PERFORMANCE WORK STATEMENT (PWS)
US Army
JROTC
JCLC Bulldog Milledgeville, GA 31061
25-29 May 2026 and 31 May - 4 June 2026
Part 1 General Information
1. General: This is a non-personal services contract to provide services to support JCLC Bulldog 25-29 May 2026 and 31 May - 4 June 2026. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
1.1 Description of Services/Introduction: This is a services contract to provide all personnel, equipment, supplies, lodging, facilities, transportation, tools, materials, supervision, meal services, furniture, four (4) portable chemical toilets, one (1) dumpster, four (4) water cow’s, eight (8) golf carts, two (2) 55 seat passenger buses with drivers, boat, canoes, lifeguards for water safety training, nurses, on-site medical facility, rappel tower, obstacle course, gymnasium, athletic fields, and other items necessary to perform activities in support of 270 Cadets and 40 Cadre members 25-29 May 2026 and 214 Cadets and 40 Cadre members 31 May - 4 June 2026 participating in JCLC Bulldog. The golf carts will be operated by Cadre.
1.2 Background: Georgia Military College (GMC) is located in Milledgeville, GA. GMC JROTC requires a contractor to provide billeting, food service, transportation, medical support with facilities as well as rappel towers and other sports complexes required to support JCLC within a vicinity of 25 miles of Milledgeville, GA.
1.3 Scope: The Contractor shall provide facilities, furniture, equipment, supplies, management, supervision, and labor to provide lodging accommodations, as specified herein, for JCLC Bulldog, for a maximum of 484 Cadets and 80 Cadre members at Georgia Military College in Milledgeville, Georgia. Two (2) cycles will run back-to-back with the first running from 25-29 May 2026 and the second running from 31 May - 4 June 2026. The Contractor shall provide services in accordance with the terms, conditions and specifications set forth in this PWS.
1.3.1 Period of Performance: The period of performance shall be 25-29 May 2026 and 31 May - 4 June 2026. The Contractor shall perform to the standards

