About this file
This Performance Work Statement (PWS) details analytical services for clam tissue and sediment sample analysis for the Seattle District U.S. Army Corps of Engineers at the Old Navy Dump/Manchester Annex in Manchester, Washington. The six-month contract (16 June 2025 to 16 December 2025) requires a laboratory to perform comprehensive PCB and environmental analyses on sediment, tissue, and water samples, with strict technical requirements including specific detection and quantitation limits for multiple Aroclor PCB compounds.
Key contract specifications include a firm-fixed price service contract with mandatory DoD ELAP certification, requiring the contractor to provide all necessary personnel, equipment, and services to analyze samples using methods like 8082A for PCBs, 9060A for total organic carbon, and Plumb 1981 for grain size. The laboratory must meet precise analytical thresholds for various PCB Aroclors in different matrices, with the Government retaining unlimited rights to all produced documents and materials. The solicitation number is W912DW25Q0026-1, issued by the Department of the Army Corps of Engineers Engineering District Seattle.

PERFORMANCE WORK STATEMENT (PWS)
29 APRIL 2025
Analytical Services for Clam Tissue and Sediment Analysis Old Navy Dump/Manchester Annex Manchester, Washington
1. GENERAL: This is a non-personal services contract to provide tissue and sediment analytical services. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
1.1 Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform tissue and sediment analytical services as defined in this Performance Work Statement except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract.
1.2 Background: The Seattle District U.S. Army Corps of Engineers occasionally collects samples in the area surrounding the old Navy Dump/Manchester Annex in Manchester, WA. The Seattle District requires laboratory analysis and data reporting for those samples.
1.3 Objectives: Provide analytical services for clam tissue and sediment samples. The target analytes are outlined in Table 1. In order to be eligible for contract award, the laboratory must be able to meet the target limit of quantitation (LOQ) and limit of detection (LOD) for each analyte presented in Table 1 below. The laboratory must also hold a current DoD ELAP certification for the required parameters. NELAP certification may be acceptable in lieu of DoD ELAP certification if it is not widely available for a particular analysis (i.e., PCB Aroclors in tissue). Certificates shall be provided to the Government with submittal of the quote.

PART 5
SPECIFIC TASKS
5. Specific Tasks:
5.1 Task 1. Analytical Services. The contractor shall provide analytical services for clam tissue and sediment samples collected by the Seattle District Corps of Engineers in the area surrounding the Manchester Annex FUDS site. This includes analytical testing of samples and providing the results of these analyses in accordance with the following qualification, analytical performance, and deliverable requirements.
5.1.2 Qualifications. The laboratory must hold a current DoD ELAP certification for the required parameters. National Environmental Laboratory Accreditation Program certification may be acceptable in lieu of DoD ELAP certification if it is not widely available for a particular analysis (i.e., PCB Aroclors in tissue). Certificates shall be provided to the Government. The laboratory must present their limit of quantitation (LOQ), limit of detection (LOD), and detection limit (DL) for each analyte for evaluation prior to contract award and shall be submitted with the quote. Failure to provide a certification of DoD ELAP and the LOQ, LOD, and DL will result with no evaluation of quote by the government.
5.1.3 Coordination. The laboratory project manager shall coordinate with the USACE Chemist during the electronic-Quality Assurance Project Plan (eQAPP) review and approval process. The laboratory is required to provide acknowledgment of the eQAPP using the Data-eQAPP Lab Acknowledgement tool before the eQAPP can be approved by the USACE Chemist. The FUDSChem eQAPP must be approved before analytical data can be loaded into the FUDSChem database.
5.1.4 Method Performance.
a. Method accuracy and precision shall be in compliance with the project QAPP and the DoD Quality Systems Manual (QSM) version the laboratory is accredited for. Corrective actions, if needed, will follow QAPP and DoD QSM guidance. For any methods not covered by the DoD QSM or DoD ELAP certification for the laboratory, laboratory in-house and method QC procedures will be followed for both QC control limits and corrective action procedures. Instrument calibration will follow method requirements and laboratory SOPs but must be in compliance with the DoD QSM.
b. Upper intertidal composite sediment samples will be processed following Incremental Sampling Methodology (ISM) as stated in the QAPP and the laboratory SOP. Samples will be air-dried at ambient temperatures with disaggregation to a constant weight. Dried samples will be passed through a 2 mm sieve and milled to a 75 µm particle size. Composites may be milled in batches, combined, and mixed on a tray as a slab cake. Once all portions of a sample have been milled and combined, the lab will randomly subsample 30 sections and combine them until the volume needed for each analysis is reached. Each sample will then be analyzed following the methods specified in the QAPP and laboratory SOP.
c. Clams will not be depurated prior to processing. Clam samples will be cleaned, shucked, composited, frozen, and homogenized. The clam soft tissues for each location will be frozen in liquid nitrogen and then homogenized using a Tissuemizer™ (or similar) according to the QAPP and laboratory SOP. Homogenized samples will be transferred to appropriate laboratory containers and stored frozen pending analytical preparation and analyses.
d. Pricing will include costs for all preparation methods and potential extract cleanup methods, as appropriate for the sample matrix and analytical method. Approximate sample quantities per analysis and associated approximate field QC sample counts are listed in Table 2.
e. The laboratory will qualify detected results between the LOD and LOQ.
f. The laboratory must report results for all analytes listed in Table 1.
5.1.5 Deliverables:
The laboratory will provide the following deliverables:
5.1.5.1 Chain of Custody documentation, to include Sample Receipt Forms. The laboratory shall submit sample receipt forms to the USACE Chemist, USACE COR, and USACE Technical Manager within 48 hours of sample receipt.
5.1.5.2 A Staged Electronic Data Deliverable (SEDD) 5.2 file compatible with FUDSChem. FUDSChem access will be granted to the laboratory after selection. The laboratory shall upload SEDD 5.2 FUDSChem deliverables to FUDSChem and resolve any errors. If the SEDD is found to be non-compliant with the FUDSChem eQAPP, immediate corrective action must be taken by the laboratory to meet project and contract schedule.
5.1.5.3: A complete Level IV laboratory package(s). At a minimum, Instrument response data, raw data quantitation reports, chromatograms, mass spectra, instrument background corrections, and interference corrections as applicable are required. This shall be provided as a PDF.
5.1.5.4 The laboratory shall upload all final PDF, Excel, Word, and SEDD files along with all associated error report files to FUDSChem using the Library-File Submission tool within 21 calendar days of sample receipt. The laboratory shall email all final PDF, Excel, and Word document to the USACE Chemist. If file sizes exceed email transmission limits, electronic files can be sent to USACE via the DoD SAFE file sharing tool. The laboratory will be given instructions on how to use this website, if needed.
5.1.6. Invoicing: Electronic copy invoice(s) shall be sent to the USACE PM and COR (Briana Niestrom; Marlowe Laubach) for review prior to submission for payment. Approximate sample quantities per analysis and associated approximate field QC sample counts are listed in Table 3.
