About this file
This document is a Request for Information (RFI) issued by the Air Force Installation Contracting Agency (AFICA) on behalf of the Headquarters Air Force Civil Engineer Center (HQ AFCEC) for a Heavyweight Deflectometer (HWD) system.
The RFI seeks information from vendors on their qualifications and ability to provide an HWD system that can apply dynamic load to pavement and directly measure response. Key system requirements include data acquisition capabilities, GIS-enabled software, variable load configuration, portability, and additional features such as the ability to measure deflection data at multiple distances. The RFI requests vendors to provide a detailed system description, qualifications, and information on maintenance, training, and support services. Responses are due by August 30, 2024. This RFI is for market research purposes only and does not constitute a request for proposal or any commitment from the government. The applicable NAICS code is 423490, and the small business size standard is 150 employees.

AFICC 772 Enterprise Sourcing Squadron Request for Information (RFI) Heavy Weight Deflectometer (HWD) System
1. THIS NOTICE IS ISSUED AS A REQUEST FOR INFORMATION ANNOUCEMENT FOR INFORMATION PURPOSES ONLY. This notice DOES NOT constitute a Request for Proposal or complete package outlining the technical competencies/qualifications of the prospective contractor, nor does it represent any commitment by the Government. Since this is a Request for Information, no evaluation letters and/or results will be issued to the respondents. No reimbursement will be made for any costs associated with providing information in response to this announcement. No telephone calls will be accepted requesting a bid package or solicitation. A solicitation does not presently exist.
2. The United States Air Force (USAF) is conducting market research in support of the Directorate of Headquarters Air Force Civil Engineer Center (HQ AFCEC) for Heavyweight Deflectometers. The systems must be able to apply dynamic load to pavement and directly measure response. The systems must have the following characteristics:
Data Acquisition: The equipment shall include a data acquisition system that can collect and store data from sensors, including at a minimum sensor monitoring ground motion (i.e., voltage/time history from geophones) as well as sensors measuring and recording the drop force. The system shall also incorporate appropriate signal processing algorithms/techniques to convert the raw input data into accurate deflection data representing ground motion (vendor will need to describe techniques for processing raw sensor data to accurately represent ground motion and drop force).
GIS-Enabled Software: The system shall include GIS-enabled software that can log and track test points throughout the airfield. The software shall also be able to output the collected data from these test points in a variety of formats, such as text, MDB, and .gpx.
Variable Load Configuration: The system shall have a variable load configuration that can apply a drop force ranging from 16,000 lbs to 54,000 lbs, depending on weight and drop height.
Portability: The system shall be trailer-mounted and easily transportable.
Additional Features: The HWD system shall have the following additional features:
· The ability to measure deflection data immediately below the load plate and at a minimum of six additional distances from the load application.
· The ability to calibrate the system to ensure accurate measurements.
· The ability to store measurement data for later analysis.
Vendor Qualifications: Potential vendors shall provide information regarding their qualifications, including relevant experience and past performance in providing pavement testing systems. Potential vendors shall provide information response that includes the following:
· A detailed description of the proposed test system, including specifications and capabilities.
· A description of the vendor's qualifications, including relevant experience and past performance.
· Whether or not the vendor can provide maintenance, training, or support on the requested system after delivery.
3. This RFI is primarily for market research to determine if there are firms that possess the capability to execute the requirements stated in section 2 of this RFI. Therefore, we further invite all business concerns to provide a capability statement in response to this requirement. Prospective contractors shall be registered in the System for Award Management (SAM) prior to award of any Federal Government contract. Contractors are encouraged to obtain further information on SAM. This announcement does not obligate the Government to award a contract nor does it obligate the Government to pay for any preparation costs.
4. If your firm would be interested in such work, you are strongly encouraged to submit a capability statement that addresses as a minimum, the questions presented within this announcement. The Government does not intend to rank submittals or provide any reply to interested firms. North American Industry Classification System (NAICS) Code 423490 - Other Professional Equipment and Supplies Merchant Wholesalers, is applicable to this acquisition. The small business size standard for this NAICS is 150 employees.
5. Contractors who can provide these services should submit in writing an affirmative response which includes as a minimum the following information:
a. What is the name of your business?
b. What is your business address?
c. Provide a point of contact to include telephone number and email address.
d. What is your business CAGE Code and DUNS number?
e. Based on your professional experience in the private sector, would you consider this requirement to coincide with work typically provided in the commercial market?
f. Provide an additional NAICS code with justification that you would recommend as being more applicable.
g. Specify your business type (large business, small business, small disadvantaged business, 8(a) certified small disadvantaged business, HUBZone small business, woman- owned small business veteran-owned small business, service-disabled veteran-owned small business) based upon NAICS 423490.
