About this file

This Justification Review Document supports a sole-source, firm-fixed-price delivery order for Decision Lens software through the Army Enterprise Marketing Office (AEMO). The procurement is for a Decision Lens Tier 3 Professional Annual License, Rapid Assessment/Implementation/Training Support, and DL University Tier 3 Annual Fee, to be acquired through the Computer Hardware Enterprise Software and Solutions (CHESS) ITES-SW2 contract vehicle. The one-month base period with one-month option will be awarded to Enterprise Technology Solutions, Inc. (ETSI), with a period of performance from May 1, 2025 through June 30, 2025.

The sole-source justification is based on market research indicating Decision Lens is the only CHESS software solution that provides unique Program Objective Memorandum (POM) planning, scheduling, resource allocation, and financial management capabilities. The software enables senior Army leaders to make informed decisions through analytic modeling, risk assessments, and automated POM submission processes. AEMO published a Request for Information (RFI) in January 2025 within the ITES-SW2 platform, with ETSI as the only respondent. Failure to award this contract would potentially jeopardize AEMO's mission of managing current and future requirements.

Reviews: I have reviewed this justification and find it adequate to support an exception to fair opportunity.

Acquisition Manager:

Phone:

Date: See electronic signature drills with alternative scenario planning and programming capabilities contained within Decision Lens. During the repetitious POM submission process, Decision Lens provides an automated complete, accurate and easily understood POM submittal, enabling senior Army leaders to make informed decisions. Additionally, the software automates and provides analysis against AEMO’s Unfunded Requirements (UFR) prioritization and submission process, streamlining AEMOs ability to execute available expiring funds during end of fiscal year activities. Decision Lens is a brand name, proprietary product and only Decision Lens approved distributors can provide a license subscription on this product.

c. The Government requires DL Tier 3 professional annual license, rapid assessment, implementation and training support, and DL University – Tier 3

– annual fee for a 1-month base and 1-month option period. Prior justification for W9124D23F0240 dated 15 February 2023 supports that no other CHESS software can meet the requirement’s needs. This requirement is a follow-on to W9124D23F0240, which was a sole source award effective 1 May 2023.

This action requests a sole source to Enterprise Technology Solutions, Inc.

(ETSI) for a 1-month base and 1-month option.

d. Failure to award the Decision Lens software renewal would jeopardize the overall AEMO’s mission of managing current and future requirements. In addition, without this contract AEMO’s marketing mission will be at risk of failure.

6. Efforts to Obtain Competition: Information Technology hardware and software is required to be purchased through the Army CHESS program and the current items are available via CHESS. AEMO published a Request for Information (RFI) within the CHESS ITES-SW2 platform in January 2025 with ETSI as the sole respondent to the

RFI.

7. Actions to Increase Competition: Information technology hardware and software is required to be purchased through the Army CHESS program and the current items are available via ITES-SW2. AEMO will continue to research all possible avenues available to determine if another product can provide a similar solution. Currently, there is no other brand available which provides the same services or results.

8. Market Research:

a. Market research was conducted through CHESS along with a review of previous procurement history. Market research indicates that ETSI can provide the required software in CHESS ITES-SW2.

b. CHESS RFI reference# 519802 was published within the ITES-SW2 platform in January 2025. ETSI was the sole ITES-SW2 respondent to the CHESS RFI. In accordance with Army Federal Acquisition Regulations Supplement (AFARS) 5139, CHESS is the mandatory source for all information technology (IT) products and services. Therefore, this requirement should be solicited in CHESS ITES-SW2.

9. Other Facts: Procurement history.
