Performance Work Statement (PWS) Birmingham City Schools
JROTC Cadet Leadership Challenge (JCLC)/STEM Columbiana 2024 United States Army Cadet Command
Alabama JROTC Programs
Part 1 General Information
1. GENERAL: This is a non-personal service contract to provide for the establishment of a JCLC/STEM education program for the purpose of introducing selected Junior Reserve Officers' Training Corps (JROTC) Cadets to leadership and science, technology and engineering career opportunities, provide direct exposure to the college atmosphere, STEM curriculum, STEM related work sites, inspire the Cadets to strive for academic excellence, continue their education beyond high school and pursue STEM related career opportunities.
1.1 Description of Services/Introduction: The contractor shall provide residential experience for a total estimated 570 Cadets. There will be three (3) four (4) day cycles with 190 Cadets and 50 JROTC instructors per cycle. Cycle 1 shall run from 31 May-3 June 2024. Cycle 2 shall run from 7- 10 June 2024. Cycle 3 shall run from 14-17 June 2024. The Period of performance is 31 May-3 June, 7-10 June, and 14-17 June 2024. The four-day residential camp will consist of three cycles with 190 Cadets per cycle participating. Cycle one starts on 31 May ending 3 June 2024, cycle two starts on 7 June ending 10 June 2024, and cycle three starts on 14 June ending 17 June 2024.
During the residential camp, the contractor shall provide meals and lodging in accordance with the Performance Work Statement (PWS). The participating Cadets are from JROTC battalions across the State of Alabama.
1.2 Background: One of the major challenges facing the nation is the need for greater emphasis on Science, Technology, Engineering, and Mathematics (STEM) education in our public schools. To help address this need we intend to expand STEM education in our curriculum for Army JROTC Cadets. To have the biggest impact on Cadets, United States Army Cadet Command (USACC) requires a location that can provide leadership and STEM education to enhance the activities schedule for JROTC Cadets from programs throughout the state of Alabama. The selected venue must also have the organizational structure and facilities to support lodging and meal requirements at one location.
1.3 Scope: Contractor shall furnish facilities, furniture, equipment, management, supervision, and labor to provide lodging accommodations, as specified herein for JROTC Cadet Leadership Challenge (JCLC) 2024, for a maximum of 570 cadets and 150 cadre total for all three cycles of training during the time period of 31 May-3 June, 7-10 June, and 14-17 June 2024.
1.4 Objectives:
1.4.1 Increase Cadet’s awareness of STEM academic programs and career fields.
1.4.2 Enhance Cadet’s personal leadership skills and character development.
1.4.3 Inspire academic excellence, increase the Cadets’ desire to continue education beyond high school, and increase the Cadets’ desire to pursue STEM related career opportunities.
1.4.4 Increase Cadet’s awareness of the importance of physical fitness by conducting physical fitness activities, taking into consideration each individual Cadet’s physical capabilities/limitations.
1.5. General Information
1.5.1 Quality Control Plan (QCP): The contractor shall provide the QCP at the time of the award.
The Contractor shall develop and maintain a QCP to ensure services are performed in accordance with (IAW) this PWS. The Contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The Contractor's QCP is the means by which it assures that the work provided complies with the requirements of the contract.
1.5.2 Quality Assurance: The government will evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan (QASP). This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s).
1.5.3 Reserved:
1.5.4 Operating Hours: The residential camp activities shall be scheduled to ensure that Cadets can receive no less than 8 hours of sleep per day as required by Cadet Command Regulation 145-2.
The contractor is responsible for conducting business in accordance with the established hours of operation for all facilities and offices, Monday through Sunday except for State and Federal holidays (with exception to stipulation in 1.5.3) or when the facility is closed due to local or national emergencies.
1.5.5 Place of Performance: The work to be performed under this contract will be performed at a location provided by the contractor.

1.5.7 Contracting Officer Representative (COR): Refer to Part 2 of this PWS for the definition of a COR. As determined by the Contracting Officer, a COR will be appointed and identified by letter of designation, a copy of which will be provided to the Contractor by the Contracting Officer.
The designation letter states the responsibilities and limitations of the COR, especially with regard to changes in cost or price, estimates, or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the resulting order. The COR monitors all technical aspects of the contract and assists in contract administration. The COR is not authorized to obligate the Government. If the work is not written in the contract, the COR is not authorized to request new work. The COR is authorized to perform the following functions: assure that the Contractor performs the technical requirements of the contract, perform inspections necessary in connection with contract performance, maintain written and oral communications with the Contractor concerning technical aspects of the contract, issue written interpretations of technical requirements, including Government drawings, designs, specifications, monitor Contractor's performance and notifies both the Contracting Officer and Contractor of any deficiencies, coordinate availability of Government property, and coordinate site entry of Contractor personnel.

