STATEMENT OF WORK
(SOW)
Low Cost UUV Mine Sweeper
PR No. 1300978911
1.0 Background
The Undersea Warfare Platforms and Payload Integration Department (Code 45) of the Naval Undersea Warfare Center Division Newport (NUWCDIVNPT), is responsible for the development of Navy Unmanned Undersea Vehicles (UUV). This responsibility includes all life cycle phases including;
conducting basic research and development in topics of interest for UUV research and development;
operating UUV testbed vehicles; planning and participating in exercises, experiments and demonstrations;
conducting interface and liaison with fleet stakeholders regarding issues of UUV system design, development, and employment.
Cooperative and coordinated multi-unmanned underwater vehicle (UUV) operations have enormous potential to introduce novel capabilities for the Navy, including enhanced battlespace awareness and environment intelligence gathering, mine warfare, surveillance, and anti-submarine warfare countermeasures.
The Naval Undersea Warfare Center (NUWC) Division Newport has identified a need for further research in the area of swarming. This includes evaluation of methods for localization, navigation and communications for coordinated multi-UUV swarming operations.
1.1 Places of Performance: The contractor facility
1.2 Authorized Users: NUWC Code 45
1.3 Sponsors NUWC: Code 45
1.4 Types of Funding: Internal Investment Funds (CIP).
2.0 Scope
The contractor shall design an experimental acoustic navigation subsystem, build, assemble and test the components to be housed in the payload section and on the exterior nose of the Mk39 EMATT UUV.
The contractor shall:
• Design and fabricate the acoustic navigation subsystem to integrate on NUWC Mk39 EMATT UUVs.
• Calibrate algorithms for investigating various UUV swarming behaviors.
• Perform initial tank testing of the acoustic navigation subsystem equipped with WHOI acoustics to evaluate and measure performance and establish utility for advanced multi-UUV swarm capabilities.
PID NO: 45-0140
Scope of this tasking is through the initial integration of the acoustic receiver on a single government advanced UUV. Later tasking will take multiple UUVs through advanced integration and fully functioning swarming activities.
3.0 Applicable Documents
None:
4.0 Technical Requirements
4.1 Design
The contractor shall design an acoustic navigation subsystem for use with NUWC Mk39 EMATT and shall assemble and wire the electronic components together to bench test and prepare for tank testing.
4.2 Algorithm Development
The contractor shall use previous research and its understanding of methods for cooperative multi-vehicle operations to develop requirements and concepts for UUV swarming. This will include modification of existing software in support of the algorithms and implementation of autonomous behavior concepts in simulation as proof-of-concept for more advanced multi-UUV capabilities.
4.3 Initial Tank Testing
The contractor shall perform tank testing of the single acoustic subsystem, evaluate its performance, and establish its utility for implementation of the behaviors developed in section
4.1. This will include calibration and in water static testing, tank test for angles and pier test for range. The test documentation will include the subsystems performance characteristics including acoustic communication, range and bearing performance, what actions were taken to improve the systems performance and the effects on the overall swarms performance. Results of the testing shall be provide in test report (CDRL A001).
Deliverables: CDRL A001 – Test Report (DI-NDTI-80809B)
4.4 Fabrication and delivery
The contractor shall fabricate and deliver the acoustic navigation subsystem as designed in accordance with sections 4.1 and 4.2 and tested in accordance with section 4.3.
4.5 Acoustic Navigation Subsystem Integration
The contractor shall provide onsite subject matter expertise during government lead integration
PID NO: 45-0140
of the acoustic navigation subsystem in a single small UUV. This will include an overall status of the subsystem achievements, the final test results including acoustic performance, the status of the single vehicle build and assembly, any issues that exist with recommended solutions and a path forward to the overall Mk39 EMATT swarm. The contractor shall document the final results of this effort and deliver via CDRL Final Report (A002).
Deliverables: CDRL A002 – Technical Report (DISC-MISC-80508B)
4.6 Progress Reports
The Contractor shall prepare a Contractor’s Status Report that indicates the progress of work, status of the program(s), and existing or potential problem areas for all assigned tasks. The Contractor shall submit the Contract Status Report monthly in accordance with CDRL A003.
Deliverables: CDRL A001 – Initial Tank Test Report CDRL A002 – Final Acoustic Navigation Subsystem Report CDRL A003 – Contractor’s Final Status Report (DI-MGMT-81991)
