About this file

This document is a Justification for an Exception to Fair Opportunity under FAR 16.505 for the procurement of LifeRay Digital Experience Platform (DXP) software renewal in support of the U.S. Army Human Resources Command (HRC) at Fort Knox, Kentucky.

The justification states that the LifeRay DXP software is the framework upon which the IKROME application is built, and that the LifeRay DXP subscription is required to provide critical patches, updates, and user access management. The procurement is for a one-year fixed-firm-price contract with an estimated value of $ and is planned for award in September 2024. The justification cites FAR 16.505(a)(4)(i) as the authority to restrict consideration to the LifeRay brand due to its peculiarity to the existing system. Market research indicates that multiple authorized vendors through the CHESS program can provide the required LifeRay DXP support. Previous related contract actions with various vendors are also detailed in the justification.

Justification for an Exception to Fair Opportunity Under FAR 16.505

1. Contracting Activity: Mission Installation Contracting Command- Ft. KNOX (MICC- KNX), 199 6th Ave, Ste 250, Fort Knox, Kentucky 40121

2. Description of Action: HRC requests a Fixed-Firm-Price contract for the LifeRay DXP Software Renewal. The Government projects award for September of Fiscal Year (FY) 2024. Operations and Maintenance, Army (OMA) funding of will be provided by purchase request for this contract action. An acquisition plan is not required because this procurement does not meet the threshold at Defense Federal Acquisition Regulation Supplement 207.103(d)(i)(B).

3. Description of Supplies/Services: LifeRay DXP software supports the Recruiting Services Network (RSN). This procurement provides the USHRC the necessary software subscription to utilize the existing LifeRay DXP implementation. LifeRay DXP software is the framework the Integrated Knowledge Resources Online for Me (IKROME) application is built upon.

Period of Coverage: 28 September 2024 to 27 September 2025

Total Value:

4. Authority Cited: FAR 16.505(a)(4)(i) – Restricting consideration to an item peculiar to one manufacturer (e.g., a particular brand-name, product, or a feature of a product that is peculiar to one manufacturer).

5. Reason for Authority Cited: This is the annual subscription to support the existing LifeRay DXP servers that are used within the HRC supported IKROME system. LifeRay DXP subscription is required to provide patches and technical support. LifeRay DXP is the framework that the IKROME system was developed upon. The developed product will only work within this LifeRay DXP framework. The LifeRay software provides critical patches, updates, and permissions for managing a user experience for both internal and external users. No other application can be integrated into the current framework without significant redevelopment, which would require significant time and cost for a reasonable return on investment from a cost-benefit perspective. Therefore, the procurement of the software renewal is critical. Failure to renew would prevent the

ability of users to authenticate and access the Accessioning applications and systems.

This would negatively impact the ability of the US Army, US Army Reserve and Army National Guard to recruit solders. It will also impact the cybersecurity posture of the IKROME application and violate AR 25-2, Army Cybersecurity, which requires vendor provided security patches for applications be available.

The IKROME application is a Government off-the-shelf (GOTS) product built upon the LifeRay DXP framework. LifeRay DXP is custom developed software providing many of the capabilities that IKROME provides. This custom software cannot be easily or quickly rewritten to run on a new framework. In addition to the time and cost of rewriting the software, a new framework will need to be researched and procured. There is a modernization effort being driven by Program Executive Office Enterprise Information System (PEO EIS) to replace this capability by the PEO EIS Accession Information Environment (AIE) Program. This modernization effort will be implemented in the FY25 through FY28 time frame. This current software will be replaced by the AIE program.

6. Actions to Increase Competition: The products to be acquired with this acquisition support a larger system, therefore, no other brands were considered. A review of Army’s Computer Hardware, Enterprise Software and Solutions (CHESS) ITES-SW2 indicates that more than one authorized CHESS vendor should be capable of satisfying this brand name support requirement. HRC will continue to monitor advancements in commercially available information technology products and services, particularly those listed within the existing enterprise-related contracts under CHESS to determine other opportunities.

7. Market Research: Information Technology hardware and software is required to be purchased through the CHESS program unless a waiver is approved. The software renewal for LifeRay DXP is available on CHESS through the Information Technology Enterprise Solutions- Software 2 (ITES-SW2). A request for quote (RFQ) was submitted via CHESS on 11 March 2024, and closed on 25 March 2024. The RFQ received market research quotes from vendors of varying business sizes The above research supports competition is likely and requirement may be procured through the ITES-SW2 CHESS platform.
