About this file
This justification and approval document and related solicitation specify a brand name only procurement of Concurrent Real-Time computer hardware from authorized resellers. The Naval Sea Systems Command requires four Digital Injection R740 servers, four Afterbody R740 servers, and one Rack System to integrate with its existing Hardware-In-the-Loop simulation suite used for testing. The justification cites 10 U.S.C. 2304(c)(1) limited competition authority on the basis that only Concurrent Real-Time products are compatible with the customized interfaces and drivers currently accredited for use. The solicitation was open to all businesses and will result in a firm fixed price contract award made to the lowest price technically acceptable offer meeting the Concurrent Real-Time product and reseller requirements. The contracting office is Naval Undersea Warfare Center Division Newport. Responses were due by the date specified in the solicitation.

JUSTIFICATION AND APPROVAL
FOR USE OF OTHER THAN FULL AND OPEN COMPETITION UNDER FAR 13.5,
SIMPLIFIED PROCEDURES FOR
CERTAIN COMMERCIAL ITEMS
JUSTIFICATION
1. Contracting Activity
The Naval Sea Systems Command, Naval Undersea Warfare Center
Division, Code 02, Newport, RI.
2. Description of the Action Being Approved has a requirement to develop Hardware-In-the-Loop
(HWIL) simulation racks for the development and test of the
. The items to be procured must be integrated with the existing HWIL simulator suite and must be 100% compatible with the existing iHawk real-time simulator computers and reverberation racks.
3. Description of Supplies/Services
The hardware to be procured on a brand name basis from
Concurrent Real-Time or it’s authorized resellers is detailed in the following table:

PID #: 85-0255
P.R. Number: 1300859329
4. Statutory Authority Permitting Other Than Full and Open
Competition
The proposed action may specify brand name components using the procedures in FAR Subpart 13.5 and in accordance with 41
U.S.C. 1901 and 10 U.S.C. 2304 (c)(1), Limited Number of
Responsible Sources and No Other Supplies or Services Will
Satisfy Agency Requirements as implemented by FAR 6.302-
1(c).
5. Rationale Justifying Use of Cited Statutory Authority newest high fidelity simulations are currently supported by
Concurrent Computer
Corporation’s iHawk real-time simulation computers and customized interfaces. The Concurrent Real-Time computer servers as described in Section 3 of this J&A are the only items that can support the existing simulations with the same interfaces and drivers.
This hardware is necessary to run the simulation in real time under broadband conditions. The Tesla Graphic
Processing Units (GPUs) are completely controlled by the development environment and cannot be accessed by other demands on the system (e.g. graphics). These Concurrent products will allow Government users to optimize the capability of the complex models.
The Concurrent Real-Time computer servers, associated workstations, and hardware are the only make and model that can satisfy this requirement. The use of any other make or model is not economically feasible given the large investment that would be required to change the entire HWIL simulation suite. Market research indicates that using any other items to fulfill agency needs would cost approximately to convert and replace all hardware and software.
In addition, the would be required to obtain system accreditation from Commander Operational Test and Evaluation
Force (COTF). This accreditation process would take a substantial amount of time and come at great expense to the
Government when the systems in place are already certified.
6. Description of Efforts Made to Solicit Offers from as Many
Offerors as Practicable
A combined synopsis and solicitation will be posted as a
100% Small Business Set-Aside on the Government Point of
Entry (NASA SEWP) notifying industry of the intent to solicit as a brand name acquisition. Any challenges to this brand name action will be brought to the attention of the contracting officer prior to contract award.
7. Determination of Fair and Reasonable Costs
The Contracting Officer will conduct a price analysis in accordance with FAR Part 15.404 to ensure a fair and reasonable price is obtained.
8. Actions to Remove Barriers to Competition
The compatibility requirements of this IT hardware procurement do not allow for substitution of another manufacturer’s products for the items listed in Paragraph 3 above. Any future acquisitions of these brand name supplies will be competed to the maximum extent practical amongst the manufacturer’s resellers.
