About this file
This is a Determination & Findings document for a single-source procurement by the Department of the Air Force, Air Force Installation Contracting Command. The acquisition is for $68,234.78 to procure brand-name Original Equipment Manufacturer (OEM) parts only, with no installation or labor services required.
The procurement objective is to acquire OEM parts to rebuild two Baltimore Aircoil Company (BAC) mechanical drive-trains for Cooling Tower Model BAC FXV-641 (Serial Number: U107989601) located at building B3820 and one Temtrol Air Handling Unit Model WF-DV15 (Serial Number: T000827-007-00) located at building B1029, both at JBSA Fort Sam Houston. The technical evaluation determined that BAC and Nortek Air Solutions components are the only products capable of meeting mandatory form, fit, and function criteria without compromising system integrity, physical compatibility, or long-term operational reliability. The 502 CES will maintain and perform all rebuild work internally. The single-source justification is authorized under RFO 12.102(a) for commercial products and services, with Teresa Sullivan, GS-12 DAF Contracting Officer, serving as the approval authority. The determination was signed on September 3, 2026.
