Attachment 3 - statement of work (SOW)

1.0 SCOPE

The contractor shall manufacture Hydrodynamic Shaping Material (HYSHMA), US Navy formulation HYSHMA-SG-071, components for full scale submarine propulsor applications and apply HYSHMA to unique and complex full scale COLUMBIA Class and VIRGINIA Class submarine propulsor components, at in-field production location(s) specified in the delivery order(s).

3.0 REQUIREMENTS

3.1 Development of In-Field HYSHMA Application Strategy and Support Hardware: The contractor shall develop a strategy, including the design and fabrication of required support hardware, to place HYSHMA on full scale propulsor components, references 2.1 through 2.4, in-field at a production location(s) to be specified in the delivery order(s).

3.1.1 Strategy Development and Hardware Design: The contractor shall develop and submit to the Government for review and approval a strategy, including associated support hardware designs, to place HYSHMA on all of the full scale propulsor components, references 2.1 through 2.4, in-field at a production location(s) to be specified in the delivery order(s).

The strategy shall address transport, handling, and support/fixturing of the materials, equipment, and the propulsor components, as required, to support the execution of the HYSHMA placement by the contractor. The strategy is not required to fully define component specific tooling and hardware required to achieve the HYSHMA surfaces/features, specific to each component (i.e. molds and/or HYSHMA contour related support tooling). This strategy and associated hardware designs, developed by the contractor, shall:

· Accommodate the in-field HYSHMA placement on all full scale propulsor components, references 2.1 through 2.4

· Support transportability and shipping of required materials, hardware, and equipment to and from the in-field HYSHMA placement location for all full scale propulsor components, references 2.1 through 2.4

· Aim to minimize equipment/hardware footprint and set-up/tear-down time

3.1.2 Fabrication and Assembly: Upon Government approval of the strategy and associated support hardware designs developed under task 3.1.1, the contractor shall manufacture the HYSHMA application support hardware.

3.2 HYSHMA Application to the CLB Forward Assembly: Utilizing the strategy and hardware developed and procured under task 3.1 and the Manufacturing Plan developed in this task, the contractor shall apply HYSHMA to the CLB Forward Assembly, in accordance with the requirements specified in reference 2.1. HYSHMA application shall be executed at the in-field production location specified in the delivery order. HYSHMA application shall also include the installation of items under the HYSHMA, as specified in reference 2.1.

3.2.1 The contractor shall procure, package, and ship (to and from the in-field production location specified in the delivery order), all materials, hardware, tools, and equipment required to execute the HYSHMA application on the CLB Forward Assembly. The contractor shall also provide reference 2.1, items 11 through 17.

3.2.2 The HYSHMA material, applied by the contractor, shall be sufficient to achieve the HYSHMA surfaces and features defined in reference 2.1. Any post HYSHMA application machining required to achieve the HYSHMA features and surfaces defined in reference 2.1 is outside the scope of this effort.

3.2.3 Prior to HYSHMA application, the contractor shall develop a Manufacturing Plan and provide it to the Government for review and approval. The Manufacturing Plan shall define processes, methods, and tooling that the contractor will use to apply material sufficient to achieve the HYSHMA surfaces and features defined in reference 2.1. The Manufacturing Plan shall identify as-cast HYSHMA surfaces and quantify the estimated minimum and maximum excess HYSHMA stock material, as applicable.

3.3 HYSHMA Application to the CLB Aft Outer Structure: Utilizing the strategy and hardware developed and procured under task 3.1 and the Manufacturing Plan developed in this task, the contractor shall apply HYSHMA to the CLB Aft Outer Structure (AOS), in accordance with the requirements specified in reference 2.2. HYSHMA application shall be executed at the in-field location specified in the delivery order. HYSHMA application shall also include the installation of items under the HYSHMA, as specified in reference 2.2.

3.3.1 The contractor shall procure, package, and ship (to and from the in-field location specified in the delivery order), all materials, hardware, tools, and equipment required to execute the HYSHMA application on the CLB AOS. The contractor shall also provide reference 2.2, items 2 and 15.

