CUI Control No: 2021-15 Contractor: KNOLL INC
Program/Equipment: Furniture Services
Version – September 2018 CUI
5. Reason for Authority Cited:
KNOLL, Inc. is the only source capable of providing the services required at the level of quality required in order to maintain product integrity on existing KNOLL furniture owned by HRC and not render the manufacturer’s warranty void on the same. HRC requires the original manufacturer of Knoll furniture, or its certified retailers, to provide any repair or reconfiguration services in order to maintain the lifetime warranty of the workstations and office furniture located within the Maude Complex. To preserve the existing warranties, repair and reconfiguration must be conducted by a Knoll dealer or Knoll’s white glove agent network. Knoll warranty terms and conditions state in part at www.knoll.com/commercial-selling-policy, “warranty does not apply to…Normal wear and tear or acts or omissions of parties other than Seller (including user modification, improper use or installation of Products)…Products not installed by or under the auspices of a Knoll Dealer, or Knoll’s white glove agent network.” In addition, a non- KNOLL vendor could not use Original Equipment Manufacturer (OEM) parts, which could render the existing workstations unstable or not up to original quality standards or functionality as well as void existing warranties.
6. Actions to Increase Competition: HRC continues to review multiple contract platforms, such as Federal Prison Industries (FPI) and General Services Administration (GSA), to determine the best approach in providing the necessary services while minimizing costs and disruption of the current working environment.
7. Market Research: HRC reviewed the KNOLL website, FPI and GSA to determine the best acquisition methodology. Currently only GSA has a contract that provides a cost and time feasible approach that will still maintain the current warranty level.
8. Other Facts:
a. Procurement History Contract:
Contractor: KNOLL INC Award Date: 22 September 2018 Competitive Status: Limited Source Authority: FAR 8.405-6(a)(1)(i)(B)
b. The HRC complex houses over work stations and private office furniture purchased through Systems Design Inc. from KNOLL Furniture. Systems Design Inc. is responsible for the lifetime warranty of this furniture. The majority of the offices are cube farms (large concentration of individually connected workstations) where any other product would not connect or be uniform to the existing stations.
