pass background checks at the Fort Knox Visitor Control Center to obtain a temporary installation pass.
Identification: Personnel must present valid unexpired government-issued photo identification (such as a REAL ID driver's license or U.S. Passport) to secure entry.
Delays: Failure of vendor personnel to obtain base access will not relieve the vendor from meeting the project schedule timelines.
3. Scope of Work & Delivery Directives
The Vendor shall execute all phases of the system lifecycle on a turnkey delivery and installation model:
Inside Delivery: Sourced items must be shipped directly to Building 1610 on Wilson Ave.
The Vendor must coordinate all logistics and freight handling to achieve inside delivery. No government offloading support is provided.
Physical Installation: Mount POV cameras, PTZ tracking units, ceiling speakers, subwoofers, LED paneling, and staging projectors securely to structural surfaces.
Infrastructure Cabling: Route all active hybrid optical-copper HDMI, plenum speaker, DMX lighting, and non-plenum CAT5 Ethernet runs within the facility.
Control Programming: Configure GUI Designer and GC Plus software to program the primary Touchlink Pro panels and IPCP control processors.
