Pre-Solicitation Synopsis

Quality Assurance (QA) Seeding

Request for Proposal #: W912DY-20-R-0028

NAICS: 562910 – Remediation Services

Pre-Solicitation Synopsis for Multiple Award Task Order Contract (MATOC)

This pre-solicitation notice is not a Request for Proposal (RFP). The U.S. Army Engineering and

Support Center, Huntsville (CEHNC) intends to issue a solicitation for an unrestricted full and open MATOC, ID/IQ Contract. This Quality Assurance (QA) Seeding contract is a Firm Fixed

Price (FFP) contract with $49M in shared capacity including all options and extensions IAW

FAR 52.217-8 and FAR 52.217-9. The expected average size of each Task Order (TO) is

$500,000. This contract is intended to support sites located throughout the United States, U.S.

Territories, U.S. Territorial waters and Outlying areas as defined by Federal Acquisition

Regulation (FAR) 2.101.

Period of Performance (PoP). The PoP is twenty-four month base period with three (3) twelve month option periods for a total of 60 months.

The North American Industry Classification System (NAICS) code for this acquisition is 562910

– Environmental Remediation Services with a small business threshold of 750 employees. The applicable Product Service Code (PCS for this acquisition is F108 – Hazardous Substance

Removal, Cleanup, and Disposal Services and Operational Support).

Description of Work. The objective of the QA Seeding MATOC is to procure services to provide third party blind validation seeding and Advanced Geophysical Classification (AGC) data collection & processing. This contract will allow continued mission support for services to address munitions response concerns assigned to USACE. The resulting TO contracts will be for a wide range of environmental services at various known or suspected Military Munitions

Response Sites (MRSs) and Hazardous, Toxic and Radioactive Waste (HTRW) sites.

USACE and Department of Defense (DoD) developed the munitions response classification process to improve the efficiency of cleaning up munitions and to focus resources on potential explosives safety risks at MRSs. To ensure data quality, DoD established the DoD advanced

Geophysical Classification Accreditation Program (DAGCAP) to accredit organizations that use

AGC at MRSs. DoD also established the Advanced Geophysical Classification Quality

Assurance Project Planning (AGC-QAPP) template to assist with consistent project planning incorporating the appropriate focus on quality. As part of the increased focus on quality, USACE will require Contractor support services to perform the full scope of Quality Control (QC) and

QA fieldwork and data audits.

In order to alleviate conflicts of interest associated with the primary remediation TO and the QA

Seeding TO, the following barriers for competition will be maintained. A Contractor that has been awarded a Prime Contract, or is supporting the Prime Contractor as a Sub-contractor, for a given project site, installation, Munitions Response Area (MRA) and/or MRS shall not be eligible to submit a TO proposal in support of that project under this MATOC. In addition, any

Contractor personnel who are associated with the remediation or “primary” TO may not work on the QA Seeding Task Order project in any capacity. The intent of this QA Seeding MATOC is to have a second Contractor, who is completely fenced off from the primary contractor, perform the required QA Seeding to ensure secure firewalls are maintained for blind seeding.

The Contractor shall be responsible for acquiring the latest version of applicable laws, regulations and regulatory agency guidance and the referenced documents cited within the solicitation and/or subsequent TO issued after award of this MATOC, unless otherwise specified.

This solicitation will be issued in electronic format only and will be available on or about

December 2020. Paper copies of this solicitation will not be available. Other methods of requesting a package will not be honored. Offerors shall be registered in the System for Award

Management (SAM) at https://sam.gov/SAM/ prior to submission of proposals. The solicitation will be posted to the Government Point of Entry (GPE) at https://beta.sam.gov and is available to contractors without charge. Contractors can search for the solicitation by solicitation number, W912DY-20-R-0028. It is the offerors responsibility to check the GPE as necessary for any posted changes to this solicitation and all amendments.

The Government intends to make awards(s) without discussions; however, the Government reserves the right to hold discussions if necessary in accordance with (IAW) FAR 15.306. The

Government reserves the right to make staggered awards. Later awarded contracts will have an initial period of performance that will be less than the full twenty-four months base period in duration and will end on the same date as all other Contractors which receive a basic MATOC award. Option periods will be the same for all awardees.

To receive consideration for award, a rating of no less than "Acceptable" must be achieved for

Factor 1, Technical and Management Approach; and Factor 4, Small Business Participation Plan.

Offerors must achieve no less than “Satisfactory Confidence” or “Neutral Confidence” for Factor

2 Past Performance. For Factor 3, Price, proposed prices and information must be fair and reasonable to be considered for award. The Government reserves the right to accept other than the lowest priced offers, or to reject all offers. The Government will not award a contract to an

Offeror whose proposal contains a deficiency, as defined under FAR Subpart 15.001.

Note. The MATOC Proposal due date will be stated in the solicitation (W912DY-20-R-0028) on the GPE.
