Contractor support hours are 0600-1800 daily with reduced evening/early morning services. All facility, food service, and medical personnel must be contractor-furnished. The contract requires compliance with CCR 145-2, DA PAM 30-22, Federal Acquisition Regulations, and local policies. No security clearances are required for contractor personnel.

PERFORMANCE WORK STATEMENT (PWS)

Laredo Independent School District (ISD)

JROTC Cadet Leadership Challenge (JCLC) 2026 United States Army Cadet Command

5th Brigade JROTC Programs 4-9 May 2026

Part 1

General Information

1. General: This is a non-personal services contract to provide services to support the Laredo Independent School District (LISD) JROTC Cadet Leadership Challenge (JCLC) camp during the period of performance 4-9 May 2026. The Government shall not exercise any supervision or control over the contract service providers performing the services. Such contract service providers shall be accountable solely to the Contractor who, in turn, is responsible to the Government.

1.1 Description of Services/Introduction: This is a non-personal service(s) contract to provide lodging facilities, training facilities, meals services, furniture, equipment, supplies, facilities, medical services, tools, management, and labor as specified herein, for the Laredo ISD JCLC camp challenge during the period 4-9 May 2026. The contractor shall provide services in accordance with the terms, conditions and specifications set forth in this Performance Work Statement (PWS). The contractor shall perform to the standards in this contract.

1.2 Background: JCLC is an annual requirement for all JROTC units. The camp required must have the proven capability to provide billeting, food service, transportation, medical support with specialized facilities and activity areas required to support the Laredo ISD JCLC Camp.

1.3 Scope: The contractor shall furnish facilities, furniture, equipment, supplies, management, supervision, and labor to provide lodging accommodation, food service, transportation, and medical support as specified herein, for the Laredo ISD JROTC Cadet Leadership Challenge.

JCLC for 120 Cadets, 16 Cadre, and 4 Chaperones from ten schools 4-9 May 2026. The contract shall provide services in accordance with the terms, conditions and specifications set forth in this PWS.

1.4 Objectives: The objectives of this contract are:

Provide Cadets an opportunity to test their leadership skills in an unfamiliar environment.

Allow Cadets a chance to participate in citizenship building exercises.

Give Cadets the opportunity to experience living and interacting with their peers from other JROTC units.

Instruct leadership-type skills to Cadets in a “hands-on” military-type environment.

Provide an opportunity to participate in adventure training not normally available to

Cadets.

Provide meals, lodging, and training facilities as specified in this PWS to ensure event is successful for Cadets and Cadre.

1.5 General Information:

1.5.1 Quality Control Plan (QCP): The contractor’s existing quality assurance system shall be utilized in accordance with FAR 12.105(a).

1.5.2 Quality Assurance: The Government will evaluate the Contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan (QASP). This plan is primarily focused on what the Government must do to ensure that the Contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the acceptable quality levels (performance thresholds).

1.5.3 Recognized Holidays: The following provides information on recognized holidays for the purpose of the PWS. If submittal of any documentation (e.g. deliverables, submittals, etc.)

deadlines fall on a holiday, the closest workday prior to the holiday will apply as the deadline for submittal.

1.5.3.1 U.S. Holidays: Work shall not be performed on U.S. federally recognized holidays occurring during the normal workweek unless otherwise directed by the Contracting Officer.

When a U.S. holiday occurs on a Saturday or a Sunday, the holiday is observed on the preceding Friday or following Monday, respectively.

1.5.4 Operating Hours: The Government facility office hours, facility operating hours, and the Contractor support hour requirements often coincide, however, they may differ. Please refer to the following.

1.5.4.1 Contractor Support Hours: The contractor is responsible for providing all services between the hours of 06:00 AM to 18:00 PM from 4-9 May 2026, while providing reduced services between the hours of 1801hrs to 0559hrs. These reduced services should be able to provide the dinner meal and any medical or lodging concerns. JROTC instructors will provide overwatch during reduced service timeframes to ensure cadet safety and discipline. The Contractor must, always, maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS for the period stated. Contractors shall keep in mind that the stability and continuity of the workforce are essential.