DEFINITIONS & ACRONYMS
2. DEFINITIONS AND ACRONYMS:
2.1. DEFINITIONS: Although not inclusive of every term used within this PWS, the following provides a list of definitions used throughout this PWS and commonly used in the acquisition field.
2.1.1. CONTRACTOR. A supplier or vendor is awarded a contract to provide specific supplies or services to the government. The term used in this contract refers to the prime.
2.1.2. CONTRACTING OFFICER (KO). A person with authority to enter, administer, and or terminate contracts, and make related determinations and findings on behalf of the government.
Note: The only individual who can legally bind the government.
2.1.3. CONTRACTING OFFICER'S REPRESENTATIVE (COR). An employee of the U.S.
Government appointed by the contracting officer to administer the contract. Such appointment shall be in writing and shall state the scope of authority and limitations. This individual has the authority to provide technical direction to the Contractor as long as that direction is within the scope of the contract, does not constitute a change, and has no funding implications. This individual does NOT have the authority to change the terms and conditions of the contract.
2.1.4. DEFECTIVE SERVICE. A service output that does not meet the standard of performance associated with the Performance Work Statement.
2.1.5. DELIVERABLE. Anything that can be physically delivered but may include non-manufactured things such as meeting minutes or reports.
2.1.6. KEY PERSONNEL. Contractor personnel are evaluated in a source selection process and that may be required to be used in the performance of a contract by the Key Personnel listed in the
PWS. When key personnel are used as an evaluation factor in best-value procurement, an offer can be rejected if it does not have a firm commitment from the people that are listed in the proposal.
Key personnel are as follows:
Environmental Training Specialist - Shall be the teacher for all scheduled environmental classes.
Primary teacher shall have a college degree in environmental science, chemistry, or biology.
Lifeguards – Shall be on hand for safety during all water training activities. Lifeguards shall have a valid lifeguard certification awarded by the American Red Cross. The contractor shall provide a POC to serve as a program manager with decision authority. The name of this individual shall be provided to the KO and COR at contract award.
2.1.7. PHYSICAL SECURITY. Actions that prevent the loss or damage of government property.
Actions that prevent the loss or damage of Cadets and support cadre personal property. Action that prevents physical harm to the Cadets and supporting cadre.
2.1.8. QUALITY ASSURANCE. The government procedures to verify that services being performed by the Contractor are performed according to acceptable standards.
2.1.9. QUALITY ASSURANCE Surveillance Plan (QASP). An organized written document specifying the surveillance methodology to be used for surveillance of contractor performance.
2.1.10. QUALITY CONTROL. All necessary measures are taken by the Contractor to assure that the quality of an end product or service shall meet contract requirements.
DAY2.1.11. WORK. The number of hours per day the Contractor provides services in accordance with the contract.
2.1.12. WORK WEEK. Monday through Friday, unless specified otherwise.

4. Contractor Furnished Property and Services
4.1 General: The Contractor shall furnish all supplies, materials, equipment, facilities, lodging, meals/food, supervision, management, and services required to perform work IAW this PWS.
4.2 Reserved
4.3 Materials: The Contractor shall provide all anticipated property. Contractor administrator is required to ensure compliance with FAR 52.245.1. Personal Protective Equipment (PPE), office supplies and materials such as paper, printer cartridges, and all other office supplies and material needed in the performance of this contract; automated data processing equipment (ADPE) such as computers, copy printers, and fax machines. All ADPE connecting to the Government network shall be reviewed and approved by the Government prior to purchase by the Contractor, office furniture, cellular and desktop telephones, etc. The Contractor may request a letter of authorization from the Contracting Officer to utilize Government supply sources such as Government Services Administration (GSA), UNICOR, etc.
4.4 Vehicles and Equipment: The contractor shall provide all vehicles and equipment necessary to transport personnel and equipment (no GSA vehicles provided to Contractor for use on this contract) and equipment to perform the work described in this PWS. All Contractor provided vehicles and equipment shall have the company name prominently displayed on both sides of the vehicle or equipment and present a neat, professional appearance. Contractor's vehicles and equipment used in the performance of this contract shall meet all local and Host Nation traffic, safety, and environmental requirements. Vehicles and equipment found to be unsafe shall be removed from the installation and replaced. The Contractor shall not use any Government-owned tools, materials, or parts to maintain Contractor vehicles and equipment without prior written approval of the Contracting Officer. The COR may inspect the Contractor’s vehicles and equipment at any time.

SPECIFIC TASKS
5.1 Basic Services: The Contractor shall provide billeting in the dormitories/cabins. Location must be able to accommodate 190 cadets and 50 cadre per cycle.
