Internal Revenue Service (IRS) Office of the Chief Information Officer (OCIO) Enterprise Operations (EOps) Request for Information (RFI) March 1, 2022
I. Introduction This is not a Request for Proposal (RFP), Request for Quotation (RFQ), or an invitation for bid, nor does its issuance obligate or restrict the Government to an eventual acquisition. All information received from this RFI will be used for Market Research purposes only. The Government does not intend to award a contract based on responses to this RFI nor otherwise reimburse vendors for the preparation of any information submitted or Government use of such information. Acknowledgement of receipt of responses will be made. Respondents will not be notified regarding the outcome of the information received.
Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract or agreement. The Government will not be obligated to pursue any acquisition alternative as a result of this notice. Responses to the notice will not be returned. Not responding to this notice does not preclude participation in any future solicitation if one is issued.
No proprietary, classified, confidential, or sensitive information should be included in responses to this Notice, unless otherwise appropriately marked by the Respondent. Enterprise Systems Unisys Support The IRS is seeking information from capable vendors for the following requirement: Operation and optimization of the IRS Unisys mainframe environment as new requirements arise and the hardware and software evolve, Unisys software/subsystems/components support, Third Party software/subsystems/components support, software licenses and maintenance support, and disaster recovery support. The systems are managed by the following OCIO offices, Enterprise Operations (EOps) and Enterprise Server Division (ESD).
Description of Services The IRS requires specific functional and technical expertise to support Unisys operating system and database software for tax processing. Specifically, support for the Unisys Dorado mainframe operating environments at the Enterprise Computing Center-Memphis (ECC-MEM), Enterprise Computing Center-Martinsburg (ECC-MTB), New Carrollton Federal Building (NCFB), and cloud operating environments is required.
The acquisition strategy is to be determined. The lifetime value for this requirement is estimated to be greater than $300M.
Requirements The contractor is required to have significant experience with the following core platforms and languages:
· Unisys Dorado
· Unisys ClearPath OS 2200
· Unisys Executive Control Language (ECL)
· Unisys Interactive Processing Facility (IPF)
· Unisys Message Queuing (MQ)
· Unisys CMplus
· Unisys Meta-Assembler (MASM)
· Unisys Compiling System (UCS) PLUS
· Unisys @PAS
· Unisys @PADS
· Unisys COBOL
· Unisys Symbolic Stream Generator (SSG)
· Unisys Data Management Systems (DMS)
· Unisys Relational Data Management Systems (RDMS)
The contractor shall also have expertise with the following technologies and COTS solutions:
· Technologies including (a) Brocade, (b), Dell/EMC DLm, (c) Dell/EMC VMAX, (d) Unisys Universal Database System (UDS) suite of products (UDSC, DMS, RDMS, UREP, & SFS), (e) Unisys communication interfaces (CIFS, CITA, COMAPI, CPCOMM, CPCOMMOS, EOM, SILAS, WebSphere MQ, ICI, & ATIS, (f) IPv6, (g) Java, (h) Java Spring, (i) ASP.Net, (j) VB.NET (.Net Framework), (l) Windows Server 2012 & 2019 (k) SQL Server 2019
· COTs solutions including (l) TeamQuest, (m) SightLine, (n) SMA OpCon
The contractor shall have expertise providing program management support as it relates to the Draft PWS.
The contractor shall have expertise providing project management support as it relates to the Draft PWS.
The contractor shall have expertise with Unisys mainframe database software internals, design, analysis, and resolution.
The contractor shall have expertise with Unisys mainframe communication, network software support, and problem resolution.
The contractor shall have expertise with Unisys mainframe EXEC Operating System (OS) Support.
The contractor shall have expertise with Unisys mainframe hardware and software engineering.
The contractor shall have expertise with Dell EMC Disk Library Mainframe (DLm) Support.
The contractor shall have expertise with Dell EMC VMAX storage array Support.
The contractor will provide government site and contractor site support. The contractor site support will be required to support onsite meetings on a frequent basis to support customer stakeholder engagement and requirements discovery efforts. As such, the contractor is required to have a facility that provides office space for contractor site contractors, within 50 miles of the Washington DC Metropolitan area.
RFI Instructions Responses to this RFI are requested in two (2) parts.
Part I Company Profile Information - IRS seeks company profile information about the firms that provide services positioned to address the requirements discussed above and in the Draft. PWS.
Part II Technical Capability - IRS seeks Industry responses to specific technical questions. Do not include any support documentation for any company other than your own. This is an analysis of your company’s abilities.
Part I: Company Profile Information Respondents are required to provide the following company information:
1. Company Name and Address
2. Company technical Point of Contact (POC) information to include name, title, telephone number, and email address
3. Applicable NAICS (North American Industry Classification System) Code
4. List active governmentwide contracts that your company has been awarded (GWACs, IDIQs, and BPAs – include applicable MAS and SIN)
5. Business Classification / Socio-Economic Status (e.g., large, small, 8(a), women owned, hub-zone, SDB, Service-Disabled Veteran Owned)
6. Subcontracting/partnering/teaming possibilities Part II: Technical Capability
1. What Unisys mainframe enterprise environments has your company provided highly available, secure, and mission critical application support for?
2. What technologies and COTs solutions identified in Requirements (a-n) (see page 4) has your company supported? Was the support architecture, engineering, operations and maintenance, or all?
3. What technical support has your company provided for Unisys mainframe EXEC OS support? Please specify the level of support provided for each.
4. What technical support has your company provided for Unisys mainframe hardware upgrade support? Please specify the level of support provided for each.
5. What technical support has your company provided for Unisys mainframe communication interfaces? Please specify the level of support provided for each.
6. What technical support has your company provided for Unisys database software internals, design, analysis, and resolution? Please specify the level of support provided for each.