1.5.5 Place of Performance: The work to be performed under this contract will be performed at the vendor’s location within 50 miles of Sandia Texas, 78383.

1.5.6 Type of Contract: The contract will be a firm-fixed price service contract.

1.6 Security Requirements: The following information is provided on security related matters.

Contractor personnel performing work under this contract do not require security clearance.

1.6.1 Physical Security: The Contractor shall safeguard all Government equipment, information, and property provided for Contractor use.

1.7 Post Award Conference/Periodic Progress Meetings: The Contractor shall attend any post award conference convened by the contracting activity or contract administration office in accordance with FAR Subpart 42.5. The Contracting Officer, COR, and other Government personnel, as appropriate, may meet periodically with the Contractor to review the Contractor's performance. At these meetings the Contracting Officer will appraise the Contractor of how the Government views the Contractor's performance and the Contractor shall appraise the Government of problems, if any, being experienced. Appropriate action should be taken to resolve outstanding issues. These meetings shall be at no additional cost to the Government.

1.7.1 The Contractor shall attend, participate in, and furnish input to scheduled and unscheduled meetings, conferences, and briefings that relate to the functions and services herein as required by the Government to provide effective communication and impart necessary information. The Contract Manager or designated representative shall attend meetings as requested by the Government. Meeting attendees shall at times include Contractor managerial, supervisory, and other personnel knowledgeable of the subject matter. Meetings may start or end outside of regular duty hours.

1.8 Contracting Officer’s Representative (COR): Refer to Part 2 of this PWS for the definition of a COR. As determined by the Contracting Officer, a COR will be appointed and identified by letter of designation, a copy of which will be provided to the Contractor by the Contracting Officer. The designation letter states the responsibilities and limitations of the COR, especially regarding changes in cost or price, estimates, or changes in delivery dates.

The COR is not authorized to change any of the terms and conditions of the resulting order.

The COR monitors all technical aspects of the contract and assists in contract administration.

The COR is not authorized to obligate the Government. If the work is not written in the contract, the COR is not authorized to request new work. The COR is authorized to perform the following functions: assure that the Contractor performs the technical requirements of the contract, perform inspections necessary in connection with contract performance, maintain written and oral communications with the Contractor concerning technical aspects of the contract, issue written interpretations of technical requirements, including Government drawings, designs, specifications, monitor Contractor's performance and notifies both the Contracting Officer and Contractor of any deficiencies, coordinate availability of Government property, and coordinate site entry of Contractor personnel.

1.9 Key Personnel: Reserved.

1.9.1 Special Qualifications: Reserved

1.10 Identification of Contractor Employees: All Contractor personnel attending meetings, answering Government telephones, and working in other situations where their Contractor status is not obvious to third parties must identify themselves, to include proper marking of signature blocks in correspondence, to avoid creating an impression in the minds of members of the public that they are Government officials. The Contractor shall ensure that all documents or reports produced by Contractors are suitably marked as Contractor products or that Contractor participation is appropriately disclosed.

1.11 Protection of Government and Contract Information: Per Public Use Notice of Limitations stated by Defense imagery Management operations Center and contained at www.dimoc.mil/resources/limitations/ the Contractor shall not cite any information (e.g., contract information, pictures, locations, etc.) obtained through this contract on any hard copy or digital marketing tools to include its company website.

1.12 Organizational Conflict of Interest (OCI): Contractor and subcontractor personnel performing work under this contract may receive, have access to or participate in the development of proprietary or source selection information (e.g., cost or pricing information, budget information or analyses, specifications or work statements, etc.) or perform evaluation services which may create a current or subsequent OCI as defined in FAR Subpart 9.5. The Contractor shall notify the Contracting Officer immediately whenever it becomes aware that such access or participation may result in any actual or potential OCI and shall promptly submit a plan to the Contracting Officer to avoid or mitigate any such OCI. The Contractor’s OCI Mitigation Plan will be determined to be acceptable solely at the discretion of the Contracting Officer. In the event the Contracting Officer unilaterally determines that any such OCI cannot be satisfactorily avoided or mitigated, the Contracting Officer may affect other remedies as he or she deems necessary, including prohibiting the Contractor from participation in subsequent contracted requirements which may be affected by the OCI.

