About this file
This document is a Justification and Approval (J&A) for Other Than Full and Open Competition under FAR Part 13.5 Simplified Procedures for Certain Commercial Products and Commercial Services. The U.S. Army Mission and Installation Contracting Command (MICC) at Fort Knox is procuring audit and reconciliation support services for the U.S. Army Financial Management Command (USAFMCOM) in Indianapolis, Indiana. The bridge contract will be awarded to the incumbent contractor, GENTECH Associates, Inc., for a one-year base period from March 28, 2024 to March 27, 2025, with an option to extend for an additional 6 months. The total estimated value is $893,031.60. This procurement is justified under the simplified procedures in FAR 13.5 due to the incumbent's specialized expertise and the urgent need to maintain these mission-essential financial audit services without disruption. The follow-on full and open competition contract is anticipated to be awarded 10-12 months after the bridge contract.

Justification and Approval for Other than Full and Open Competition FAR Part 13
1. Contracting Activity: U.S. Army Mission and Installation Contracting Command Fort Knox (MICC - Fort Knox), 199 6th Avenue, Suite 250, Fort Knox, KY 40121-5720
2. Description of Action: U.S. Army Financial Management Command (USAFMCOM) requires audit and reconciliation support at Indianapolis, IN. The Government projects award 27 March 2024 using fiscal year 2024 Operation and Maintenance, Army (OMA) funds. An acquisition plan is not required because this procurement does not meet the threshold at Defense Federal Acquisition Regulation Supplement 207.103(d)(i)(B).
3. Description of Supplies/Services: This requirement is for audit and reconciliation support for the Army enterprise for all activities that occur with a security classification level of Secret. It includes development and execution of data comparisons to ensure financial statements are complete and accurate. This one-year bridge contract will include the option for a 6-month extension IAW FAR 52.217-8, Option to Extend Services.
Period of Performance:
Base Period: 28 MAR 2024 to 27 MAR 2025 Value: $595,374.40 FAR Clause 52.217-8: 28 MAR 2025 to 27 SEP 2025 Value: $297,687.20
4. Authority Cited: 41 U.S.C. 1901, as implemented by FAR 13.5, Simplified Procedures for Certain Commercial Products and Commercial Services.
5. Reason for Authority Cited: FAR 13.500(a) authorizes the use of simplified procedures for the acquisition of supplies and services in amounts greater than the simplified acquisition threshold, but not exceeding $7.5 million, if the contracting officer reasonably expects offers will include only commercial products or commercial services and they may use any simplified acquisition procedure in this part. As described at FAR 13.106-1(b)(1)(i), Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization).
a. Background. USAFMCOM requests a sole source bridge contract upon expiration of the current contract, (W9124D-18-F-0652) on 27 March 2024, with GENTECH Associates, Inc. GENTECH has performed this work successfully for the past five (5) years with acceptable CPARS evaluations. Due to the sensitive nature of the work and the extensive requirements to gain access to the required information on the Governments secure network, transition to a new contractor, with no Phase-in

Period, would cause a significant delay and possible work stoppage of mission essential tasks until the new contractor personnel can be onboarded.
This contract directly supports the Fund Balance with Treasury (FBWT) material weakness downgrade on the Army Audit Roadmap that the Under Secretary of the Army has tasked USAFMCOM to complete by the end of FY24. GENTECH already has personnel with systems accesses and subject matter expertise from their experience during the last five (5) years; thereby, ensuring there is no break in service or delay in executing tasks required to meet the Under Secretarys FY24 goal. Due to the urgency and need of these services, it is in the Governments best interest to award a bridge contract to GENTECH Associates, Inc.
USAFMCOM identified new audit services tasks directly related to those provided in the current contract. The standards for these additional tasks are still in the developmental phase, and MICC Fort Knox and USAFMCOM are working with industry to further refine the requirement documents. MICC Fort Knox anticipates refinement of the follow-on package will take another 6 months before the solicitation phase can begin resulting in an award 10-12 months after award of the bridge contract with phase-in operations beginning early March 2025 and full performance starting the end of March 2025. The bridge contract will support existing services only until the follow-on contract is established.
b. Alternatives. Due to the need for continuation of these services and the current contractor personnel having the required expertise to continue delivering the services, no alternatives for this immediate action exist which do not result in a
c. Impact if Justification is not approved. USAFMCOM will not be able to support the secure financials portion of the Army Financial Statement Audit, putting the Under Secretarys goal for FY24 FBWT at extreme risk.
6. Efforts to Obtain Competition:
a. Effective competition. The current contract with GENTECH was solicited as a small-business set-aside through GSA in 2018. Additionally, the follow-on contract to this bridge will be available for competition.
b. Subcontracting competition. The existing Prime contractor subcontracts to CSCI.
The contract has historically only necessitated three (3) personnel, and one (1) of those positions has been provided by the sub-contractor. Additional competition for sub-contracting would be at GENTECHs discretion.
7. Actions to Increase Competition: The recompete action will be available for competition.
break-in-service.
8. Market Research: Previous market research indicates small businesses are capable of performing these services.