5.1.1. The Contractor shall furnish all necessary servicing equipment and provide disposable utensils, disposable plates, disposable cups, condiments, and napkins to all authorized personnel.
5.1.2. The Contractor shall provide the necessary management, supervision and labor required to set up, serve, clean up and remove trash from the dining area.
5.1.3. Contractor shall have the serving area established and be ready to serve no later than 15 minutes prior to each scheduled mealtime.
5.1.4. The Contractor shall provide a minimum of two serving lines for each meal to expedite the service.
5.1.5. The Contractor shall provide the necessary management, supplies, equipment, supervision, and labor required to support the lodging requirements of the PWS.
5.1.6. Medical Support: The contractor shall provide an office location for trained medical personnel to work and an area for air evacuation.
5.2 TASK: Task consist of the following:
5.2.1 Lodging. The contractor shall provide three (3) troop lodges that each accommodate 30 to 40 cadets and four chaperones, for a total of 102 bunk style beds with mattresses. Cadre will sleep in a separate lodging area. Chaperones will be housed with cadets in order to maintain supervision at all times. The contractor shall provide separate lodging to accommodate 50 cadre to sleep.
5.2.2 Billeting. The contractor shall lodge male and female cadets on separate floors and/or in separate buildings or lodging areas. The facility shall provide separate lodging accommodations for cadre. The facility shall be able to accommodate male and female cadre in separate rooms based on gender. The contractor shall provide separate restroom and shower facilities for males and females.
The showers shall have a shower curtain and a divider between showers to afford privacy while showering.
5.2.3 Meals.
5.2.3.1 Menus. The contractor shall provide a menu like the one stated in 5.2.3.2. The dinner meal shall be served hot. All meals shall be served hot, must be nutritionally balanced and follow USDA dietary guidelines. The menu shall be coordinated with the Government POC upon receipt of the award date as soon as possible within 10 days. Any changes to the menu for alternative replacements shall be coordinated upon at that time. Water shall be served with all meals. Note:
consideration / accommodations must be made for vegetarian meals for approx. 5-8 people per meal.
5.2.3.2 Sample Menu:
Breakfast 1: Scrambled Eggs, bacon, hashed brown potatoes, cold cereal, toast, milk/assorted juices, and coffee.

5.2.4 Training Facilities: The contractor shall provide the following service for three training cycles of JCLC 2024 AL 4H. There are three training cycles with 190 Cadets and 50 Cadre in each training cycle. The first training cycle is from 31 May to 3 June 2024. The second training cycle is from noon on 7 June to 10 June 2024. The third training cycle is from 10 June to 17 June 2024.
5.2.4.1. The contractor shall provide certified lifeguards/spotters for waterfront usage for a weeklong training course. All Lifeguards on site will have Lifeguard certification, CPR and First Aide training, Swim Defense, and Safety Afloat.
5.2.4.2. The contractor shall provide qualified and trained instructors on all the training events in paragraph 5.2. through 5.2.4.7.
5.2.4.3. The contractor shall provide nine days of use of the low and high challenge ropes course, leadership reaction course, climbing tower, and obstacle course. Contractor shall provide qualified and trained instructors. The contractor shall start off by providing team building games and activities that are performed in an open field to get the groups to “form”. The contractor shall use this time to see the group dynamics and put the cadets in groups for the three courses. The contractor shall next progress to the leadership reaction course/obstacle course. The contractor shall supervise and provide guidance to the groups through an obstacle course of 11 elements that each group of cadets need to work through as a team. Finally, the contractor shall provide and supervise the groups of cadets through at least four different high rope bridges and at least one zip line for the low and high challenge ropes course.
5.2.4.4. The contractor shall provide nine days of use of the land navigation course with instructors and necessary markers. The contractor shall provide 4 to 5 acres of terrain that is a combination of wooded, open ground and some minor hills on which to conduct land navigation training. The contractor shall provide maps to the cadets, if needed.
5.2.4.5. The contractor shall provide nine days usage of the large swimming pool that is a minimum of 25 meters in length or a comparable area of private lake. The contractor will provide lifeguards and spotters.
5.2.4.6. The contractor shall provide nine days usage of the athletic field about the size of a football field. The athletic field should be an open field with no obstacles that allow any number of sports to be played by the cadets.
5.2.4.7. The contractor shall provide nine days use of the canoes/canoe course with the necessary trained guides. The contractor shall transport the cadets to the drop off and pick up points on the river. Between travel to and from the drop off and pick up sites and time on the river, the contractor shall provide river trips six (6) to seven and a half (7.5) hours in length. If the weather looks questionable, the contractor should perform the canoeing on a lake near the shore so the cadets can be taken off the lake quickly if the weather gets worse. The contractor shall provide fishing or additional team building exercises for those who choose to stay at camp instead of going on the canoe course.