PART 2

DEFINITIONS & ACRONYMS

2. Definitions and Acronyms

2.1 Definitions: Although not inclusive of every term used within this PWS, the following provides a list of definitions used throughout this PWS and commonly used in the acquisition field.

Contracting Officer – means a person with the authority to enter into, administer, and/or terminate contracts and make related determinations and findings on behalf of the Government. Note: The only individual who can legally bind the Government.

Contracting Officer's Representative (COR) – As defined in DFARS 202.101, means an individual designated and authorized in writing by the Contracting Officer to perform specific technical or administrative functions. DoD Instruction (DoDI) 5000.72, Part II Definitions states the following when defining a COR: “Defined in subpart 202.101 of Reference (f). Any individual delegated responsibilities pursuant to subpart 1.602-2 of Reference (e), regardless of local terminology, must be certified in accordance with this instruction. For example, local terminology can be COR, Contracting Officer’s technical representative, technical point of contact, technical representative, alternate COR, administrative COR, assistant COR, line-item manager, task order manager, quality assurance personnel, quality assurance evaluator, or COR management.” In addition, Army Regulation 70-13, Chapter 2, paragraph 2-2g, states, in part, the following when providing other surveillance support personnel to assist the COR when needed, “…These other surveillance support personnel may serve as on-site representatives of the COR in performance of actual contract surveillance if they meet all COR requirements and have been appointed by the Contracting Officer as alternate CORs.”

Contractor – means a supplier or vendor awarded a contract to provide specific supplies or service to the Government. The term used in this contract refers to the prime.

Day – means, unless otherwise specified, a calendar day.

Defective Service – means a service output that does not meet the standard of performance associated with the Performance Work Statement.

Deliverable – means anything that can be physically delivered but may include non-manufactured things such as meeting minutes or reports.

Government-furnished Property – As reflected in FAR 52.245-1, Government-furnished Property “means property in the possession of, or directly acquired by, the Government and subsequently furnished to the Contractor for performance of a contract. Government-furnished property includes, but is not limited to, spares and property furnished for repair, maintenance, overhaul, or modification. Government-furnished property also includes contractor-acquired property if the contractor-acquired property is a- deliverable under a cost contract when accepted by the Government for continued use under the contract.

Government Property - means all property owned or leased by the Government. Government property includes both Government-furnished and Contractor-acquired property. Government property includes material, equipment, special tooling, special test equipment, and real property. Government property does not include intellectual property and software.

Property Administrator - means an authorized representative of the Contracting Officer appointed in accordance with agency procedures, responsible for administering the contract requirements and obligations relating to Government property in the possession of a Contractor.

Physical Security – means that part of security concerned with physical measures designed to safeguard personnel; to prevent unauthorized access to equipment, installations, material, and documents; and to safeguard against espionage, sabotage, damage, and theft.

Quality Assurance – (or Government contract quality assurance) means the various functions, including, inspection, performed by the Government to determine whether a Contractor has fulfilled the contract obligations pertaining to quality and quantity.

Quality Assurance Surveillance Plan (QASP) – means the key Government-developed surveillance process document and is applied to Performance-Based Service Contracting (PBSC). The QASP is used for managing Contractor performance assessment by ensuring that systematic quality assurance methods validate that Contractor quality control efforts are timely, effective, and are delivering the results specified in the contract or task order. The QASP directly corresponds to the performance objectives and standards (i.e., quality, quantity, timeliness) specified in the Performance Work Statement (PWS). It provides specific details on how the Government will survey, observe, test, sample, evaluate, and document Contractor performance results to determine if the Contractor has met the required standards for each objective in the PWS. The QASP, with very few if any exceptions, is an internal Government document.

Quality Control – means all necessary measures taken by the Contractor to assure that the quality of an end product or service shall meet contract requirements.

Statement – means the specific results-based activities required to satisfy HLOs. A statement contains a result, the context of the statement, and the required action(s). Statements focus on “what” is to be accomplished; however, they are not prescriptive in describing “how” the outcome is to be achieved. Each HLO may have several statements to flush out the areas necessary to meet the objective. Statements are like Level 3 in a Work Breakdown Structure.

