PERFORMANCE WORK STATEMENT FOR
JROTC Cadet Leadership Camp (JCLC) STEM Camp
Broward County Schools June 7-12, 2026
PART 1
General Information
1. GENERAL: This is a non-personal service(s) contract under which the personnel rendering the service(s) are not subject, either by the contract’s terms or by the manner of its administration, to the supervision and control usually prevailing in relationships between the Government and its employees.
1.1 Description of Services/Introduction: Provide fully furnished lodging, conference room, internet, hot meals, laundry facilities, and 24-hour security. The dates of this contract will commence at 11:30 a.m. on June 7, 2026, through 5:00 p.m., June 12, 2026. An In-Progress Review (IPR) will be conducted with the awarded vendor, and a walkthrough shall take place with the vendor no later than March 6, 2026.
1.2 Background: Cadet Command Regulation (CCR) 145-2 provides the guidelines for the training of Junior Reserve Officer Training Corps (JROTC) Program and requires each JROTC unit to annually conduct a JCLC.
1.3 Scope: The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to perform services as described in the PWS and associated contract document. The Contractor shall perform to the standards and acceptable quality levels identified in this PWS and associated contract documents. The contractor shall provide contractual support for JCLC Camp STEM Challenge 2026, for a maximum of 350 Cadets and 50 Cadres from 7-12 June 2026.
1.4 Objectives: The objective of this contract is to provide an opportunity to:
-Practice leadership skills.
-Participate in citizenship building exercises.
-Experience college living and interacting with their peers.
-Introduction to college life.
-Leadership-type skills to Cadets in a “hands on” military type environment.
-Participate in a world class STEM Training environment.
1.5. General Information:
1.5.1 Quality Control Plan (QCP): RESERVED
1.5.2 Quality Assurance: The Government will evaluate the Contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan (QASP). This plan is primarily focused on what the Government must do to ensure that the Contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the acceptable quality levels (performance thresholds).
1.5.3.1 U.S. Holidays: No work shall be performed on U.S. federally recognized holidays during this STEM Camp.

1.5.4 Operating Hours: The Contractor shall provide support between the hours of 11:30 a.m. on June 7th to 5:00 p.m. on June 12th. The contractor’s facilities will follow the standards set-forth by Broward County Emergency Operations Center for operational hours in the event if a local or national emergencies. The Contractors shall always maintain an adequate workforce, for the uninterrupted performance of all tasks defined within this PWS when the facility is not closed for the above reason.
When hiring personnel, the Contractor shall keep in mind the stability and continuity of the workforce is essential. Facility will be closed during local or national emergencies, administrative closing or similar directed facility closing.
1.5.5 Training Holidays: RESERVED
1.5.6 Place of Performance: The work to be performed under this contract will be performed at the contractor’s facility within 50 miles of Nova High School, 3000 College Ave, Davie, FL 33314.
1.5.7 Type of contract: The government will award a Firm Fix Price contract.
1.6 Security Requirements: The following information is provided on security related matters.
1.6.1 Security Program: Contractor personnel performing work under this contract must possess and pass background check requirements.
1.6.2 Physical security: The Contractor shall safeguard all property provided for the Contractor use.
1.6.3 Operations Security (OPSEC) Requirements: Contractor personnel shall adhere to facility security policies and restrictions. The Contractor shall immediately report suspicious activities to security personnel.
1.7 Contracting Officer’s Representative (COR): As determined by the Contracting Officer, a COR will be appointed and identified by letter of designation, a copy of which will be provided to the Contractor by the Contracting Officer. The designation letter states the responsibilities and limitations of the COR, especially with regard to changes in cost or price, estimates, or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the resulting order.
The COR monitors all technical aspects of the contract and assists in contract administration. The COR is not authorized to obligate the Government. If the work is not written in the contract, the COR is not authorized to request new work. The COR is authorized to perform the following functions:
assure that the Contractor performs the technical requirements of the contract, perform inspections necessary in connection with contract performance, maintain written and oral communications with the Contractor concerning technical aspects of the contract, issue written interpretations of technical requirements, including Government drawings, designs, specifications, monitor Contractor's performance and notifies both the Contracting Officer and Contractor of any deficiencies, coordinate availability of Government property, and coordinate site entry of Contractor personnel.
1.8 Key Personnel:
The Contractor shall provide a Program/Contract Manager who shall be responsible for the performance of the work. The name of this person and an Alternate Program/Contract Manager, who shall act for the Contractor when the Program/Contract Manager is absent, along with a Curriculum Vitae (CV) for each of these individuals, shall be provided in writing to the Contracting Officer no later than five (5) days after contract award. The Contract Manager and Alternate Contract Manager shall have full authority to act for the Contractor on all contract matters relating to daily operation of this contract.
1.9 Protection of Government and Contract Information: Per Public Use Notice of Limitations stated by Defense imagery Management operations Center and contained at www.dimoc.mil/resources/limitations/ the Contractor shall not cite any information (e.g., contract information, pictures, locations, etc.) obtained through this contract on any hard copy or digital marketing tools to include its company website.
1.10 Safety: Program/Contract Manager will ensure all building safety inspections are in a favorable standing and have current inspections.
PART 2
DEFINITIONS & ACRONYMS
2. Definitions and Acronyms
2.1 Definitions: Although not inclusive of every term used within this PWS, the following provides a list of definitions used throughout this PWS and commonly used in the acquisition field.
Contracting Officer – means a person with the authority to enter, administer, and/or terminate contracts and make related determinations and findings on behalf of the Government. Note: The only individual who can legally bind the Government.
Contracting Officer's Representative (COR) – An employee of the U.S Government appointed by the contracting officer to assist the administration of the contract. Such an appointment shall be in writing and shall the scope of authority and limitations. The individual has authority to provide technical direction to the Contactor in that direction is within the scope of the contract, does not constitute a change, and has no funding implications. This individual does NOT have the authority to change the terms and conditions of the contract.
Contractor – means a supplier or vendor awarded a contract to provide specific supplies or service to the Government. The term used in this contract refers to the prime.
Day - means, unless otherwise specified , a calendar day.
Defective Service - means a service output that does not meet the standard of performance associated with the Performance Work Statement.
Deliverable - means anything that can be physically delivered but may include non-manufactured things such as meeting minutes or reports.
Physical Security – means that part of security concerned with physical measures designed to safeguard personnel; to prevent unauthorized access to equipment, installations, material, and documents; and to safeguard against espionage, sabotage, damage, and theft.
Quality Assurance – (or Government contract quality assurance) means the various functions, including, inspection, performed by the Government to determine whether a Contractor has fulfilled the contract obligations pertaining to quality and quantity.