5.2.4.8. Water containers shall be located at each training site. Contractors shall fill containers with ice and water three times daily (start at 0700, 1100 and 1400).
5.2.4.9. Porta-johns shall be located at sites when bathroom facilities are not within the training site for accommodations and shall have a hand washing station for field hygiene.
5.3 Reserved:
5.3 Security. A minimum of one recording security camera at entry/exit points within the building with recordings shall be kept for a minimum of 30 days from the period of performance.
5.4 Contractors’ facility shall follow all applicable state and local fire and safety codes and regulations.
-Use CDC recommended cleaning products to clean and sanitize all lodging, meeting spaces and common areas -Clean all billeting locations daily -Clean all common areas and bathrooms every 4 hours.
-All personnel are required to wear mask inside and outside.
-Place hand sanitizer location throughout all common areas.
-Follow CDC requirements in food preparation and delivery.
5.5 Contractor shall provide meals as follows:
5.5.1 One hot meals and box lunch meals on day 1; three hot meals on days 2 and 3; one hot meal and a box lunch on day 4, which is one half day. The hot meals shall be consistent with the USDA Nutrition Standards for School Meals. Each hot meal shall consist of items derived from the m/meat alternative chart (No less than 1 serving), vegetable/fruit chart (No less than 2 servings), a bread/bread like product (No less than 1 serving) and milk chart (No less than 1 serving). Each Snack shall consist of chips or pastry, fresh fruit, juice, and bottled water.
Day 1: lunch, dinner and 1 snack pack Day 2 and 3: breakfast, lunch, dinner and 1 snack pack Day 4: breakfast and lunch Trash receptacles will be placed where meals are to be served for cadets to place all trash.
Contractor will be responsible for disposing of all trash throughout their facility.
5.5.2 The time for all meals and snacks shall be set in the training schedule. Changes to mealtimes shall be coordinated with the government POC 12 hours prior to posted meal schedule to ensure the change does not impact training. Snacks shall be a choice of apples, oranges, bananas, chips, Gatorade, or granola bar.
5.6. Transportation Requirements: None. All training locations are within walking distance.
5.7 Contractor shall provide team building and self-awareness activities along with campus orientations. The contractor shall provide activities, which require cadets to work together as a part of a team and for cadets to become more aware of their strengths and weaknesses. The contractor shall provide low wall, high wall activities, team land navigation course and a leadership reaction course.
5.8 Contractor shall be a regionally accredited public institution with an established STEM related activity to enhance cadet experience.
5.9 Contractor shall provide the on-campus administrative capability to in/out-process JROTC Cadets and instructors. participating in the Leadership/STEM program. The contractor shall provide administrative procedures for receiving cadets, assigning them to appropriate lodging based on like gender, assignment to small teams, and maintaining files with parent permission documents for dispensing prescription/over-the-counter medication as required.
5.10 Curriculum. The proposed curriculum shall include details of instructional periods and collect environmental samples from the lake and observe them under microscopes. Cadets shall receive a tour of the wildlife reservation and be given instructional information on how and why we are protecting the wildlife.
5.11 Contractor shall provide a STEM Exploration Orientation Program with the goals of:
increasing Cadet Awareness of STEM academic programs and career fields; enhancing their personal leadership and character development; inspiring academic excellence; increasing the desire to continue education beyond high school and increasing the desire to pursue STEM related career opportunities.
5.12 Contractor shall provide hands-on activities in Engineering/Environmental Science, practical exercise to develop a STEM Leadership Project, Problem-Based Learning activity, team building and leadership development activities, Leadership and STEM Guest Speakers, physical fitness, and social activities. Each team will rotate through this station on a 3-hour basis between 8-6 with an hour break for lunch and two 30-minute breaks. Rotation times will be managed on training schedule.
5.13 Contractor shall provide at least 9 upper-level college Engineering/Environmental students (rising junior, senior or graduate) to coach, mentor, and guide groups of 15-20 Cadets through each cycle and complete a brief assessment/evaluation on each Cadet at the end of the cycle.
5.14 Contractor shall follow JCLC 2024 training matrix provided by the government POC. If there are changes to the training matrix, the recommendation is sent to the POC 24 hours before implementation.

APPLICABLE PUBLICATIONS
6. Reserved
6.1. Contractor shall be very knowledgeable in all health standards and food handling requirements as well as having knowledge of safety regulations; such as, Occupational Safety and Health Association, (OSHA), proper clothing and footwear.
6.2. The Contractor shall abide by all state regulations, publications, manuals, and the USS&RC local policies and procedures; and CCR 145-2.
