3. Description of Services or Supplies:
a. The total estimated dollar value of the proposed action is $16,063.00
b. The contractor shall provide general transportation support to and from JROTC Cadet Challenge at the New York Military Academy June 28 – July 2, 2019. This will also include daily transportation of cadets to and from training areas during the execution of
JCLC. In addition, provide 1 Suburban or rental van for JROTC instructors for transportation in support JCLC Adventure North 2019 from 27 June – 2 July 2019. This vehicle is needed for supervision as well as command & control. Specifics include:
Transportation of Cadets to and from JCLC Adventure North 2019:
The contractor shall depart Washingtonville HS, Washingtonville, NY, with cadets at 0830 hours on 28 JUN 2019 for JCLC Adventure North located at the New York Military Academy in Cornwall, New York, and arrive by 1000 HRS. For the return trip, the contractor shall depart the New York Military Academy, Cornwall, NY at 1030 HRS on 2 July 2019 and arrive at Washingtonville HS NLT 1200 HRS.
The contractor shall depart Fort Hamilton HS, Brooklyn, NY, with cadets on two buses at 0730 HRS on 28 JUN 2019 for JCLC Adventure North located at the New York Military Academy in Cornwall, New York, and arrive NLT 1000 HRS. For the return trip, the contractor shall depart the New York Military Academy at 1030 HRS on 2 July 2019 and arrive at Fort Hamilton HS NLT 1300 HRS.
The contractor shall depart Minisink HS, Slate Hill, NY, with cadets at 0800 HRS on 28 JUN 2019 for JCLC Adventure North located at the New York Military Academy in Cornwall, New York, and arrive by 1000 HRS. For the return trip, the contractor shall depart the New York Military Academy at 1030 HRS on 2 July 2019 and arrive at Minisink HS NLT 1230 HRS.
The contractor shall depart Valley Central HS, Montgomery, NY, with cadets at 0830 HRS on 28 JUN 2019 for JCLC Adventure North located at the New York Military Academy in Cornwall, New York, and arrive NLT 1000 HRS. For the return trip, the contractor shall depart the New York Military Academy at 1030 HRS on 2 July 2019 and arrive at Valley Central HS NLT 1200 HRS.
The contractor shall depart James O’Neil HS, Highland Falls, NY, with cadets at 0830 hours on 28 JUN 2019 for JCLC Adventure North located at the New York Military Academy in Cornwall, New York, and arrive by 1000 HRS. For the return trip, the contractor shall depart the New York Military Academy, Cornwall, NY at 1030 HRS on 2 July 2019 and arrive at James O’Neil HS, Highland Falls, NY NLT 1200 HRS.
Transportation in Support of JCLC Adventure North 2019 during training:
The contractor shall provide up to eight (8) 44-passenger buses, 2 mini-busses (supports area where 44 pax will not safely travel – shuttle) and 1 suburban to be utilized by JCLC Adventure North at the New York Military Academy, Cornwall, NY from 27 JUN – 2 July 2019 to support the following JCLC Adventure North training events on the dates indicated:

Note: If inclement weather and rappel & LRC training is cancelled, busses will be utilized to take cadets on a tour of Hyde Park (President Roosevelt’s Home).

4. Authority:
FAR 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), only one source reasonably available, urgency, exclusive licensing agreements, brand name, or industrial mobilization.
5. Reasons for Authority Cited:
The Washingtonville School District has provided dedicated transportation support for the past 8 plus years in support of JCLC Adventure North at NYMA. This is most part due to the close proximity and considerably lower pricing available. We have exhausted market research for other school districts to submit a bid on the transportation contract;
however, they either submit a considerably higher bid or refuse to participate in the bidding process. Additionally, we have reached out to multiple DOD approved bus companies they come in considerably higher in price. In recent years, the potential bus servicing companies or school districts have declined to submit bids as they never are awarded the contract. This is due to the considerable pricing difference. The Washingtonville School District bus drivers are well-versed in the road network in and around the New York Military Academy and the United States Military Academy where we conduct are training. This road network familiarity provides for better, more reliable and safer support of our training.
6. Publicizing Contract Actions: For FAR Part 13 actions, the public display and synopsis requirements of FAR 5.101 and FAR 5.203 do not apply due to the $ threshold, apply and will be followed, or do not apply due to an exception at
5.202 ______________________.

7. Market Research: The Washingtonville School District has provided dedicated transportation support for the past 8 plus years in support of JCLC Adventure North at NYMA. We have exhausted market research for other school districts to submit a bid on the transportation contract; however, they either submit a considerably higher bid or refuse to participate in the bidding process. Additionally, we have reached out to multiple DOD approved bus companies they come in considerably higher in price. This includes the Minisink and Valley Central High School Districts. The only DOD approved bus company that we have received a quote from is West Point Tours as they support other school districts in the area and they came in a over $200 higher and without the added instructor vehicle.
8. Other Facts: Again, the historic support of the Washingtonville School District in providing bus support cannot be overlooked. They have provided dedicated, reliable, fair-priced and SAFE bus support to our annual training event for several years. This contract must be fulfilled quickly as training begins June 28th and bus employees and other training coordination must take place. A contract award date of 8 May 19 was originally submitted in December 2018.
