About this file

This is a Justification Review Document for a single-source contract action by the National Guard Bureau.

The contracting activity (194 MSC) is procuring Thinklogical Integration services for the Western Air Defense Sector located at Joint Base Lewis-McChord (JBLM). The requirement involves installing new Thinklogical equipment, programming the Thinklogical Matrix, and interfacing with Thinklogical for the Security Control Point Manager (SCPM). The contracting officer has determined this procurement constitutes a sole source contract action under 41 U.S.C. 1901 as implemented in FAR 13.106-1(b)(1), with the contract type specified as Firm Fixed Price funded through O&M Air resources. The single-source justification is based on brand compatibility requirements, as the customer's existing systems currently operate Thinklogical equipment, and introducing alternative manufacturers' equipment would interfere with or degrade operational functions. The justification notes that while competition exists among manufacturers of similar KVM systems, maintaining the same manufacturer after initial system implementation is in the government's best interest to achieve maximum operational capability. Market research was conducted through internet searches and review of previously purchased similar items for other units within the wing. The document indicates this is a new contract action with control number W50S9E26QRD05. The Contracting Officer (SMSgt Justin Scherer) certified on July 10, 2024, that the anticipated cost is fair and reasonable and that the justification is accurate and complete.

5a. HAS THIS BEEN PREVIOUSLY PROCURED?

Yes, details are below. No.

6a. AUTHORITY CITED

41 U.S.C. 1901 as implemented in FAR 13.106-1(b)(1) Soliciting from a single source.

b. Reason for Authority Cited To ensure compatibility between existing KVM systems and new systems being procured, the purchase of similar manufacturer is preferred to maintain full systems capability. The customer's system is currently using Thinklogical systems in their operations, adding other manufacturer's equipment may interfere or degrade their operational functions.

7. POSTING REQUIREMENTS

Include MFR with solicitation (FAR 13.106-1(b)(3)).

8. CONTRACTING REQUIREMENTS

a. Efforts to Obtain Competition Manufactuerers of these type of components would need to open up their systems to full compatitibility or sync their efforts to have their systems match those of their competitors.

b. Actions to Increase Competition Competition does exist as multiple systems are out there that do similar operations, but currenlty once a system is in place maintaining that same manufacturer is in the best interest of the government to achieve maximum operational use.

c. Market Research Market research was conducted using internet search and through a review of previously purchased items of a similar nature for other units within the wing.

d. Interested Sources

Thinklogical

e. Other Facts WADS has a seperate facility and network located on JBLM thus having a different system than those previously procurred for units on Camp Murray (who use Crestron), is increasing our procurement base and supporting other manufacturer's of these items.
