PERFORMANCE WORK STATEMENT (PWS)

IN SUPPORT OF

5TH BRIGADE JROTC DRILL TEAM CHAMPIONSHIP

FOR 5TH BRIGADE JROTC PROGRAMS

23-24 February 2025

PART 1

GENERAL INFORMATION

1. GENERAL: This is a service contract for building rental to provide facilities, furniture, equipment, supplies, management, supervision, and labor in support of the 2025 – 5th Brigade JROTC Drill Team Championship for 5th Brigade JROTC Programs. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the contractor who, in-turn is responsible to the Government.

1.1 Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to facilitate the rental of the contractor facility in support of the 2025 – 5th Brigade JROTC Drill Team Championship as defined in this Performance Work Statement except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract.

1.2 Background: The 5th Brigade JROTC Drill Team Championships is in its 9th year of existence and encompasses teams from throughout an 8-state area of operation. The competition not only determines our top 10 teams, it qualifies the teams to represent the 5th Brigade at the National level. These top 10 drill teams will represent 5th Brigade at the U.S. Army Cadet Command, JROTC National Drill Team Championships in Richmond, VA. Each year, we host approximately 1000 JROTC student-cadets, spectators, local educators, stakeholders, and local media at our competition. The facility required to host a drill competition of this size are rather unique, in that an inordinate amount of unobstructed space (approx.

100,000 square feet or more) for drill teams to perform, and to be able to complete the competition in one day. Also, the Drill Team Championship Competition is required to be held entirely in one location to maintain the integrity of the competition, and an appropriate level of oversight by management personnel.

1.3 Objectives: Competition will determine the 5th Brigade JROTC Drill Team Champion, and top 10 qualifiers to attend the Army Cadet Command JROTC National Drill Team Championship in Richmond, VA.

1.4 Scope: Provide training facilities, furniture, equipment, supplies, management, supervision, and parking. Provide food concessions at no cost to the Government.

1.5 Period of Performance: The period of performance shall be on Monday, 24 February 2025, 6:00 a.m. to 11:59 p.m. with access to the facility on Sunday, 23 February 2025, 6:00 a.m. to 11:59 p.m. for move in and setup.

1.6 General Information

1.6.1. Quality Control: The contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s quality control program is the means by which he assures himself that his work complies with the requirement of the contract. After acceptance of the quality control plan the contractor shall receive the contracting officer’s acceptance in writing of any proposed change to his QC system.

1.6.2. Quality Assurance: The government shall evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan (QASP). This plan is primarily focused on what the Government must do to ensure that the Contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the acceptable quality levels (performance thresholds).

1.6.3. Recognized Holidays: The following provides information on recognized holidays for the purpose of the PWS. If submittal of any documentation (e.g., deliverables, submittals, etc.) deadlines fall on a holiday, the closest workday prior to the holiday will apply as the deadline for submittal.

1.6.4. Place of Performance: The work to be performed under this contract will be performed within 50 miles of the City of San Antonio, TX 78234.

1.6.5. Type of Contract: The government will award a Firm Fixed Price Service Contract.

1.6.6. Security Requirements: The following information is provided on security related matters. Contractor personnel performing work under this contract do not require a security clearance.

1.6.7.1. PHYSICAL Security: The Contractor shall safeguard all Government equipment, information, and property provided for Contractor use.

1.6.8. Operations Security (OPSEC) Requirements: Contractor personnel shall adhere to facility security policies and restrictions. The Contractor shall immediately report suspicious activities to security personnel.

1.6.10. Contracting Officer Representative (COR): The (COR) will be identified by separate letter. The COR monitors all technical aspects of the contract and assists in contract administration. The COR is authorized to perform the following functions: assure that the Contractor performs the technical requirements of the contract: perform inspections necessary in connection with contract performance:

maintain written and oral communications with the Contractor concerning technical aspects of the contract:

issue written interpretations of technical requirements, including Government drawings, designs, specifications: monitor Contractor's performance and notifies both the Contracting Officer and Contractor of any deficiencies; coordinate availability of government furnished property, and provide site entry of Contractor personnel. A letter of designation issued to the COR, a copy of which is sent to the Contractor, states the responsibilities and limitations of the COR, especially with regard to changes in cost or price, estimates or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the resulting order.

1.6.11. Key Personnel: The contractor shall provide a contract manager who shall be responsible for the performance of the work. The name of this person and an alternate who shall act for the contractor when the manager is absent shall be designated in writing to the contracting officer. The contract manager or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract. The contract manager or alternate shall be available during the times set in 1.5 for administrative reasons.

PART 2

DEFINITIONS & ACRONYMS

2. DEFINITIONS AND ACRONYMS:

2.1. DEFINITIONS:

2.1.1. CONTRACTOR. A supplier or vendor awarded a contract to provide specific supplies or service to the government. The term used in this contract refers to the prime.

2.1.2. CONTRACTING OFFICER. A person with authority to enter into, administer, and or terminate contracts, and make related determinations and findings on behalf of the government. Note: The only individual who can legally bind the government.

2.1.3. CONTRACTING OFFICER'S REPRESENTATIVE (COR). An employee of the U.S. Government appointed by the contracting officer to administer the contract. Such appointment shall be in writing and shall state the scope of authority and limitations. This individual has authority to provide technical direction to the Contractor as long as that direction is within the scope of the contract, does not constitute a change, and has no funding implications. This individual does NOT have authority to change the terms and conditions of the contract.

