About this file
This is a Justification and Approval (J&A) document for use of other than full and open competition under FAR Subpart 12.1 for the acquisition of commercial products and services.
The Naval Undersea Warfare Center Division (NUWCDIVNPT), Newport, Code 02 seeks approval to award a firm fixed price (FFP) purchase order on a sole source basis to Ciao Wireless, Inc. for repair parts supporting Naval Undersea Warfare Center Division, Newport. The requirement is for seven different power amplifier models: CA818-465E, CA818-347E, CA818-459E, CA818-344E, CA818-445E2, CA818-565E2, and CLA218-643. The procurement consists of 21 line items with quantities ranging from 2 to 12 units per model, for a total of approximately 131 units across multiple configurations. The Contracting Officer has determined anticipated costs to be fair and reasonable. Statutory authority for sole source procurement is cited under 41 U.S.C. 1901. The justification is based on the Government's inability to establish alternative sources without incurring substantial non-recurring engineering costs, extended lead times, and testing expenses estimated at 45 weeks and significant monetary impact. Ciao Wireless was selected by Boeing and Lockheed Martin as the qualified source capable of supporting three generations of Electronics Support Measures modules for 10 years. A combined synopsis and solicitation notice was published on SAM.gov on June 9, 2026, inviting capability statements from other responsible sources; no challenges or alternatives were submitted prior to award.

Based on the above, it is not reasonable to conclude the potential savings from competition can offset the duplicative cost and schedule/mission impact associated with purchasing a new brand name product. Therefore, it is in the best interest of the Government to solicit this requirement on a sole source basis to Ciao Wireless.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.
A combined synopsis and solicitation notice was published publicly on the Government-wide Point of Entry (GPE), SAM.gov 09 June 2026. The notice stated the intention of NUWCDIVNPT to award a contract on a sole source basis to Ciao Wireless, Inc. The notice also invited all responsible sources to submit a capability statement for the consideration of the Government. No challenges were presented to the Sole Source Justification nor alternatives suggested. If a responsible source submits a capability statement for consideration by the Government prior to contract award, it will be brought to the attention of the Contracting Officer.
7. Determination of Fair and Reasonable Cost.
The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by this J&A will be fair and reasonable.
8. Actions to Remove Barriers to Future Competition.
For the reasons set forth in Paragraph 5, Code 34 Imaging ISEA has no plans at this time to compete future contracts for the types of supplies covered by this justification. If another potential source emerges, Code 34 Imaging ISEA will assess whether competition for future requirements is feasible.