and acceptable quality levels identified in this PWS. The contract request does not contain option years.
1.4 Objectives:
1.4.1 The objective of this contract is to provide lodging, meals, and facility usage.
1.4.2 Provide Cadets an opportunity to practice/test leadership skills in an unfamiliar environment.
1.4.3 Allow Cadets a chance to participate in citizenship building exercises.
1.4.4 Provide Cadets the opportunity to experience living and interacting with their peers from other unit’s schools.
1.4.5 Instruct leadership-type skills to Cadets in a “hands-on” military type environment.
1.4.6 Provide an opportunity to participate in adventure training.
1.5 General Information:
1.5.1 Quality Control Plan (QCP): RESERVED
1.5.1.1 The Contractor shall inform the COR of issues or potential issues that might affect the performance within 24 clock hours of identifying those issues.
Verbal reports shall be followed up by written reports within two (2) business days.
1.5.2 Quality Assurance: The Government will evaluate the Contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan (QASP). This plan is primarily focused on what the Government must do to ensure that the Contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the acceptable quality levels (performance thresholds).
1.5.3 Recognized Holidays: The following provides information on recognized holidays for the purpose of the PWS. If submittal of any documentation (e.g.
deliverables, submittals, etc.) deadlines fall on a holiday, the closest work day prior to the holiday will apply as the deadline for submittal.
1.5.3.1 U.S. Holidays: Work shall be performed on 25 May 2026, Memorial Day.
1.5.4 Operating Hours: RESERVED
1.5.4.3 Contractor Support Hours: The Contractor shall provide support between the hours of 0600 to 2000, the days Monday through Friday. The Contractor shall provide a point of contact to support JCLC operations during the hours of 2000 to 0600 (throughout the night oversight of facility usage in support of planned events and facility security). The Contractor shall maintain an adequate workforce at all times, for the uninterrupted performance of all tasks defined within this PWS. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce is essential.
1.5.6 Place of Performance: The work to be performed under this contract will be performed at the school’s facility in Milledgeville, GA.
1.5.7 Type of Contract: The government will award a firm fixed price service contract.
1.6 Security Requirements: Security for this event will be provided by the school’s police department that is located in the attendees lodging location. The police department has 24 hour a day 7 day a week coverage.
1.7 Contracting Officer’s Representative (COR): As determined by the Contracting Officer, a COR will be appointed and identified by letter of designation, a copy of which will be provided to the Contractor by the Contracting Officer. The designation letter states the responsibilities and limitations of the COR, especially with regard to changes in cost or price, estimates, or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the resulting order. The COR monitors all technical aspects of the contract and assists in contract administration. The COR is not authorized to obligate the Government. If the work is not written in the contract, the COR is not authorized to request new work. The COR is authorized to perform the following functions: assure that the Contractor performs the technical requirements of the contract, perform inspections necessary in connection with contract performance, maintain written and oral communications with the Contractor concerning technical aspects of the contract, issue written interpretations of technical requirements, including Government drawings, designs, specifications, monitor Contractor's performance and notifies both the Contracting Officer and Contractor of any deficiencies, coordinate availability of Government property, and coordinate site entry of Contractor personnel.
PART 2
DEFINITIONS & ACRONYMS
2. Definitions and Acronyms
2.1 Definitions: Although not inclusive of every term used within this PWS, the following provides a list of definitions used throughout this PWS and commonly used in the acquisition field.
Contracting Officer – means a person with the authority to enter in to, administer, and/or terminate contracts and make related determinations and findings on behalf of the Government. Note: The only individual who can legally bind the Government.
Contracting Officer's Representative (COR) – An employee of the U.S.
Government appointed by the Contracting Officer to assist in the administration of the contract. Such appointment shall be in writing and shall state the scope of authority and limitations. This individual has authority to provide technical direction to the Contractor as long as that direction is within the scope of the contract, does not constitute a change, and has no funding implications. This individual does NOT have the authority to change the terms and conditions of the contract.
Contractor – means a supplier or vendor awarded a contract to provide specific supplies or service to the Government. The term used in this contract refers to the prime.
Day – means, unless otherwise specified, a calendar day.
Defective Service – means a service output that does not meet the standard of performance associated with the Performance Work Statement.
Deliverable – means anything that can be physically delivered but may include non-manufactured things such as meeting minutes or reports.
Government Property - means all property owned or leased by the Government. Government property includes both Government-furnished and Contractor-acquired property. Government property includes material, equipment, special tooling, special test equipment, and real property.
Government property does not include intellectual property and software.
Physical Security – means that part of security concerned with physical measures designed to safeguard personnel; to prevent unauthorized access to equipment, installations, material, and documents; and to safeguard against espionage, sabotage, damage, and theft.
Quality Assurance – (or Government contract quality assurance) means the various functions, including, inspection, performed by the Government to determine whether a Contractor has fulfilled the contract obligations pertaining to quality and quantity.
Quality Assurance Surveillance Plan (QASP) – An organized written document specifying the surveillance methodology to be used for surveillance of contractor performance.
Quality Control – means all necessary measures taken by the Contractor to assure that the quality of an end product or service shall meet contract requirements.
Subcontractor – means one that enters into a contract with a prime Contractor.
The Government does not have privity of contract with the subcontractor.
Work Day - The number of hours per day the Contractor provides services in accordance with the contract.
Work Week - Monday through Friday, unless otherwise specified.
2.2 Acronyms: Although not inclusive of every term used within this PWS, or that may be included in an acquisition, the following provides a list of acronyms commonly used in the acquisition field.

3. Government Property and Services
3.1 Services: The Government will provide personnel to manage key control and provide limited preparation of rooms as necessary to meet its objectives.

