1. Contracting Activity:
United states Army Contracting Command (ACC) Aberdeen Proving Ground
ATTN: CCAP-CCC
6001 Combat □rive Aberdeen Proving Ground, MD 21005
2. Description of Action:
The "Command, Control, Commun·1cations, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) Systems Operations, Installation, Logistics, Maintenance, and Related SustainmenrSupport for Elevated Sensor Systems Program of Record (POR) requests a Cost-Plus-Fixed-Fee (CPFF} Task Order (KZ01) to the Responsive Strategic Sourcing for Services (RS3J contractW15PTT-17-D-0142 with Boaz Allen Hamnton Inc, (BAH), 8283 Greensboro Drive, McLean, Virginia 22102- 3830, projected to be awarded on December 20, 2017. The purpose ofthls Task Order ls to suppat the current POR from December 21, 2017 to December 20, 2018, comprised of twelve (12) months in the estimated amount of $13,490,926.07. The Government will utilize Fiscal Year (FY) 2018 Other P r o c u r e m e n t Army (OPA) funds for this effort. This Task Order will enable software transition to sustainment of Software to US Anny Communications Electronic Command (CECOM) Software Engineering Center (SEC) in late 2018.
Leading up to this transition, the Government requires the ability to evaluate and apply priority bug fixes, Information Assurance Vulnerability-patches, addres s cyber security c o m p I i a n c e and receive continued vendor software deliveries i n order to apply mandatory updates to the POR baseline. Due to the urgency of the current acx:elerated fielding a n d training schedule the Government's ability to successfully execute these maintenance activities within the prescribed deadlines will be adversely impacte d and critical issues will go unresolved in fielded software without an immediate award to the incumbent.
An Acquisition Plan was approved for the RS3 base contracts by PARC {Bryon Young) on February 2, 2015.
3. Description of Supplies/Services:
The services under Task Order 1<201 of contract W15P7T-17 D-0142 will be to provide support to addressing fixes ideritified for the POR software and ensuring continued comlllance with cyber security requirements. Services Include the efforts required to modify and update Intelligence, Surveillance & Reconnaissance

Program/Equipment f2WD Sustainment Support (ISR) software capabll!tles. These activities are standard efforts re q u ired to sustain software prior to transition of the software into sustainment in late 2018. As the effort contiriues to field the software, issues identified in the field must be resolved, tested and deployed in an expedltious manner to minimize impact to operations. The cyber security environment continues to rapidly evolve, requiring contract support to make Improvements and fixes based on cyber security trends and threats. Timely responses to threats crttrcal to the operational survivability of the software in a cyber-contested environment

10 U,S.C. 2304c{b)(1) as implemented by FAR 16.505{b)(2)(i)(A)- The agency need for the supplies or services fs so urgent that providing a fair opportunity would result in unacceptable delays.
5. Reason for Authority Cited:
BAH is currenUy performing critical software support to transition the sustainment responsibilities of the DCGS-A baseline to the US Anny CE COM SEC in late 2018. Leading up to this transition to Post Prodl./ction Software Support (PPSS), the Government requires the abllity to evaluate and apply priority bug fixes, IAVA patches with resulting bug fixes and continued vendor deliveries in order to execute and apply mandatory updates to the baseline.
Providing fair opportunity would lead to unacceptable delays in the aforementioned transition to organic sustainment. The time!ine to compete this action and successfully tra.nsition to a new contractor would extend beyond the planned transition into o rganic sustainment thus going over the December 2018 timeframe when transition needs to take place.
The fielding and training provides capab!Hties necessary for Commanders to access information, task organic sensors, and synchronize non-organic sensor assets with their organic assets. BAH ensures that software ls leveraged in ways that are maintaincble and sustainable.
Wrth the current fielding and training schedule in place, and BAH's specialized knowledge and experience working with thls POR software, BAH is currently the sole primary contractor that can provide continuity Of these critical services without interruption of mission essential support. Any interruption in support would result fn an Increased risk of serious injury or loss of life to U.S.
Warfighters.
The effort must have a contract vehicle to continue the minimum required need of c o r re ct I n g bug fixes, End of Life (EOL) o f software app!fcations

Program/Equipment !2WD Sustainment Support and monthly mandatory Information Assurance Vulnerability Management (!AVM) releases to maintain the fielded software baseline; otherwise, there wi!I be an unacceptable break ln capabilities that supports real-world missions across the globe. Approximately 33% of the Army intelligence units currently have software that would no longer be properly sustained without this support and any new issues would remain unresolved and cyber threats could not be effecti\iely defended against
The Government is unable to negotiate a definitive contract in sufficient time to meet the requirements due to the need for uninterrupted work. On 08 August 2017 there was an initial discussion realizing that the effort needed to continue beyond December 2017. The Initial plan was to extend the contract but real/zed a new order was needed. Therefore, the Requirement office began market research and development of the Acquisition Requirements Package (ARP) package as well as Program Executive reviews of the ARP from August through October. As a result of the comments and pre-planning with the Competition a,dv0cata, a Sources Sought Notice was posted on Fed Biz Opps on 06 December2017 with a response due back on 08 December2017. The initial market research was internal and the Competition Advocate advised that public market research would be required. On December 12, 2017 the Program Office updated Market Research Report and Justification.
Toe Government was unable to do a competitive-action Within the required delivery date beca115e the average time line from requirement to award is 9 months for this type of effort based on award timelines of similar actions.
The table below details the events leading up to this point that have imparted the current urgency. A new contract must be in place not later than 20 December 2017.

• Contractor Name: Booz Allen Hamiltion (BAH)
Cage Code: 17038
Business Size: Large Business
Summary: Booz Allen Hamilton Is the incumbent providing maintenance and sustainment support since July 2015.
Analysis: After review of Ba oz Allen's submittal, they are in full understanding and aUgnment to transition lhls effort to sustainment without disruption of service. They are also positioned to provide essential OCON US support through Synchronized Development Overall, BAH's response indicated that they would be able to satisfy all of the Government's requirements needed within the required timeframe.
Currentiy, contractor personnel working OCONUS locations require per clearance to work in foreign countries under the Status of Forces Agreement (SOFA). Lead times under SOFAs vary by host nat ions, but can take more than six months to acquire. The ability of another contractor to hire and provide staff for OCON US positions within the available timeframe would be impractical, if not impossible. The incumbent contractor has the staff and ancillary support to continue successful perfonnance through the next year.
Due to the !ncumbent's position and pre-placement of personnel, award of this task order to the Incumbent represents the least cost and most efficient manner to continue without disruption of service. Thereby, providing significant cost savings to the Government.
