About this file
This is a Treasury Standard Form 1014, Justification for an Exception to Fair Opportunity, seeking approval to award a Firm Fixed Price contract for Precisely brand Data and Location Service Licenses.
The Internal Revenue Service (IRS), Office of Information Technology (OITA) is the contracting activity, with the requiring activity being IRS Information Technology – Enterprise Services. The acquisition supports the Unified Application Programming Interface (UAPI) effort, which requires real-time streaming data from IBM Database 2 (Db2) for z/Operating System (z/OS). The IRS is seeking Precisely Connect Change Data Capture (CDC) software specifically designed for high-volume, low-latency change data capture from mainframe environments, along with GeoAddressing capabilities for address normalization and geospatial coordinate transformation. The contract base period runs September 30, 2026, through September 29, 2027. The Independent Government Cost Estimate (IGCE) is $8,809,435.82 for the 12-month base period, with a requested award date of September 30, 2026. The acquisition includes nine line items covering CDC software (3 units), GeoAddressing software (1 lot), professional services (1 unit), and seven optional line items for GeoCoding and AddressValidation functionality in production and non-production environments, ranging from 2 to 5 units. The justification cites RFO 16.507-7 (item peculiar to one manufacturer) as the sole fair opportunity exception. The contracting officer determined anticipated prices will be fair and reasonable based on comparison with the IGCE and competitive published price lists, with award to the lowest priced technically acceptable offeror. Requisition number is 5000231516. The document includes certifications from the Program Office and Contracting Officer with signatures dated July 23, 2026, and requires approval from the Bureau Chief Information Officer or authorized designee for IT requirements exceeding $5 million but not $90 million.

Treasury Standard Form – 1014 (Rev 12/24)
Prescribed by Treasury: DTAP 1016.505
1. Identification of the requiring activity and the contracting activity:
The requiring activity is Internal Revenue Service Information Technology – Enterprise Services, and the contracting activity is the Internal Revenue Service (IRS), Office of Information Technology (OITA).
2.a Nature and/or description of the action being approved:
The purpose of this Justification for an Exception to Fair Opportunity is to obtain approval to award a Firm Fixed Price contract with a contractor yet to be determined for the purchase of brand name Precisely Data and Location Service Licenses. The anticipated period of performance is a 12-month base period.
The period of performance for the Precisely software contract:
Base Period: September 30, 2026, through September 29, 2027.
2.b Name of the vendor. TBD 2.c Requisition No.: 5000231516 2.d Bridge contract: ☐ Yes ☒ No 2.e Brand name: ☒ Yes ☐ No 3.a A description of the supplies or services required to meet the agency’s needs:
This requirement is to procure the Precisely products and licenses for continued use within the Internal Revenue Service (IRS) in support of the Unified Application Programming Interface (UAPI) effort. UAPI requires real-time streaming data for API consumption sourced from International Business Machines (IBM) Database 2 (Db2) for z/Operating System (z/OS). Due to the specialized nature of mainframe environments, it is essential to use a tool purpose-built for efficient, log-based change data capture.
Precisely Connect Change Data Capture (CDC) is designed specifically to handle high-volume, low-latency CDC from Db2 for z/OS and other IRS data source and architecture technologies, ensuring reliable and continuous data availability for downstream services without introducing performance risks to core transactional systems and offers mainframe-native, low-latency, log-based change data capture technology specifically optimized for IBM DB2 z/OS and iSeries environments.
In addition to its mainframe-specific capabilities, Precisely Connect CDC offers broad integration options with modern cloud platforms and streaming technologies such as Apache Kafka. This allows UAPI to align mainframe data pipelines with cloud-native architectures and support hybrid cloud initiatives. Real-time data delivery to the Kafka database and cloud storage enables responsive API consumption patterns critical for digital services and operational analytics.
Another key advantage is Precisely’s focus on open architecture and flexibility, reducing dependency on proprietary ecosystems. By choosing a solution that supports diverse targets and deployment models, UAPI ensures long-term adaptability as business needs evolve—whether scaling up, migrating workloads to new platforms, or integrating new technologies into the data landscape.