CONTRACTOR FURNISHED ITEMS AND SERVICES
4. Contractor Furnished Property and Services
4.1 General: The Contractor shall furnish lodging, meals, facility usage, services, and other items necessary to perform services as described in the
PWS.
4.2 Materials: The Contractor shall furnish all materials, supplies, and equipment necessary to meet the requirements under this PWS.
4.3 Equipment: The Contractor shall provide access to an events center (audio visual equipment, stage, podium, and seating), athletic center (indoor track, basketball hoops, volleyball nets, and weight room), athletic fields (football/soccer fields, and track), rappel gear and ropes, canoe paddles and life vests.
4.4 Facility: The Contractor shall provide an auditorium facility for welcome briefs, graduation ceremony, and for use during inclement weather.
4.5 Lodging: The Contractor shall provide lodging with HVAC system, to include one (1) bed/cot per individual, desk with chair, proper lighting, bathroom with shower area including shower curtain and toilet.
4.6 Meal Services: The Contractor shall prepare and serve meals during the times indicated for the duration of contract as specified within this PWS. The Contractor shall provide a total of 5,640 meals for cadets and cadre.
4.7 Courtesy: The Contractor’s employees shall be courteous to all persons served under this contract. Courtesy rendered shall be equal to that rendered to other customers of the establishment and equal to that expected of any public facility. Services and consideration provided all guests shall be provided to event participants.
PART 5
SPECIFIC TASKS
5.1 Basic Services: The Contractor shall provide services for lodging, meals, and facility usage.
5.2 Tasks: Tasks consist of the following:
5.2.1 Lodging: The Contractor shall provide non-smoking dormitory style lodging accommodations for 484 Cadets and 80 Cadre members participating in JCLC Bulldog. The facilities shall be clean and available for student check-in no later than (NLT) 25 May 2026 and 31 May 2026. Rooms for Cadets shall be furnished solely based on one (1) individual to a bed/cot with no more than three
(3) individuals to a room for triple occupancy. Males and females will be lodged separately. Lodging for Cadre can be individual rooms. Rooms may require multiple floors of a single dormitory building but must not be intermixed with rooms for personnel from any other organizations outside of this JROTC event.
5.2.1.1 Lodging Schedule:
25–29 May 2026 – 270 Cadets and 40 Cadre 31 May - 04 June 2026 – 214 Cadets and 40 Cadre
5.2.1.2 Facility is not undergoing renovation or remodeling during the time of the camp and not located within an area considered a high crime area or designated a high crime area as determined by local police statistics.
5.3 Facilities: Facilities consist of the following:
5.3.1 Auditorium: The Contractor shall provide an auditorium facility for welcome briefs, graduation ceremony, and for use during inclement weather.
Audio Video capabilities to include microphone and speakers are required.
5.3.2 Gymnasium: The Contractor shall provide access to gymnasiums to support physical training activities. Gymnasium will support basketball, volleyball, and indoor track.
5.3.3 Athletic Facilities: The Contractor shall provide access to two football/soccer fields, climbing wall/ropes course, obstacle course, rappel tower, and leadership reaction course to support physical training activities, softball and outdoor volleyball. Outdoor fields will have lighting to support evening activities.
5.3.4 Pavilion: The Contractor shall provide a lake lot facility with covered pavilion, sheltered seating, and on-site restrooms and showers.
5.3.5 Dayroom: The Contractor shall provide access to a dayroom with 55” screen TV, foosball tables, and pool tables.
5.3.6 Laundry Room: The Contractor shall provide access to a laundry room with free washers and dryers.
5.3.7 Administrative Office: The Contractor shall provide an office space for camp staff operations and tactical officer coverage 25-29 May 2026 and 31 May - 4 June 2026 and include cleaning supplies.
5.4 Support Personnel: The Contractor shall provide one (1) certified lifeguard for drown-proofing training and two (2) certified nurses including first aid support facility and supplies.
5.5 Transportation requirements: The Contractor shall provide two (2) 55-seat passenger buses with four (4) bus drivers from 0730 hours - 1800 hours, 27–28 May 2026 and 2-3 June 2026, for daily transportation for camp participants to training sites. Vehicles shall be operated by drivers who meet all state and local licensing and insurance requirements. Vehicles used to transport event participants shall have operational heating/air conditioning and shall be in operation if weather deems necessary. Drivers shall transport camp participants in a safe, legal, and courteous manner. Safety standards and courtesy rendered will equal those that would be afforded by any other chartered or public transportation service.
5.5.1 Golf Carts: The Contractor shall provide eight (8) golf carts (6 4-passenger and 2 cargo/flatbed) to be used for JROTC Cadre camp transportation for four (4) days each camp period.
5.5.2 Canoe and Boat: The Contractor shall provide 15 canoes with paddles and life vests for water safety training and a safety escort boat.
5.6 Meals and Food Services: The Contractor shall provide meals for 270 Cadets and 40 Cadre members 26-29 May 2026 and provide meals for 214 Cadets and 40 Cadre members 1-4 June 2026. The Contractor shall meet the following minimum requirements.
5.6.1 The Contractor shall provide and prepare all food, beverages, and all condiments, i.e., mayonnaise, mustard, ketchup, steak sauce, hot sauce, pickles, salad dressing, syrup, salt, and pepper, for use at each meal. The Contractor shall have all meals prepared and ready to serve 15 minutes prior to scheduled serving times as listed in PWS para 5.6.5.1.
5.6.2 The Contractor shall provide serving equipment, chafing dishes, heating elements to maintain food temperature, serving utensils, disposable plates, cups, bowls, napkins, and utensils for each meal.
5.6.3 The Contractor shall wipe down and sanitize all tables at serving location as well as food preparation area and equipment, tear down each meal service upon completion and remove debris from site.
5.6.4 The Contractor shall meet all local and state regulations pertaining to food safety and best practices.
5.6.5 Meal Times: The Contractor shall prepare and serve meals during the times indicated below. Boxed lunches will be served on 29 May 2026 to 270 Cadets and 40 Cadre and 4 June 2026 to 214 Cadets and 40 Cadre.

