About this file
This document is a Memorandum for Record - Limiting Competition at or below the Simplified Acquisition Threshold related to a contract opportunity for Meals, Lodging and Training Facilities for a Junior Cadet Leadership Challenge (JCLC) event from 28-31 May 2024. The requirement is for a new contract to provide services for 90 cadets and 26 cadre from various high schools in the San Antonio, Texas area. The total value of the contract is $28,242.00, with $21,762.00 in Operations & Maintenance, Army (OMA) funds and $6,480.00 in Military Personnel, Army (MPA) funds. The contracting activity is the U.S. Army Mission and Installation Contracting Command (MICC) at Fort Knox. The proposed contractor is John Newcombe Tennis Ranch (JGC Tennis) in New Braunfels, Texas. The justification cites historical issues with alternative facilities and the need to align the JCLC event with the school district's approved schedule. This is the fourth contract request the San Antonio ISD JROTC has made with the Newcombe Ranch facility.

4. Authority: FAR 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), only one source reasonably available, urgency, exclusive licensing agreements, brand name, or industrial mobilization.
5. Reasons for Authority Cited:
Due to historical abrupt changes &/or cancelations of accommodations due to real world military training/mission requirements, Camp Bullis could not guarantee training sites and lodging. MO Ranch could not provide all training sites and instructors during the timeline requested. Bear Creek Boy Scout Camp could not provide the facilities and staff during the time period requested. There is only one reasonable source available.
The Newcombe Ranch facility was identified as meeting the dates requested, all training site, instructor, and lodging requirements. The school district JCLC cycle was approved by each principal and provides a window of time during the week of 28 - 31 May 2024 that will support both student and instructor participation at JCLC.
Alternate timelines in the July/August timeframe to conduct JCLC in South Texas were considered but not advised because of the extremely high daily temperature/heat impact (100 degrees or more) on, and/or availability of, students. Based on the number of low-income students who are considered at-risk for school achievement, the entire school district is designated Title 1. Alternate dates were also considered but deemed to interfere with student availability/participation for JCLC due to contributing to family income.
Individual schools and school districts have successfully conducted their JCLC at Newcombe Ranch. The accessibility and availability of dining facilities, lodging, training sites, and staff experience with accommodating schools for JCLC training will facilitate providing practical application and expand on the JROTC classroom curriculum conducted throughout the academic school year. The John Newcombe Ranch is better located and available during the scheduled dates.
This proposed vendor is the only source with the capability and availability to meet the event requirements on the date established by San Antonio ISD JROTC leadership.
a. Alternatives: No suitable alternatives in the San Antonio ISD footprint were found.
b. Impact if justification not approved: If the justification is not approved the impact would be the current San Antonio ISD JROTC cadets will not meet the annual JCLC training required by Cadet Command.
6. Publicizing Contract Actions: For FAR Part 13 actions, the public display and synopsis requirements of FAR 5.101 and FAR 5.203 apply and will be followed
7. Market Research: The San Antonio ISD JROTC staff researched campsite facilities within the geographical footprint and up to 100 miles from the area. Camp Bullis, San Antonio, Texas, Mo-Ranch, Hunt, Texas, Bear Creek Boy Scouts Camp, Hunt, Texas, and Newcombe Ranch, New Braunfels, Texas, were contacted to access availability, and ability to provide lodging, certified trainers, training facilities, and meals for 90 cadets and 26 cadre. Because there is no other source available on the set dates and radius of the San Antonio ISD with all of the required facilities Co-located, Newcombe Ranch was the best site to conduct JCLC. Other camps within the radius either were not available, could not provide complete training sites and/or instructors, or exceeded our funding allocation.
8. Other Facts: The John Newcombe camp provides the best package services (Leadership and adventure training, lodging and meals) for our JCLC. Services/Supplies are needed immediately to satisfy mission requirements. Denying the opportunity to participate in JCLC will be detrimental to the mission of the JROTC programs to create opportunities for cadet success in the integrated curricular activities. The San Antonio ISD JROTC has previously conducted JCLC training at the Newcombe Ranch facility.
This is the San Antonio ISD JROTC’s fourth (4th) contract request with the Newcombe Ranch.
