INTERNAL REVENUE SERVICE

Contact Center Enterprise Infrastructure Software and Solutions

(CCEISS)

This is a Source Sought Notice (SSN) for market research purposes only. This SSN is issued solely for information and planning purposes—it does not constitute a Request for Quotation (RFQ) or a promise to issue a RFQ in the future. The Internal Revenue Service (IRS) does not obligate itself to contract for any supply or service as a result of this notice. Additionally, the agency is not currently seeking quotations and will not accept unsolicited quotations. The purpose of this SSN is to identify interested and qualified small businesses capable of meeting the IRS’s requirements.

1. Background:

The purpose acquisition is to obtain support services for the Contact Center Enterprise Infrastructure Software and Solutions (CCEISS) program. CCEIS directly supports the Contact Center Information Technology Infrastructure (CCITI), which functions as the foundational platform for the IRS’s enterprise contact centers. This infrastructure enables the routing, management, and processing of incoming taxpayer calls and other communications, ensuring timely and accurate assistance to the public.

The required support services include the hardware maintenance, software licenses management, systems engineering, solution development, deployment, and ongoing operations support. These services are essential for maintaining the performance of CCITI systems, and to ensuring the infrastructure remains scalable, secure, and responsive to evolving mission requirements.

The Period of Performance (PoP) for this requirement is anticipated to consist base period, four (4) 12‐month option periods, and a six‐month option period utilizing FAR 52.217-8 Extension of Services.

The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification Systems (NAICS) Code could potentially be for 541512-Computer System Design Services. However, the acquisition strategy and final NAICS designation have not yet been determined.

A draft Performance Work Statement (PWS) has been attached for your reference. The Government seeks comments from industry regarding the draft PWS in order to clarify any ambiguities. These comments are excluded from the White Paper page limitation.