5.6.7 The Contractor shall prepare and serve a menu similar to para 5.6.8 in order to meet the dietary needs of JCLC participants. Menus shall be compliant with USDA guidelines and coordinated with the Government POC a minimum of 10 days prior to the event. Any changes shall be agreed upon at that time. All meals shall be served hot with the exception of boxed lunches. Bottled water and beverages shall be available at each meal. The Contractor shall adhere to the meals identified on the JROTC menu sample below or equivalent nutrition.

5.6.9 The Contractor shall provide 84 bags of ice (10 pounds each) per day with a proper storage unit for a total of 840 pounds for 6 days.
5.6.10 The Contractor shall provide one (1) dumpster for duration of JCLC.
5.6.11 The Contractor shall provide four (4) each water cows from 26-28 May 2026 and 1-3 June 2026 for 6 days.
5.7 Miscellaneous Services: The Contractor shall not be responsible for any miscellaneous charges incurred by the camp participant. The contractor shall explain to the participant that miscellaneous services are not covered by this contract and are payable by the participant, such as personal telephone charges, pay-for-view movies, room service, internet service, meals more than the contract requirements, and other such services.

The Contractor shall provide two (2) 55-seat passenger buses with four (4) bus drivers from 0730 hours - 1800 hours, 27–28 May 2026 and 2-3 June 2026.

The Contractor shall provide eight (8) golf carts to be used for JROTC Cadre camp transportation.

PRS #12 – PWS para (5.5.2) – Canoe and Boat
The Contractor shall provide canoes and boat for Water Safety Training.
Provide 15 canoes with paddles and life vests. Provide one (1) pontoon boat as safety escort.

PRS #13 – PWS para (5.6) – Meals and Food Services
The Contractor shall provide meals for 270 Cadets and 40 Cadre members from 26-29 May 2026 and provide meals for 214 Cadets and 40 Cadre from 1-4 June 2026.
Provide up to three (3) meals per day. All meals shall be served hot with exception of box lunch and ready to serve 15 minutes prior to scheduled serving time.
