The additional guard towers are needed for the guards to better cover their respective fields of fire. The new generator is needed for power surety in the event that city power, which the detention center is connected to, is unreliable. The new enclosure for the center yard is needed to increase the space available for detainee youth to run and play without risking injury by running into support beams. Furnishings, Fixtures, and Equipment (FFE) to include metal detectors, an airport baggage scanner, new TVs and cameras for the CCTV camera system, and fire extinguishers.
