CITY OF PEACHTREE CITY
REQUEST FOR PROPOSALS
TO DESIGN A PEDESTRIAN BRIDGE AND MULTI-USE PATH EXTENSION PROJECT
INTRODUCTION
The City is seeking proposals from qualified consulting firms to provide professional services for design of grading, traffic control, drainage, utility detection and relocation, ramp and bridge construction, landscaping, and multi-use path extension for the existing Highway 54 W, Walt Banks Road and Carriage Lane intersection area, for the City of Peachtree City.
BACKGROUND
The City is a suburban area located in Fayette County, Georgia. It is part of Metro Atlanta; and lies approximately 31 miles south of the city limits. Peachtree City is a planned community consisting of 5 distinct villages and has 100 miles of multi-use paths which citizens use for both leisure and commuting.
The population currently sits at 38,000 residents and continues to increase as young families move into the area. Peachtree City is considered a “bedroom community” with many citizens commuting to Atlanta for work, however there are also several large international employers within the city itself. Opportunities for employment in Fayette County continue to increase as the film industry grows and large companies expand their presence in the city.
Peachtree City benefits from its extensive multi-use path system, allowing pedestrians, bicyclists, and cart drivers to travel across the City without having to use the main roads, reducing traffic congestion. However, The Walt Banks/Carriage Lane intersection on HWY 54 has limited connectivity to the rest of the path network. Citizens cannot cross HWY 54 at this location using the multi-use trails. The northern path currently ends at Walt Banks Road. If a path user wants to travel south, the current path network requires an impractical amount of backtracking to reach Shakerag Hill. For path users to safely and practically travel across HWY 54 and other major roads in this area, further connections are required.
Providing a way for citizens to cross HWY 54 would provide better connectivity to nearby schools, residential neighborhoods, and commercial districts. This project is expected to lower the use of cars for travelling between the various destinations and increase adoption of alternate transportation methods in the City.
This project will also enhance safety along this High-Injury Network by providing a grade separated crossing. Citizens have long requested a separate grade crossing in this area of the City. This project was included in the 2023 SPLOST referendum at the behest of citizens and they voted for approval. Its construction should benefit both users of the extended trail and bridge itself, as well as drivers who will potentially benefit from reduced traffic.
DEMOGRAPHIC DATA
The City has a large aging population, however, there is an increase of young families moving to the area.
The median age in the city is 44, with 18% of the population being over 65 years old. According to the most recent census, the population consists of 77% white, 6.9% black or African American, 7.7% Asian, 0.5% Native Hawaiian or Pacific Islander, and 8% Hispanic or Latino. 15.2% of the population speak a language other than English at home. The median household income is $103,000 per year, and there are 14,344 households with an average of 2.63 persons per household. The average home price is approximately $380,000. 59% of the population hold a bachelor’s degree or higher, and 98% of the population hold a high school diploma. 6.9% of the population under 65 has a disability.
PROJECT DESCRIPTION / SCOPE OF WORK
The City is seeking proposals from qualified consulting firms to provide services to design a multi-use path extension and bridge construction around the existing Highway 54 W, Walt Banks Road and Carriage Lane intersection area. This project will extend the multi-use path from Prime Point to a proposed bridge across Highway 54 W, west of the Robinson Road intersection. It then extends to Shakerag Hill, and south to Robinson Road where it crosses and extends north along Robinson Court. It then crosses Carriage Lane and back along the south side of Highway 54 W till it terminates south of Broken Bow Dr.
Pre-Design Services were provided by Integrated Science & Engineering resulted in the concept plan and other information in Appendix A, Figures 1-3. Figure 1 shows the proposed location of the multi-use path.
Figure 2 shows typical sections of the proposed paths, street crossings, and the bridge. An example image of a similar switchback and pedestrian bridge is provided in Figure 3.
In addition to traditional roadway, storm drainage, and path design, the City is also requiring the selected firm to address stormwater run-off from this project and ensure no impact to downstream properties.

GEORGIA SECURITY & IMMIGRATION COMPLIANCE ACT OF 2006
Federal Work Authorization Program (§ O.C.G.A. 13-10-91)
The City may not enter into a contract for the physical performance of services unless the contractor registers and participates in the federal work authorization program. “Physical performance of services” is defined as the building, altering, repairing, improving, or demolishing of any public structure or building or other public improvements of any kind to public property within Georgia, including the construction, reconstruction, or maintenance of all or part of a public road; or any other performance of labor for a public employer within Georgia under a contract or other bidding process”.
Although the Georgia law for private employers has a structured phase-in timeline in an attempt to ease private employers into compliance based upon their business size, only those companies registered with, authorized to use and currently using the federal work authorization program commonly known as E- Verify, or any subsequent replacement program, in accordance with the applicable provisions and deadlines established in § O.C.G.A. 13-10-91, shall be considered.
Before a bid for the physical performance of services is considered by the City, the bid must include a signed, notarized affidavit from the contractor attesting to the following:

If a contractor does not have any employees and does not intend to hire any employees, in lieu of the above affidavit the contractor may provide a copy of state-issued driver’s license or identification card to the City for each independent contractor utilized in satisfaction of part or all of the contact with the City.
However, a driver’s license or identification card will be acceptable if it is issued by a state that verifies lawful immigration status. The Georgia Attorney General will provide a list of states that verify lawful immigration status and post this list on its website. The City must confirm that all of the copies of driver’s licenses and identification cards presented to it come from states that verify lawful immigration status.
State law requires that before a bid/proposal for the physical performance of services is considered by the City, the bid/proposal must include a signed, notarized affidavit from the contractor. Subcontractor affidavit(s) would be required only upon award. See Appendix C for Affidavits

15. DATE CHANGES. If in this AGREEMENT specific periods of time for rendering services are set forth or specific dates by which services are to be completed are provided and if such periods of time or dates are changed through no fault of CONSULTANT, the rates and amounts of compensation provided for herein shall be subject to equitable adjustment.
16. ASSIGNMENTS. However, CONSULTANT may subcontract any portion of the work to be performed hereunder without such consent.
