SOLE SOURCE JUSTIFICATION

Automatic Identification System (AIS) Data Feed

DESCRIPTION OF REQUIREMENT:

Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) is in the beginning process of standing up an acoustic modeling capability to support the Maritime Surveillance program.

The modeling effort is directly in-line with NUWCDIVNPT Code 15 work focus area of analysis, acoustic performance modeling, and performance assessment, enabling future Navy systems to provide the Fleet with essential undersea warfare and surveillance capabilities.

The subject Code 15 acoustic modeling capability is informed by multiple external databases, some of which are available via Government sources, but others are limited to commercial organizations, which require a subscription service. This Sole Source document justifies the need to obtain a subscription service from a commercial vendor that has been approved by other

Department of Defense (DoD) entities, as well as the University Affiliated Research Center

(UARC) Code 15 is collaborating with on this effort. The cost of the subscription service is

$16,500.00 for the base year with a slight increase each option year and it is provided by

ORBCOMM, a United States (US) based company.

SOLE SOURCE JUSTIFICATION:

In order to facilitate ambient noise modeling inputs to the overall system acoustic performance modeling, an automatic identification system data feed is required to inform what shipping noise exists in certain areas of interest. The Automatic Identification System (AIS) data feed online subscription service is being purchased from a company that already provides the same services to the US Navy, US Coast Guard, US Customs and Boarder Protection, and the US v1.6_FEBRUARY2021

Transportation Command. The data provided by the data feed is global and consists of data collected across all anticipated areas of interest to inform the modeling robustness.

No other service provides data that would satisfy the current requirement. Other vendors’ data, including those that are publically available via the Internet, are not complete enough, nor maintain the global coverage required by the Code 15 effort to enable necessary modeling results, which are critical to system assessment and system planning. Further, ORBCOMM AIS enables satellites to monitor the worldwide AIS frequencies, demodulate, collect, analyze and download both Class A and Class B message types 1, 2, 3, 5, 6, 8, 9, 12, 14, 18, 19, 21, 24, 25, 26, and 27 (all Per ITU M1371-4). These frequencies cover all shipping traffic of interest, including private, public, and commercial vessels, and includes all vessel information needed to assess their radiated acoustic signature (e.g. a shipping vessel will have a much different acoustic signature than a conventional speedboat), and this data is provided by the online database to be purchased by this requirement..

Requiring Department:

Based on the above, I recommend this acquisition be conducted on a Sole Source basis. I certify the technical data which form the basis of this justification are complete and accurate.
