NP20-031 Mainframe Lifecycle

5. Reason for Authority Cited: Specific vendor branded products (IBM, CA Technologies) are part of a system architecture solution that integrates with HRC’s existing business processes and custom written applications that support these processes. There are several human resource management functions that are performed using custom written applications that can only run on an IBM mainframe.

These applications are integral to managing the HRC mission.

a. The hardware identified in this procurement is a lifecycle replacement of our current IBM mainframe architecture. The current Continuity of Operations Plan (COOP) IBM mainframe hardware will become unsupported in November of 2020, and at that point, HRC will not be able to get a COOP activation key from the vendor which will negate our ability to operate the COOP.

b. The IBM mainframe is used to plan and conduct exercises, and execute multiple levels of crisis response, contingency, or mobilization operations. The system is an official system of record for the Total Army Personnel Data Base. HRC has several custom written applications and processes that maintain this information. As the authoritative source of this information HRC maintains several data feeds to multiple headquarters and offices at the Pentagon and in the Defense Information Systems Agency Defense Enterprise Computing Centers.

c. Impact if this request is not approved. In November of 2020 HRC will lose the ability to COOP the mainframe. In the event of a HRC mainframe outage at Fort Knox, the Army would be operationally impaired. The lack of access to the official system of record for solder and dependent information could have a ripple effect throughout the Army effecting mobilization operations, pay, training, duty station assignment, promotions and medical status.

6. Actions to Increase Competition: The products to be acquired with this acquisition are to replace the existing HRC mainframe; therefore, no other brands were considered.

The specified products have to be the IBM and CA Technology branded due to compatibility and custom process requirements.

7. Market Research: Market research revealed no hardware and software for this requirement is available on the CHESS ITES-3H suite of contracts. Per AR 25-1 and AFARS 5139.101-90, the mandatory source for all Commercial Off-the-Shelf IT hardware and software is CHESS. As this isn’t available via CHESS, a Statement of Non- Availability (SONA) and an Information Technology Approval System (ITAS) waiver was obtained. Additionally, the manufacturer provided several authorized vendors who service our area and market research quotes were requested.

8. Other Facts: This procurement supports an OCONUS enterprise architecture that hosts approximately 30 HRC custom written applications where HRC holds executive agent responsibilities. Replacement or transition to an alternate vendor(s) would require an in-depth analysis to determine comparable models providing the same or better level of capability and require a multi-year implementation. Several processes and applications would need to be rewritten.
