About this file
This is a Statement of Salient Characteristics document defining minimum technical specifications for a commercial-off-the-shelf (COTS) handheld Explosive Trace Detector (ETD) required by the Rhode Island Army National Guard (RIARNG) for scanning incoming packages and mail in mailroom operations.
The device must weigh no more than 6.0 pounds and feature dual-mode sampling capabilities including both non-contact vapor/sniffing mode and particulate swabbing, with sensitivity capable of detecting explosive trace particles at the nanogram level or better. The threat library must identify at minimum nine specific substances: PETN, RDX, TNT, Dynamite, Semtex, C-4, Black Powder, Ammonium Nitrate, and Urea Nitrate. The system must operate continuously for a minimum of eight hours using standard or hot-swappable batteries and function reliably in indoor office environments at temperatures between 50°F and 90°F. The device must include ruggedized housing with an IP54 ingress protection rating, provide simultaneous audible, visual, and vibration alerts upon threat detection, offer integrated on-screen prompts and video tutorials for user guidance, store a minimum of 1,000 detection records internally, and support data export via USB or Wi-Fi connectivity. The vendor must provide a minimum one-year manufacturer's warranty covering parts and labor and deliver virtual or in-person training to at least two personnel on device operation and maintenance.

STATEMENT OF SALIENT CHARACTERISTICS / MINIMUM SPECIFICATIONS
Requirement: Handheld Explosive Trace Detector (ETD) Purpose: To define the minimum technical requirements for a handheld explosive trace detector utilized for scanning incoming packages and mail.
1.0 General Description
The Rhode Island Army National Guard (RIARNG) requires a commercial-off-the-shelf (COTS) handheld Explosive Trace Detector (ETD). The system must be lightweight, capable of sustained standalone operation, and designed to detect a wide variety of explosive compounds at trace levels to ensure the safety of mailroom personnel and facilities.
2.0 Minimum Technical Requirements
To be considered technically acceptable, the proposed system must meet or exceed all of the following minimum specifications:
2.1 Detection Capabilities
· The device must feature dual-mode sampling capabilities, specifically including a non-contact Vapor/Sniffing mode in addition to particulate swabbing.
· Sensitivity: The device must be capable of detecting explosive trace particles at the nanogram level or better.
· Threat Library: At a minimum, the device must successfully detect and identify the following substances:
· PETN
· RDX
· TNT
· Dynamite
· Semtex
· C-4
· Black Powder
· Ammonium Nitrate
· Urea Nitrate
2.2 Physical and Environmental Characteristics
· Weight: The total weight of the device, including the active battery, shall not exceed 6.0 lbs.
· Operating Environment: The device must be capable of operating continuously in standard indoor/office environments (e.g., temperatures ranging from 50°F to 90°F).
· Durability: The system must feature a ruggedized housing with a minimum Ingress Protection (IP) rating of IP54 or greater to protect against dust and splashing water.
2.3 Power Requirements
· Battery Life: The system must be capable of a minimum of eight (8) hours of continuous operation. Systems utilizing hot-swappable batteries that provide a combined minimum of eight (8) hours of operation are acceptable.
2.4 Interface and Usability
· Alarms: Upon threat detection, the device must immediately provide all three of the following alert types: Audible, Visual, and Vibration.
· User Guidance: The device interface must include integrated on-screen prompts and video tutorials to guide users through basic operation and sampling procedures.
2.5 Data and Connectivity
· Data Storage: The device must be capable of storing a minimum of 1,000 detection records internally.
· Data Export: The device must support the extraction and transfer of stored data logs via USB or Wi-Fi connectivity.
3.0 Included Items & Services
· Warranty: The system must include a minimum of a one (1) year standard manufacturer's warranty covering parts and labor.
· Training: The vendor must provide virtual training or in-person training on the operation and maintenance of the device for a minimum of two (2) personnel.
