About this file
This document is a Sole Source (Including Brand Name) Justification for a proposed purchase order to be awarded to Dynatest US Inc for annual service, maintenance, overhaul, and training for four government-owned Dynatest Heavy Weight Deflectometer (HWD) systems. The purchase order will have a base period of one year with two one-year option periods.
The key requirements include comprehensive annual service and maintenance of the HWD systems and associated tow vehicles, annual overhaul of the HWD trailers, and annual hands-on application training. Dynatest is the only source capable of providing these services due to the proprietary nature of the HWD systems, and the Air Force has determined it is more cost-effective to maintain the existing systems rather than replace them. The Air Force conducted market research including a sources sought notice, but only received one response that did not address maintenance of the Dynatest brand HWD systems. The estimated cost of buying new HWD systems is significantly higher than maintaining the existing systems.

This requirement will be issued as a sole-source firm-fixed priced purchase order to Dynatest US Inc for annual service, maintenance, overhaul and training for four (4) Government owned Dynatest Heavy Weight Deflectometer (HWD) systems.

This purchase order will be funded with 3400 funds (operation and maintenance).
AFFARS 5313.501 - 10 U.S.C. 3572, Implementation of Simplified Acquisition Procedures (41 U.S.C.

The Dynatest HWD trailers are an essential piece of equipment to gather non-destructive testing data for Layered Elastic Evaluation Procedure evaluations. Without these trailers the Airfield Evaluation Team members would not be able to model pavement sections using layered elastic techniques.
Additionally, the training requirement ensures all superintendents are fully knowledgeable to repair issues immediately on the road with 24/7 reach back.
. The HWD is an air transportable system consisting of a trailer assembly that is pulled by a support/tow system that has upgraded electronics and power, as well as a central processing/control unit. These are very specialized pieces of test equipment, all manufactured by Dynatest for system compatibility. Due to equipment operational familiarity, interchangeability of parts, maintenance, and the demanding training requirements for this one-of-a-kind type equipment, standardization of Air Force pavement testing equipment is essential. Proper maintenance for these critical HWD systems is required to prevent damage and ensure the systems are calibrated so that test results remain reliable.
Dynatest is the only source for the proprietary software and specialized support equipment necessary to provide maintenance for the government owned Dynatest HWD equipment. T
Dynatest does not sell its proprietary equipment or software. On 8 May, 2024 written confirmation was received from Dynatest that they do not have any authorized providers for their equipment, including the HWD. Additionally, maintenance through Dynatest also provides the Air Force with a warranty for up to a year of service.
The Air Force has a significant cost and personnel training investment in its existing Dynatest HWD equipment and has determined that it is more cost effective to maintain the equipment we have rather than replace it with new systems. The estimated cost of buying a new system is , not to include the additional costs of annual maintenance and calibration.

Market Research was conducted in April 2024. As part of the market research, a sources sought notice was posted on SAM.gov on Apr 26, 2024 under FA805124Z0050. The sources sought notice stated the Air Force has a requirement for an annual service and training agreement covering Dynatest HWD systems and Dynatest installed power/control systems for associated tow vehicles and trailer overhauls. The sources sought notice also provided the detailed statement of work, which clearly stated the requirement was for an annual service and training agreement covering Dynatest HWD systems and Dynatest installed power/control systems for associated tow vehicles. The sources sought notice required that any responses specify if their firm has the authorization/ capability to perform maintenance on Dynatest HWD systems. Responses were also required to demonstrate if their firm has the software, tools, and parts required to ensure system compatibility and provide all the services required in the attached statement of work, dated 1 Dec 2023.
Only one response was received to the sources sought notice. The response did not include the information requested by the sources sought notice. The response did not address maintenance of Dyntast brand HWD systems, but instead provided information on a completely different brand of HWD systems. Purchase of a new HWD system does meet the governments requirement and would represent a significant duplication of costs as the Air Force already has an HWD system.
The Contracting Officer will determine the price for this award to be fair and reasonable in accordance with the proposal analysis techniques in FAR 13.106-3.
The following market research was conducted:
-Sources Sought Notice posted in April 2024 -Internet Search -Contacted Dynatest directly on 8 May, 2024 to confirm they do not have authorized providers.
None.
See section VI above.

The Air Force will continue to research the marketplace on a continual basis to determine if other sources other than Dynatest can provide these maintenance services. This includes conducting market research prior to exercise of future option periods.
Additionally, the Government will consider the life expectancy and replacement costs of existing systems compared to purchase of new HWD systems in future market research.
In accordance DFARS 213.501(a)(i) and DFARS PGI 206.304 (a)(S-70) the approval authority has determined the planned actions to remove any barriers to competition, cited on the previous justification, were completed.
