About this file
Justification and Approval Summary
This is a Justification and Approval (J&A) document for a sole source procurement by the Naval Undersea Warfare Center Division Newport (NUWCDIVNPT). The contracting activity seeks to solicit and award a Firm Fixed Price purchase order to AMETEK SCP, INC for 36 cable assemblies (Part Number CA2445-1-65, 65 feet length) required to support Multi Tube Weapon Simulator Modification (MTWS MOD) 1B cabling replacement across 8 naval hulls, including spares. The supplies are necessary to replace existing ship cabling and support platform installations. Delivery is required at F.O.B. Destination, NUWCDIVNPT, Newport, RI, with an estimated delivery timeline of 65 weeks after award for 4 units and 80 weeks after award for the remaining units. The contract will be fully funded using Other Procurement, Navy (OPN) funding.
The sole source justification is based on AMETEK being the original equipment manufacturer (OEM) of the A-cable extender cables and the only vendor capable of providing the required cables without introducing unacceptable operational, logistical, and financial burdens. The rationale emphasizes fleet standardization, unique operational approval requirements, proven in-service reliability, and the unacceptable 18-24 month delay that would result from procuring alternative cabling and undergoing new certification processes. The government posted a synopsis on April 15, 2026, inviting capability statements from interested offerors, and received no responses. Procurement authority is cited under 10 U.S.C. 3204(a)(1) and 41 U.S.C. 3304(a)(1), implemented through FAR 6.103-1. The Contracting Officer determined the contract represents Best Value to the Government and will conduct fair and reasonable pricing analysis using FAR 15.404-1 techniques.

UNDER FAR 12.201-1 Simplified procedures.
1. Contracting Activity.
The Naval Undersea Warfare Center Division Newport (NUWCDIVNPT), Code 02, Newport, RI.
2. Description of the Action Being Approved.
This Justification and Approval (J&A) requests approval to solicit and award a Firm Fixed Price (FFP) purchase order to AMETEK SCP, INC (AMETEK) on a sole source basis for a new cable assembly (Part Number CA2445-l-65) in support of a requirement to meet Multi Tube Weapon Simulator Modification (MTWS MOD) 1B cabling replacement needs. The purpose is to replace ship cabling to support the new MTWS MOD 1B on the

The Government's minimum needs have been verified by the certifying technical and requirements personnel.
The delivery date of this requirement is 65 weeks after date of award for 4 units and 80 weeks after the Award Date for the remaining units. The required delivery is F.O.B.
Destination, NUWCDIVNPT, Newport, RI.
Procurement history for this requirement is as follows:
DEPARTMENT OF THE NAVY
NAVAL UNDERSEA WARFARE CENTER DIVISION
1176 HOWELL STREET
NEWPORT RI 02841-1708 IN REPLY REFER TO
Purchase Order N6660424P0344 was solicited on a sole source basis via SAM.gov in accordance with FAR 13.501(a)(2)(i) and under the authority of 41 U.S.C. 1901. This requirement was solicited as sole source because AMETEK is the OEM of the A-cable extender cables. If another manufacturer were used instead of AMETEK, the costs and schedule delays associated with training, certifications, creating new processes, and system downtime would have impacted the weapon testing schedule and would have put NUWCDIVNPT at risk of not meeting Naval mission objectives as set by NAVSEA.
Purchase Order N6660421P0139 was solicited on a sole source basis via SAM.gov in accordance with FAR 13.501(a)(2)(i) and under the authority of 41 U.S.C. 1901 under the same rationale as above.
4. Statutory Authority Permitting Other Than Full and Open Competition.
In accordance with 10 U.S.C. 3204(a)(1) and 41 U.S.C. 3304(a)(1), as implemented in Federal Acquisition Regulation (FAR) 6.103-1 Only one responsible source and no other supplies or services will satisfy agency requirements.
5. Rationale Justifying Use of Cited Statutory Authority.
Procuring any other cable than CA2445-1-65 would create a mixed-hardware fleet, introducing significant operational, logistical, and financial burdens that are unacceptable to the program and the Government.
Fleet Standardization and Configuration Management: The AMETEK CA2445-1-65 has already been selected and is being delivered to support .
Procuring the CA2445-1-65 for this hardware refresh is critical to ensure can successfully maintain MTWS MOD 1B onboard.
Unique Operational Approval and Community Standardization: The MTWS MOD 1B AMETEK Cable has undergone extensive testing and is the only cabling approved for this applied in MTWS MOD 1B. This successful certification and proven in-service reliability have led to the AMETEK CA2445-1-65 becoming a common, standardized solution across numerous programs to meet the unique and demanding expectations of the environment. Procuring a different cabling would deviate from this community-accepted standard, requiring a new, lengthy, and costly certification process with no guarantee of success, while also isolating the program from the shared logistics and knowledge base of the wider force.
Unacceptable Programmatic Delays: The time required to research, procure, test, certify, distribute and install in the fleet, is estimated to be 18-24 months. This delay is an unacceptable program risk that would leave systems inoperable and significantly impact installation timelines.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.
The Government posted a synopsis announcing its intent to solicit on a sole source basis on 15 April 2026. The synopsis allowed interested offerors to submit a capability statement for consideration by the Government. No responses were received. The solicitation will also state the intention of NUWCDIVNPT to award a purchase order on a sole source basis and allow interested sources the opportunity to submit a capability statement for consideration by the Government.
If a responsible source submits a capability statement for consideration by the Government through the date of purchase order award, it will be brought to the attention of the J&A approval authority.
No additional market research was conducted because it is not practicable, for the reasons discussed in paragraph 5 above, for any company other than AMETEK to provide the required Cable Assembly.
7. Determination of Fair and Reasonable Costs.
The Contracting Officer determines the contract placed pursuant to this J&A represents the Best Value to the Government. The Contracting Officer will make a determination of fair and reasonable pricing for this contract using the proposal analysis techniques at FAR 15.404-1.
8. Actions to Remove Barriers to Future Competition.
This requirement is being solicited as a sole source requirement for the reasons detailed in Section 5 of this document. As of now, there are no viable alternative vendors that are capable of providing the required cables other than the OEM, AMETEK. However, as technology continues to develop and legacy systems are redesigned, the possibility grows for other vendors to develop the capability to complete this requirement. As a result, future market research associated with this requirement will continue to consider the possibility for other vendors to provide the required cables.