3.3.2 The HYSHMA material, applied by the contractor, shall be sufficient to achieve the HYSHMA surfaces and features defined in reference 2.2. Any post HYSHMA application machining required to achieve the HYSHMA features and surfaces defined in reference 2.2 is outside the scope of this effort.

3.3.3 Prior to HYSHMA application, the contractor shall develop a Manufacturing Plan and provide it to the Government for review and approval. The Manufacturing Plan shall define processes, methods, and tooling that the contractor will use to apply material sufficient to achieve the HYSHMA surfaces and features defined in reference 2.2. The Manufacturing Plan shall identify as-cast HYSHMA surfaces and quantify the estimated minimum and maximum excess HYSHMA stock material, as applicable.

3.4 HYSHMA Application to the VIRGINIA Class IAH AOS: Utilizing the strategy and hardware developed and procured under task 3.1 and the Manufacturing Plan developed in this task, the contractor shall apply HYSHMA, sufficient to achieve the final hydrodynamic shape defined in reference 2.3, to the VIRGINIA Class machined IAH AOS, defined in reference 2.4.

3.4.1 The contractor shall procure, package, and ship (to and from the in-field location specified in the delivery order), all material, hardware, and equipment required to support HYSHMA placement on the VIRGINIA Class IAH AOS.

3.4.2 HYSHMA material and qualification requirements defined in the CLB Class component drawings, references 2.1 and 2.2, shall apply to this task. All post HYSHMA placement machining required to achieve the final hydrodynamic shape defined in reference 2.3 is outside the scope of this effort.

3.4.3 Prior to HYSHMA application, the contractor shall develop a Manufacturing Plan and provide it to the Government for review and approval. The Manufacturing Plan shall define processes, methods, and tooling that the contractor will use to apply material sufficient to achieve the HYSHMA surfaces and features defined in reference 2.3. The Manufacturing Plan shall identify as-cast HYSHMA surfaces and quantify the estimated minimum and maximum excess HYSHMA stock material, as applicable.

3.5 HYSHMA Blocks: The contractor shall manufacture and deliver one (1) CLB Class HYSHMA Block Kit in accordance with reference 2.5. In addition to the kit, the contractor shall also manufacture one (1) additional block of each design, reference 2.5, items 1 through 9, for a total quantity of nine (9) additional HYSHMA blocks. These additional nine (9) HYSHMA blocks (one of each design) shall be preserved and packaged in accordance with reference 2.5.

4.0 TRAVEL

4.1 The contractor shall travel to Washington, DC area to support a design review meeting and shall travel to Naval Foundry Propeller Center (NFPC), Philadelphia, PA, or other in-field production locations as specified in the delivery orders to support tasks 3.1 through 3.5 as required.

5.0 GOVERNMENT FURNISHED INFORMATION

5.1 All required Government Furnished Information identified in Section 2.0 will be provided upon contract award.

6.0 SECURITY REQUIREMENTS

6.1 The following Security Classification Guide applies to this task order:

Submarine Propulsors, April 2013, SCG 05-056.04.

7.0 PERFORMANCE

7.1 Place of Performance: The primary place of performance will be as specified by each delivery order. Possible performance locations include at the contractor’s facilities or at the Naval Foundry and Propeller Center (NFPC), Philadelphia, PA, or other industrial production facility. Information regarding NFPC facilities and requirements shall be provided by the government, upon request as needed.

7.2 Period of Performance: The period of performance shall be specified on the order level.

7.3 Place of Delivery: As specified by each delivery order.

8.0 DISPOSITION PLAN

9.1 The Support Hardware fabricated task 3.1 shall be stored at the contractor facility for the duration of the base contract period of performance. At the end of the base contract, the Contractor shall return the equipment to the Government. The Support Hardware shall only be used in future task orders when directed by the Government and shall not be used for any other purpose.
