About this file
This document is a Memorandum for Record regarding a sole source justification for a contract to Outdoor Odyssey at Roaring Run for the Junior Cadet Leadership Challenge (JCLC) camp from June 4-20, 2024.
The contractor will provide meals, lodging, accommodations, and training facilities for 240 cadets and 46 cadre at a total cost of $72,782. The contract will be issued as a purchase order under the simplified acquisition threshold, citing the authority of FAR 13.106-1(b)(1) for a single available source. Outdoor Odyssey is the only vendor within a 200-mile radius that can meet the military-specific training and facility requirements outlined in Cadet Command Regulation 145-2. Market research was conducted but no other suitable vendors were identified. The government will follow public display and synopsis requirements for this FAR Part 13 action, but does not require posting a justification since the value is under $150,000. The contract was awarded on May 29, 2024.

Version – February 2017
Period of Performance: 4 - 7 Jun 2024 and 17 - 20 June 2024 Total Value: $ 72,782.00
4. Authority: FAR 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), only one source reasonably available, urgency, exclusive licensing agreements, brand name, or industrial mobilization.
5. Reasons for Authority Cited: Outdoor Odyssey is the only source in an approximate 200 mile area that can provide the military type training that meets the guidelines established by Cadet Command Regulation (CCR) 145-2. Leaders Reaction Course, climbing/rappel tower and obstacle course were all built to military specifications by a U.S. Navy Construction Battalion. Approximate cost per cadet is $75 per day. Solicitation of vendors outside of our target area would adversely affect our mission. Conservatively, we would have to pay an extra $2,000 to $10,000 per bus for each school participating in the event. We have been contracting with this company for the past thirteen years. Web searches and direct contact surveys were made in 2016, 2019, 2020, 2021 and 2022 in an attempt to locate a suitable alternate vendor but failed to identify a facility that can meet all requirements as specified by CCR 145-2 and offer a competitive cost
6. Publicizing Contract Actions: For FAR Part 13 actions, the public display and synopsis requirements of FAR 5.101 and FAR 5.203 apply and will be followed.
Requirement to post justification in accordance with FAR 8.405-6(b)(3), FAR 13.105(c), or FAR 16.505(a)(4)(iii)(A): Action is NOT a brand name restriction and is under $150K, no posting required.
7. Market Research: When we began planning JCLC, a web search was made for the type of adventure training and safety features we require, followed up by additional email communication. We attempted to contact each facility to inquire about our specific needs and requirements. The search came back null. The weblinks and facilities researched were:
1. https://www.lutherlyn.com/events-retreats/facility-rental-/. This facility operates summer camps through the timeframe of our events, but they would not be able to support all of the requirements that we would need in order to meet the standards mandated by CCR 145-2. The venue itself also would not have all of the activities as required IAW CCR 145-2. The cost would also be elevated per person for the use of the facilities.
2. https://www.skibluemt.com/. This facility operates one day events for corporate team building. JCLC as per CCR 145-2 must be 4-7 days in length. There is a summer camp for 8-14 year olds, but there is no availability for the staff or sufficient facilities for an event like JCLC. Additionally, the camp has outdoor activities but can not support all of the activities as required per CCR 145-2.
