STATEMENT OF WORK
STATEMENT OF WORK (SOW)
FOR
MK06 Hydraulic Systems and Equipment Laboratory Trainer Upgrade
1.0 GENERAL
1.1 Background
MK-06 Hydraulic Systems and Equipment course is the United States Coast Guard’s premier hydraulic training “C” School for Machinery Technicians (MK) and Electrician’s Mates (EM). The course is designed to aid technicians in troubleshooting, grooming, and safely operating hydraulic systems located on almost all Coast Guard platforms. The course has been in operation since the early 90’s and all training equipment is original to the course, and still in use to this day. The current Hydraulic Trainers/equipment (Vickers Sperry) are outdated, no longer supported by the manufacturer, and the parts required to conduct repairs of failed parts are obsolete. A Job Task Analysis for MK-06 was conducted in 2019 and results identified that with the current modernization of the Coast Guards fleet and the advancement of technology concerning hydraulics and electro-hydraulics, a new Curriculum Outline with update Performance Objectives was needed to meet the Needs of the Service. The current Hydraulic Trainers are not capable of meeting the new Performance Objectives outlined in the new Curriculum Outline. In response, the MK Auxiliary Sub-Group conducted market research to find new hydraulic trainers that are relevant to today’s hydraulic technology with the opportunity to expand as technology within the hydraulic industry continues to advance that would meet the new Curriculum Outline Performance Objectives

1.3 OBJECTIVE
An upgraded hydraulic troubleshooting training aid with electro-hydraulic troubleshooting capabilities will positively impact the Coast Guard by modernizing our hydraulic trainers and allow both Machinery Technicians and Electricians Mates to be able to troubleshoot and repair components and systems they will encounter in the fleet. The overall goal of this procurement is to upgrade the current outdated, no longer supported trainers to new electro-hydraulic trainers that closely resembles what Coast Guard assets have for their hydraulic systems and components. Investing in an upgraded MK06 course to train our organic workforce to understand, troubleshoot and repair these complex systems is essential to ensure the acquisition, operation and maintence of our current cutters and shore based assets and also maintaining our current legacy hydraulic systems.
