1. Contracting Activity: USPFO-RI

2. Description of Action: This requirement is for a new supply order through GSA Contract 47QREA22D000B. The purchase order will be firm-fixed-priced.

3. Description of Supplies/Services: The contractor shall deliver the Parachute Simulator System with add-ons in accordance with the salient characteristics (Attachment 1). The total price of this purchase order is expected to be $398,720.00.

5. Reason for Authority Cited: FAR 8.405-6(a)(1)(i)(B): Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.

Use of a Virtual Reality Simulator is required for participating in Airborne Operations per TC 3-21.220 (Static Line Parachuting Techniques and Training), TC 3-20.0 (Integrated Weapons Training Strategy) and AR 300-52 (Army Training Support System). The MC- 6 is a static line deployed personnel parachute used by Special Operations Forces since 2006. This parachute has been used at Leapfest for over ten years and has a

strong safety record during military operations and parachuting competitions. Currently, the US Army Airborne School does not provide training on the MC-6 parachute. Every Soldier returning from basic airborne training requires additional training on the MC-6 Parachute. This parachute operates differently (toggles instead of a standard risers/slip system) than most other US and international parachutes and requires additional training. Use of this simulator will provide all service members with hands on training and as close to real world experience using the MC-6 parachute prior to their first jump.

Use of this trainer will increase safety of all service members.

Through market research, PARASIM is the only Virtual Reality Parachute Simulator which can simulate a static line airborne operation with MC-6 based harness.

Additionally, PARASIM is the only all in one system which can support Military Free Fall (MFF) and Double Bag Static Line (BDSL) airborne operations with the RA-1 parachute, all types of airborne operations conducted by the RIARNG and 56th Troop Command.

Finally, the PARASIM is the only system small enough to be transportable to be used at the training facilities used by Leapfest as well as all Airborne units within the RIARNG.

6. Efforts to Obtain Competition: As described herein, Systems Technology Inc., will be the only contractor solicited. In accordance with FAR 8.404(a), this requirement will not be solicited.

b. Subcontracting competition. Not applicable.

7. Actions to Increase Competition: The Contracting Office in collaboration with the RIARNG 56th Troop Command will continue to survey the market for potential sources able to provide additional add-ons to the Parachute Simulator System. At this time, PARASIM is the only contractor located within the United States that produces and maintains a MC-6 stat line-based system.

8. Market Research: PARASIM Virtual Reality Parachute Simulator System is a patented, proprietary stand-alone simulation system created by Systems Technology, Inc. The associated hardware components and software features are uniquely manufactured to result in the PARASIM military parachute simulator. Systems Technology, Inc. does not utilize distributors, brokers, or resellers.

PARASIM is the only Virtual Reality Parachute Simulator which can simulate a static line airborne operation with MC-6 based harness. Additionally, PARASIM is the only all in one system which can support Military Free Fall (MFF) and Double Bag Static Line (BDSL) airborne operations with the RA-1 parachute, all types of airborne operations conducted by the RIARNG and 56th Troop Command. Finally, the PARASIM is the only system small enough to be transportable to be used at the training facilities used by Leapfest as well as all Airborne units within the RIARNG.

12. Fair and Reasonable Cost Determination:

I hereby determine that the anticipated cost to the Government for this contract action will be fair and reasonable on the basis of FAR 8.405-1(d)(1). The unit pricing for each line item on the proposed price list will be compared to the FSS schedule pricing, which is already determined fair and reasonable. Should there be a difference between the price proposed and the FSS schedule pricing, additional price analysis will be conducted as necessary.