2.1.4. DEFECTIVE SERVICE. A service output that does not meet the standard of performance associated with the Performance Work Statement.

2.1.5. DELIVERABLE. Anything that can be physically delivered, but may include non-manufactured things such as meeting minutes or reports.

2.1.6. KEY PERSONNEL. Contractor personnel that are evaluated in a source selection process and that may be required to be used in the performance of a contract by the Key Personnel listed in the PWS. When key personnel are used as an evaluation factor in best value procurement, an offer can be rejected if it does not have a firm commitment from the persons that are listed in the proposal.

2.1.7. PHYSICAL SECURITY. Actions that prevent the loss or damage of Government property.

2.1.8. QUALITY ASSURANCE. The government procedures to verify that services being performed by the Contractor are performed according to acceptable standards.

2.1.9. QUALITY ASSURANCE Surveillance Plan (QASP). An organized written document specifying the surveillance methodology to be used for surveillance of contractor performance.

2.1.10. QUALITY CONTROL. All necessary measures taken by the Contractor to assure that the quality of an end product or service shall meet contract requirements.

2.1.11. SUBCONTRACTOR. One that enters into a contract with a prime contractor. The Government does not have privacy of contract with the subcontractor.

2.1.12. WORK DAY. The number of hours per day the Contractor provides services in accordance with the contract.

2.1.13. WORK WEEK. Monday through Friday, unless specified otherwise.

PART 4

CONTRACTOR FURNISHED ITEMS AND SERVICES

4. CONTRACTOR FURNISHED ITEMS AND RESPONSIBILITIES:

4.1 General: The Contractor shall furnish all supplies, equipment, facilities and services required to perform work under this contract that are not listed under Section 3 of this PWS.

4.2. Secret Facility Clearance: Not Applicable.

4.3. Materials: The Contractor shall furnish materials, supplies and equipment necessary to the requirements under this PWS.

PART 5

SPECIFIC TASKS

5. Specific Tasks:

5.1. Basic Services. The contractor shall provide:

5.1.2. Access to the facility be made available to 5th Brigade JROTC/SROTC Personnel the day before the competition, Sunday, 23 February 2025, at 6:00 a.m. to 11:59 p.m., to facilitate the setup of the performance venues, Competition Headquarters, the Judge’s Chambers and the Competition Scoring Room.

5.1.3. Total access to the facility on event day from 6:00 a.m. to 11:59 p.m., Monday, 24 February 2025.

5.1.4. Clean up of the facility and ample trash receptacles for the deposit of trash and debris by spectators, participants and event staff.

5.1.5. Sufficient restroom space to accommodate some 1,000 JROTC Cadets, Chaperones, Judges, Instructors and Parents.

5.1.6. Three (3) separate rooms totaling approximately 10,000 square feet of un-obstructed space each collocated or adjacent to the Drill Pads. One (1) room for a Judge/Scoring area, another room for JROTC Drill Team Inspection Phase and another room for rehearsal activities.

5.1.7. One (1) elevated centrally located stage, 16 feet x 16 feet x 24 inches for an event control center/awards stand with two (2) 8 foot tables and six (6) chairs.

5.1.8. One Hundred (100) chairs adjacent to each of the six (6) performance venues in the 100,000 square foot area and thirty (30) chairs each in each of the two (2) spaces designated for Drill Team inspections.

5.1.9. Fourteen (14) tables and fifty (50) chairs in the area designated for use by Judges and Scorers.

5.1.10. Thirty (30) tables with two (2) chairs per table (total of sixty (60) chairs) placed against the outside walls of Exhibit Hall on event day for teams and event displays.

5.1.11. Access to loading docks and equipment/personnel ramps immediately in the 100,000 square foot facility.

5.1.12. The contractor shall make available enough Janitorial/Custodial crews to maintain the facility in a clean and orderly manner.

5.1.13. The contractor shall not charge admission to access the facility or view the competition.

5.1.14. The contractor shall provide 5 slots for VIP personnel during the day of the competition.

Performance Requirements Summary

The contractor service requirements are summarized into performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimum acceptable levels of service required for each requirement. These thresholds are critical to mission success.

PWS Para. 5.1. Contractor shall provide access to facility for setup of performance venues. Make available total access to the facility on event day. Provide cleanup of facility and provide ample trash receptacles and janitorial crews. Provide sufficient restrooms for the setup and event.

Provide three separate rooms, one elevated stage, chairs, tables and loading dock.

Facility of over 100,000 square feet shall be made available on the day before of event for setup. One room for drill competition, one separate room for Judge/Scoring that’s able to be secured from the inside during occupancy and from the outside while room is empty of personnel in order to secure valuables. One room for drill team inspection phase. Each room shall be approximately 10,000 square feet. Facility shall have sufficient restroom space to accommodate JROTC Cadets, Chaperones, Judges, Instructors and Parents.

Is not undergoing renovation or remodeling during the time of the event and not located within an area considered a high crime area or designated a high crime area as determined by local police statistics. The contractor’s facility shall comply with applicable fire and safety codes and regulations.

The contractor’s compliance will be noted in CPARS as necessary.