Subcontractor – means one that enters a contract with a prime Contractor. The Government does not have privity of contract with the subcontractor.

Workday - The number of hours per day the Contractor provides services in accordance with the contract.

Work Week - Monday through Friday, unless otherwise specified.

2.2 Acronyms: Although not inclusive of every term used within this PWS, or that may be included in an acquisition, the following provides a list of acronyms commonly used in the acquisition field.

PART 4

CONTRACTOR FURNISHED ITEMS AND SERVICES

4. Contractor Furnished Property and Services

4.1 General: The Contractor shall furnish meals, training areas, training activities, services, equipment, supplies, management, supervision, medical staff, and labor as specified to perform work under this contract that are not listed under Part 3 of this PWS.

4.2 Materials: The Contractor shall provide all expendable, durable, and non-expendable supplies that support JCLC training objectives, food services, lodging, medical services, and cleaning items for the utilized facilities. Specific requirements are outlined in the sections below.

4.3 Vehicles and Equipment: The Contractor shall provide two (2) Golf Carts for logistics support during camp. The carts shall remain on chargers when not in use.

4.4 Medical Support: The Contractor shall provide a trained and qualified medical professional that will be on site during the entire event from 4-9 May 2025.

PART 5

SPECIFIC TASKS

5.1 Basic Services: The contractor shall furnish facilities, furniture, equipment, supplies, management, supervision, and labor to provide lodging accommodations, food service, two golf carts for internal camp transportation and medical support as specified herein, for the Laredo ISD JCLC for 120 Cadets and 20 Cadre from ten schools on 4-9 May 2026. Training facilities include swimming pool for water safety courses and canoeing. The contract shall provide services in accordance with the terms, conditions and specifications set forth in this statement of work.

5.2 Tasks: Tasks consist of the following:

5.2.1 Lodging Requirements and Specifications: The contractor’s facilities shall meet the following minimum standards:

5.2.1.1 The contractor shall provide fixed-facility, with the following items: climate-controlled running hot water, toilets, showers, sinks, and personal space for 120 Cadets and 20 Cadre participating in Laredo ISD Camp Warrior Challenge. Lodging must include one bed per individual.

5.2.1.2 The contractor shall provide non-smoking sleeping facilities that are furnished solely based on one individual to a bed/cot with no more than two individuals to a room for double occupancy.

5.2.1.3 The contractor shall provide permanent-structure facilities with electrical power for in-processing, camp operations center in concert with billeting for our staff and Headquarters element, a 24-hour on-site First Aid Station/Health Center, and dining facilities, to include cleaning supplies capable of cleaning, and sanitizing the entre living area. There must be adequate dumpsters for the proper removal of all waste. They should be located throughout the training area. A minimum of two locations.

5.2.1.4 Facility shall not be undergoing renovation or remodeling during the time of the camp and not located within an area considered a high crime area or designated a high crime area as determined by local police law enforcement. The contractor should provide a written, historical crime analysis prior to contract awarding.

5.2.1.5 Fire and Safety. The contractor’s facility shall comply with local and state fire safety regulations.

5.2.2 Meal Requirements: Contractor shall provide meals for 120 Cadets and 20 Cadre from 4-9 May 2026, for the ten schools that are attending JCLC. Meals will be provided as follows:

5.2.3 Menus: The contractor shall provide a menu like the following for each meal. All provided meals shall be served at the appropriate temperatures. Hot food should be served at 140-180 degrees, cold items should be served cold at 45 degrees or below. Please refer to the Department of the Army (DA) Pam 30-22 for proper procedures in dealing with food and temperatures. The menu shall be coordinated with the Government POC (Stephanie Zuniga 956-538-9015) a minimum of 10 calendar days prior to the event and any changes agreed upon at that time.

5.2.3.1 Ice and Water: Contractor should provide unlimited amounts of water. At a minimum, the contractor shall have a dedicated process for putting water in all the training sites and ensuring it is cold and maintained throughout the entire Camp Ice will be made available at 15 bags per day at a total cost of $120.00.

