4. Authority Cited: FAR 16.505(a)(4) – Restricting consideration to an item peculiar to one manufacturer (e.g., a particular brand-name, product, or a feature of a product that is peculiar to one manufacturer.

5. Reason for Authority Cited:

a. HRC supports an enterprise infrastructure of more than 2,000 HP servers across three distinct networks; Non-classified Internet Protocol (IP) Router Network (NIPRNET), Recruiting Support Network (RSN) and Secure Internet Protocol (IP) Router Network (SIPRNET). This standardized extensive infrastructure is a Network Worthy approved system and is approved to operate on the Defense Information Systems Agency (DISA) network.

b. HRC maintains a perimeter virtual network designed to protect HRCs data center from

external threats. The hardware requested will support the virtual servers and appliances that reside within this secure network and be used as a subordinate network that is the initial entry point to the untrusted internet. This hardware will provide additional computing capability and additional storage within the secure environment and will attach to a secure enterprise storage array where only the virtual servers and the application that it is supporting will be allowed to communicate back to the back end application and database servers. This ensures that data is secure and intact.

c. The infrastructure provided above currently consists of thirty three DL580 Gen10 servers all of which was recently upgraded from the HP DL580 Gen 7 to the current configuration. The new hardware requested will further add to the computing ability of this standardized suite of equipment. Changing the manufacturer of the approved standardized equipment will require a new Authorization to Operate on the DISA network placing the data center in a non-operational status. This standardization also enables HRC to develop and manage a multitude of applications which directly support the HRC mission. All of these applications are specifically tailored to run on HP equipment. Also, HRC has many software tools designed for HP servers which enables HRC system administers to monitor performance of the systems.

d. In order to maintain the servers warranty coverage, only HP can provide the maintenance on these servers. HP restricts the administrator privilege, hardware replacement items and access to software patches and updates to authorized distributors. The utilization of other than HP authorized providers would nullify this warranty coverage and expose the command to potentially negative impacts if one of the units were to become inoperable. This includes the use of HP software and hardware in support of the existing HP warranties as well as reducing the risk to the network architecture. Lastly, with the use of other than HP authorized provider for hardware and software support, the command would incur significant additional costs to re-tool the environment and re-train the workforce. Introduction of non-HP authorized equipment would likely result in system and mission failures.

e. Alternatives. HRC has gained a high level of mission success through its investment in HP servers. This has enabled the command to focus applications and support software for the HP servers while enabling the workforce to focus on a single type of hardware and software electronically. An alternative solution will require HRC to receive training on the systems and require the introduction of an alternative support methodology and network. HRC has tailored a multitude of applications for use on its HP servers. Any alternative will require reprogramming of these applications for use on unique servers and software. This requires extensive time to plan, develop, and test the applications prior to running in a live environment

6. Actions to Increase Competition: The items requested fall within the scope of the CHESS ITES-3H contract. Per AFARS 5139, all in scope items must be procured through the CHESS contract vehicle unless a statement of non-availability and ITAS waiver exist for the product or services. A review of CHESS ITES-3H indicates that more than one authorized CHESS vendor should be capable of satisfying this brand name support requirement.
