Program: Conover Online Professional Software Subscription
Version – March 2017 FOR OFFICIAL USE ONLY and lesson enhancements that integrate with the existing core curriculum. The existing software is peculiar to one manufacturer, Conover Online. This software is an essential part of JROTC’s character development and citizenship program; part of which includes teaching Cadets how to master the appropriate social and emotional skills to be better citizens.
a. Conover Online Professional Software is used by all JROTC Instructors and 314,000 Cadets across the country in approximately 1709 High School JROTC programs. This software has been in use with USACC JROTC going back to 2010 and is an integral part of the mission to Motivate Young People to Be Better Citizens and meet 21st Century Learning and Advanced Accreditation standards.
b. Conover Online Professional SW is web-based and no software is needed to be installed. Website: https://ajrotc.conovercompany.com/users/sign_in
c. Conover Online Professional Software will be used daily in Army JROTC Program classrooms across the nation and overseas in U.S. Territories and DoDDA/DoDEA high schools to meet core curriculum objectives relating to emotional intelligence.
d. Conover Online Professional Software is an essential part of JROTC’s character development and citizenship program. Conover Online is a unique and one of a kind software created for Army JORTC Instructors and Cadets that is used worldwide. An updated JROTC Curriculum is being launched May 2020 and Conover Online is embedded as part of the curriculum. This software program is the tool that teaches Cadets how to learn and continue to improve the use of appropriate social and emotional skills to be better citizens.
e. Alternatives: There are no known comparable alternatives on the market that goes beyond the elementary and middle school aged students. Anything other than Conover Online Professional Software would not meet the JROTC mission of developing our Cadets and would jeopardize the launch of the updated curriculum scheduled for May 2020 and our accreditation.
f. Impact if not approved: JROTC has developed and invested over to ensure the curriculum teaches each Cadet skills to manage and control their emotions.
JROTC currently has a version of Conover embedded within their Cadet training program and IT infrastructure. If not approved, a cornerstone of what we do and teach in JROTC will be negatively impacted and the Cadet would suffer by not receiving these lifelong skill sets. In addition this will negatively impact the JROTC Program for Accreditation (JPA) of units directly tied to Cadet Portfolio requirements of documenting progress of shill enhancements and soft skills. JPA reports play a major role in JROTC accreditation by Cognia (formerly AdvancED) and meeting performance standards.

12. Requirements Certification: I certify that the supporting data under my cognizance which are included in the justification are accurate and complete to the best of my knowledge and belief.
13. Fair and Reasonable Cost Determination: I hereby determine that the anticipated cost or price to the Government for this contract action will be fair and reasonable. The techniques identified in FAR 15.404-1(b) and FAR 15.404-1(c)(2)(iii) will be used to ensure the award is fair and reasonably priced. The contracting officer will use a comparison of industry cost for similar work and the Independent Government Estimate.
This determination will be made using price analysis and the IGE. As part of this basis, certified cost or pricing data will not be required because the item and/or services being acquired are considered commercial.
14. Contracting Officer Certification: I certify that this justification is accurate and complete to the best of my knowledge and belief.

Approval
Based on the foregoing justification, I hereby approve the procurement of Conover Online Professional Software Subscription on a sole source basis pursuant to the authority of the Simplified Procedures for Certain Commercial Items, 41 U.S.C. 1901 as implemented by FAR Subpart 13.5. The estimated value of this contract is for a five year period consisting of a base year and four option years, from approximately July 2020 through approximately June 2025. The approval is subject to availability of funds, and provided that the services or supplies described herein have otherwise been authorized for acquisition.
