US Geological Survey at the HVO - PIERC Facilities on the Island of Hawai`i Volcano, HI and Hilo, HI
STATEMENT of WORK (SoW) Materials Testing and Special Inspection Services USGS HVO Field Station at the Hawai`i Volcanoes National Park in Volcano, HI and USGS HVO-PIERC Research Facility at 71 Nowelo St, Hilo HI
The U. S. Geological Survey (USGS) has a requirement for Materials Testing and Inspection Services for the construction of new-build 15,000 gross square foot Field Station in Volcano, HI and new-build 58,000 gross square foot Office/Lab and Warehouse/greenhouse in Hilo, HI.
I. BACKGROUND
The project is the construction of new buildings to replace USGS’ Hawaiian Volcano Observatory (HVO) facilities damaged during the 2018 eruption of Kilauea and provide new spaces for USGS’ Pacific Island Ecosystems Research Center (PIERC) whose current facilities are in disrepair. The project includes a two-story HVO Field Station in Volcano, HI, within the Hawai`i Volcanoes National Park. The HVO-PIERC Research Facility includes an Office/Laboratory building, a Warehouse and parking. The Architect of Record is AHL (Architects Hawaii Limited) of Honolulu, HI. The Construction Manager/General Contractor (CMGC) is Hensel Phelps. The Field Station construction began in September 2023 and is expected to take approximately twenty-one months. The HVO-PIERC Research Facility planned construction start date is December 2023 and construction is expected to take approximately twenty-six months.
The HVO Field Station building site is in an area that was a previous grove of trees, now felled, and is between Kilauea Military Camp and the historic ball field. The two-story building will include spaces for loading, cleaning, drying and storing Field Gear and Equipment, a Conference Room, offices and laboratories. The foundation consists of spread footings, grade beams and slab-on-grade. The superstructure is concrete masonry units (CMU) with exterior stone veneer and exterior fiber cement cladding, metal deck with concrete topping, structural steel beams, metal deck and standing seam roof. There are also supporting mechanical, electrical structures and water tanks.
The HVO-PIERC Research Facility site is mostly unimproved, overgrown vegetation with a partial clearing used by the University of Hawaii Hilo for storage. The Office/Lab building is 2-stories with spaces for offices and laboratories, a conference room, collaboration, and support spaces. The foundation consists of spread footings and slab-on-grade. The superstructure is steel columns and beams, concrete walls, metal framing with varied cladding, metal decks with concrete topping and metal deck standing seam roof systems. The warehouse/greenhouse has areas for field equipment staging, loading and storage, insectary, and animal lab, attached greenhouse and office/support. There are also supporting mechanical and electrical structures.
II. SCOPE OF WORK
Inspection of the work during construction to assure that all work is done in accordance with the sealed plans and specifications and applicable federal, state, and local building codes.
Special Inspections shall be performed in accordance with the Schedule of Special Inspections, attached. Special Inspections are to be performed by an independent third party and are intended to ensure that the work of the Contractor is in accordance with the Contract Documents and applicable building codes.
III. ADMINISTRATIVE PROCEDURES
A. After Award and issuance of the NTP, the Special Inspector will coordinate all site visits through the COR. All personnel, subcontractors and representatives visiting USGS sites will be required to sign in upon arrival. Each visiting individual will be required to enter his/her name, company’s name, USGS project title, date, reason for the visit, and the times of arrival and departure. Arrangements for after-normal-working-hour site visits must be made in advance during normal working hours.
B. Work in the Hawaii Volcanoes National Park must comply with National Park requirements for vehicle inspections listed in Division 1 of the Specifications.
IV. DELIVERABLES
A. Detailed weekly inspection log. Testing reports.
B. Weekly written report to USGS listing site observations and recommended corrective actions.
C. Develop a written punch list of items needing correction, as observed during final inspection.