Quality Assurance Surveillance Plan (QASP) - An organization written document specifying the surveillance methodology to be used for surveillance of contractor performance.
Quality Control – means all necessary measures taken by the Contractor to assure that the quality of an end product or service shall meet contract requirements.
Subcontractor – means one that enters a contract with a prime Contractor. The Government does not have a contract with the subcontractor.
Workday - The number of hours per day the Contractor provides services in accordance with the contract.
Work Week - Monday through Friday, unless otherwise specified.
2.2 Acronyms: Although not inclusive of every term used within this PWS, or that may be included in an acquisition, the following provides a list of acronyms commonly used in the acquisition field.

4. Contractor Furnished Property and Services
4.1 General: The Contractor shall furnish all supplies, equipment, facilities, and services required to perform work under this contract.
4.2 Background Checks: Contractor personnel performing work under this contract must obtain favorable background checks requirements.
PART 5
SPECIFIC TASKS
5.1 Basic Services:
5.1.1 The Contractor shall provide lodging with laundry facilities for 350 Cadets and 50 Cadres members participating in JCLC Camp STEM Challenge, 7-12 June 2026. Housing must include one bed per individual. The contractor shall provide non-smoking sleeping facilities that are furnished solely based on one individual to a bed with no more than three individuals of the same gender to a room.
5.1.2 Contractor shall provide up to three (3) hot meals a day for 400 individuals with adequate seating. All tables shall be wiped down and sanitized at serving locations as well as food preparation area and equipment. Meals will be prepared IAW with feeding time listed below:

5.2 Tasks: Tasks consist of the following:
5.3 Security. The contractor shall provide 24-hours of lodging and security to ensure participants are in a safe and crime-free environment and work directly with BCPS JROTC Instruct on Duty. The security guards must be certified in accordance with background checks required by the university to maintain the safety of students and adults attending JROTC Cadet Leadership Challenge. The security contract will fall under the direction of the COR.
5.3.1 Security (June 7-12, 2026):

5.4 Facility Specifications. The contractor’s facilities shall meet the following minimum standards.
5.4.1 Facility will remain free from renovations or remodeling during the duration of the camp. The facility will be in a safe area, determined by local police statistics, ensuring they are not within any designated high crime zones.
5.4.2 Fire and Safety. The contractor’s facility shall comply with applicable fire and safety codes and regulations.
