About this file

This is a Statement of Work (SOW) for the design, manufacture, test, and delivery of DT-511C and DT-592D hydrophones and associated spare parts under a five-year indefinite delivery/indefinite quantity (ID/IQ) contract vehicle. The work will be performed entirely at the contractor's facility under the technical oversight of the Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT), Code 1535, with funding from Other Procurement Navy (OPN), Operation & Maintenance Navy (O&MN), and Foreign Military Sales (FMS) accounts. The contractor shall design and deliver up to three (3) First Article DT-511C hydrophones and up to three (3) DT-592D hydrophones (waivable), followed by up to 650 production hydrophones that meet Critical Item Performance Specifications. Additionally, the contractor must manufacture up to 100 each of build-to-print spare parts and DT-700B hydrophone sub-assemblies per provided drawings.

Technical requirements are structured in four major phases: General requirements include a contract kick-off meeting within 45 business days of award, monthly progress reports, and failure tracking/reporting systems. The First Article phase requires preliminary and final configuration reviews within 90 business days, a physical configuration audit, and development of First Article test procedures prior to fabrication, with completion of Government-reviewed testing before production commences. The Production phase mandates development and Government approval of production acceptance test procedures, delivery of test results by serial number for each unit, completion of certification cards per specification figures, and annual production program reviews. Configuration management tasks require submission of Engineering Change Notices documenting deviations from Reference Baseline drawings at specified review gates (PCR, FCR, FA-PCA), with the Product Baseline to be established via contract modification upon completion of Functional and Physical Configuration Audits. Security compliance requirements include adherence to NISPOM (32 CFR Part 117), handling of classified materials and Controlled Unclassified Information per DoD Instruction 5200.48, implementation of an OPSEC program per NSPM 28, and prompt reporting of security incidents and electronic spillage incidents.