5.2.3.2 Mealtimes: The Contractor shall serve meals during the times indicated below:

5.2.2.3 Contractor shall provide all food and condiments for use at each meal.

5.2.2.4 Contractor shall provide serving equipment, chafing dishes, heating elements to maintain food temperature hot 160 or above and cold 45 or below, serving utensils, disposable plates, cups, napkins, and utensils for each meal. Refer to DA Pam 30-22 for all Army Operating Standards.

5.2.2.5 Contractor shall wipe down and sanitize all tables at serving location as well food preparation area and equipment.

5.2.2.6 The contractor shall deliver the dinner meal items on 7 May 2026, to the covered pavilion.

5.2.4 Training: Contractor shall provide certified instructors for all water and tower activities.

These certifications must be presented to the camp commander prior to water and tower operations. The contractor shall provide appropriate, safe, and certified training facilities, areas, and personnel as follows:

5.2.4.1 One (1) safe and maintained swimming pool with both shallow and deep areas to accommodate diverse swimming skill levels as well as two certified lifeguards.

5.2.4.2 One water course for canoeing and two certified lifeguards.

5.2.4.3 An out-door air rifle/marksmanship range with adequate air rifles for rotational training provided by JROTC program and Regulation CCR 145-2. Fifteen (15) Cadets will be conducting training at a time.

5.2.4.4 An outdoor archery/ range with bows provided by schools for rotational training provided by JROTC program and Regulation CCR 145-2. Fifteen (15) cadets will be conducting training at a time.

5.2.4.5 Two covered pavilions to accommodate at least 40 cadets for split training in the event of inclement weather.

5.2.4.6 An outdoor training area with seating adequate for 40-person survival training with a safe area to demonstrate proper cold weather survival techniques.

5.2.4.7 An outdoor open field of at least 500 meters for land navigation training.

5.2.4.8 At least one softball field.

5.2.4.9 Outdoor group game infrastructure for “ga-ga ball”, flag challenge”, and space for running relay-style competitive games.

5.2.4.10 The aquatics, “high-ropes” venues, “low ropes” venues, and archery/marksmanship venue require contractor-provided safety/trainer personnel in adequate numbers to train approximately 120 Cadets in each respective event/activity.

5.2.4.11 Provide portable latrines at remote training areas. The camp commander will coordinate with the contractor on locations.

5.2.4.12 The contractor shall provide “high ropes” venues, “low ropes” for cadet leadership and confidence building. The contractor shall ensure all necessary equipment to complete the high and low rope training during the duration of the JCLC.

5.2.5 Medical: Contractor shall provide 24-hour fully supplied, fixed, dedicated, climate-controlled health center/First Aid Center with full-time, on-site, contractor EMT.

5.2.6 Shelter: The Contractor shall make the dining facility and equipment available from 4-9 May 2026. In the event of inclement weather, it will also be used as a shelter. Inclement weather equipment includes lightning protective shelters, dining facility, and other structures.

5.2.7 Security: The contractor shall provide security to ensure participants are in a safe and crime-free environment.

5.2.8 Courtesy: The contractor's employees shall be courteous to all the people served under this contract. Courtesy rendered shall be equal to that rendered to other customers of the establishment and equal to that expected of any public lodging facility. Services and consideration provided to other guests shall be provided to event participants.

5.2.9 Contractor Personnel Attire: Contractor personnel shall wear clothing that is clean and does not contain statements that may be offensive to others.

5.2.9 Miscellaneous Services. The contractor shall not be responsible for any miscellaneous charges incurred by the event participant. The contractor shall explain to the participant that miscellaneous services are not covered by this contract and are payable by the participant, such as personal telephone charges and meals more than the contract requirements, and other such services.

5.2.10 Contractor shall provide two (2) portable latrines at each remote training location where permanent bathroom facilities are not readily accessible with toilet paper and cleaning services. Contractor shall coordinate with Cadre for placement. Examples of such training sites may include land navigation courses, marksmanship range, tower operations and water session areas.

5.2.12 Taxes. The government is exempt from paying any sales taxes related to this contract.

Tax exemption forms will be provided to the contractor upon request.
