About this file
This is a Justification and Approval (J&A) document for use of other than full and open competition under FAR Subpart 12.1 for the acquisition of commercial products and services.
The Naval Undersea Warfare Center Division Newport (Code 70) seeks approval to award a sole source, Firm Fixed Price (FFP) contract to Applied Systems Engineering, Inc. for the procurement of Model 176S/C, Model 176X/Ku, and Model 327Ka amplifiers. These amplifiers are required for ULM-4 Electronic Warfare Test Systems in Shipboard Electronics Systems Evaluation Facilities (SESEF). The estimated total contract value is $4,144,050.00, with full funding in FY26. Delivery is expected in FY26 and FY27. The justification cites 41 U.S.C. 1901 as the statutory authority for sole source procurement. The rationale centers on the fact that all software and hardware design and integration are currently developed exclusively around Applied Systems Engineering's equipment. Procuring a different brand of amplifiers would require an additional 21 months of software development and 12 months of testing and experimentation with an estimated cost impact of $500,000 and would subject the procurement to the frequency spectrum management and Joint Frequency Allocation-to-Equipment Process. A combined synopsis and solicitation notice was published on SAM.gov on July 16, 2026, inviting all responsible sources to submit capability statements. The Contracting Officer has determined the anticipated cost to be fair and reasonable.
