White Paper Instructions and Template
1. The following formatting guidelines shall be followed by respondents:
a. 12-point font for all response narratives; smaller type may be used in figures and tables but must be clearly legible.
b. Single-spaced, single-sided (8.5 by 11 inches).
c. Margins on all sides (top, bottom, left, and right) should be at least 1 inch.
d. Page limitations shall not be circumvented by including inserted test boxes/pop-ups or internet links to additional information. Such inclusions are not acceptable and will not be considered as part of the response.
e. Files must be submitted in PDF and/or Microsoft Word formats only.
f. No classified data shall be submitted within the proposal. To the extent that the project involves DoD controlled unclassified information, respondents must comply with DoDI 8582.01 and DoDM 5200.01 Volume 4. Respondents must implement the security requirements in NIST SP 800-171 for safeguarding the unclassified internal information system; and must report any cyber incidents that affect the controlled unclassified information directly to DoD at https://dibnet.dod.mil.
g. White Papers containing data that is not to be disclosed to the public for any purpose or used by the Government except for evaluation purposes shall be clearly marked as such.
h. Certain types of information submitted to the Department in a process having the potential for award of an OT are exempt from disclosure requirements of 5 U.S.C. §552 [the Freedom of Information Act or FOIA) for a period of five years from the date the Department receives the information. It is recommended that respondents mark business plans and technical information that are to be protected for five years from FOIA disclosure with a legend identifying the documents as being submitted on a confidential basis.
i. The Government will not pay organizations/companies for the costs associated with White Paper submissions.
j. Questions regarding White Paper procedures should be directed to Bethany Stutler, Agreements Officer, at bethany.a.stutler.civ@mail.mil; please include Hypersonics University Consortium in the subject line. Questions regarding submission of White Papers shall be submitted no later than 11 AM EDT on July 9, 2020.
k. White Papers shall be submitted to bethany.a.stutler.civ@mail.mil by 11 AM EDT on July 16, 2020. Each entity may submit one (1) White Paper in response to this RWP.

EXECUTIVE SUMMARY (Limit: 2 pages)
Proposers are encouraged, but not required, to submit an executive summary of their White Paper. Proposers should clearly address their vision for the Consortium, structure, and management.
Section I: Technical Response (Limit: 10 pages)
Part A: Formation of the Consortium/Progress Toward Creation of the Consortium
· e.g.:
· Outreach to potential members, to include listing committed founding members (if available)
· Plan for an interim formation board
· Development of business practices NOTE: A list of committed founding members may be referenced in this section and submitted as an attachment to the White Paper. Such a list will not count against the maximum page count.
NOTE: A contracted entity will be capable of contracting with the Government, e.g. possessing a Data Universal Numbering System (DUNS) and CAGE code.
Part B: Consortium Structure and Functions
· e.g.:
· Proposed responsibilities as Consortium Manager
· Description of facilities necessary for execution of proposed effort
· Proposed Consortium structure, processes for providing administrative and financial oversight, plans to develop and implement Consortium by-laws, plans for ensuring consistent and impactful interaction between the Government and Consortium
· Proposed administration of prototyping/research projects
· Intended level of interaction/oversight with Consortium members
· Plan/ability to assist new and non-traditional members in understanding the DoD customer, mission, and processes
· Plan to enhance workforce development
· Plan to share information across the membership
· Plan to foster teaming among the membership
· Plan to provide logistical and information support to membership and member-customer functions such as Industry Day events
· Plan to execute administrative and financial oversight Part C: Membership
· e.g.:
· Process for identifying/adding new member universities to the consortium after award
· Plan for incorporating industry into Consortium
· Demonstrated current capability, as well as future plans for member retention and growth.
Part D: Metrics and Reporting
· e.g.:
· Proposed metrics and reporting to validate that the Government’s intent for the Consortium is being met Part E: Security Plan
· e.g.:
· Overall technical capabilities and facility clearance level
· Capability and capacity to implement security procedures and handle, transmit and store controlled unclassified, confidential, and secret information
· Capability and capacity to manage Consortium member’s security clearance requirements
· Plan to ensure Operational Security, ensure compliance with ITAR and other regulatory and statutory obligations Part F: Other
· Other issues not addressed above that may be relevant to the selection of a Consortium Manager
Section II: Schedule (Limit: 1 page) Respondents should provide a schedule indicating key milestones for establishing the Consortium.
Section III: Cost Estimate
Respondent shall provide an overview of the Cost estimate associated with the Consortium. Expenses may include, but are not limited to:
· Administrative, Finance/Accounting, Contracting, Special Security Officer (SSO), Indirect Rates (Overhead/Fringe/G&A/etc.) and any other direct charges for the Consortium.
While the intent of the Government is to spend the majority of appropriated dollars on research, the Government recognizes the necessity to cover business expenses of maintaining the Consortium.
