About this file

This is a Justification and Approval (J&A) document for other than full and open competition from the Mission Installation Contracting Command at Fort Knox, Kentucky for the U.S. Army's participation in the National Professional Fishing League's 2025 season. The contract will provide two member slots for the Army Angler's Fishing Team to compete in five regular season qualifying tournaments and one championship tournament during FY2025, with a period of performance from March 6, 2025 to September 27, 2025.

The sole-source justification is based on the National Professional Fishing League being the only league offering the required services and willing to promote the Army, as other leagues either declined to promote the Army or chose not to do business with the U.S. Army. The contract includes live streaming coverage, live in-studio commentary, live weigh-ins, and the right to showcase boats and sponsorship. The contractor is identified as a Veteran Owned Small Business who is the sole owner and operator of the fishing events. The contract will be awarded in March 2025 using FY2025 Operation and Maintenance, Army (O&MA) funds. The contract supports the Army's recruiting mission by creating public awareness through the anglers' participation in these fishing events.

4. Authority Cited: 10 U.S.C. 3204(a)(1), FAR Part 6.302-1 -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.

5. Reason for Authority Cited: The National Professional Fishing League is the only league offering the services required and pursued by the U.S. Army’s Angler Team. In addition, the requiring activity reached out to other Leagues, these leagues either will not promote the Army or they’ve decided to not do business with the U.S. Army.

As described at FAR 6.302-1(a)(2), when the supplies or services required by the agency are available only from one responsible source, or for DoD, NASA and the Coast Guard, from only one or a limited number of responsible sources, and no other types of supplies or services will satisfy agency requirements, full and open competition need not be provided for. If brand name, add the following: As further described in FAR 6.302-1(c), an acquisition or portion of an acquisition that uses a brand-name description or other purchase description to specify a particular brand-name, product, or feature of a product, peculiar to one manufacturer does not provide for full and open competition, regardless of the number of sources solicited; and shall be justified and approved in accordance with FAR 6.303 and 6.304.

Further market research was completed with a notice of Intent to Sole Source this procurement. There were no inquiries received.

Alternative:

The anglers will not be able to attend the fishing events that directly support the recruiting mission which would be negatively impacted if this J&A is not approved. With our anglers participating in these fishing events the U.S. Army is put into the public spotlight thereby creating an awareness for recruiting possibilities.

6. Efforts to Obtain Competition: A search was conducted utilizing various sites within the internet, there were no other organizations within the angler associations that would allow the U.S. Army to be visible to a large population.

a. Effective Competition: Because this is a sole source action, effective competition is not applicable.

b. Subcontracting Competition: The prime contractor is a Veteran Owned, Small Business who is the sole owner, operator, and coordinator of the fishing events therefore there are no opportunities to subcontract.
