About this file

This is an enclosure to a Justification and Authorization (J&A) document detailing repair and maintenance work required for the USNS JOSHUA HUMPHREYS during a 2026 Maintenance and Training Availability (MTA). The document lists 30+ critical repair and new work items necessary to maintain regulatory compliance, restore shipboard systems, and ensure the vessel's safe return to operational service. Key work items include ABS discrepancy corrections for structural and regulatory inspections; replacement of flight deck safety nets and tie-down equipment; marine sanitation device tank cleaning; replacement of a #2 start air compressor and air conditioning units; overhaul of Limitorque valve operators; repair of the port anchor windlass hydraulic power unit; provision of OEM technical support during dock trials; habitability repairs including stateroom mold remediation and deck covering replacement; joiner door adjustments; central seawater and fresh water pump repairs; lifting gear servicing per new ABS directives; and immersion suit servicing to meet SOLAS requirements. Many of these items are classified as "no sail" discrepancies that would prevent the vessel's departure and achievement of annual certification and Certificate of Inspection if not corrected.

The work is being performed at Alabama Shipyard under an existing contract (N3220526C1206), with the related limited/sole source solicitation N3220526C1206P00005 awarded on April 27, 2026, to an unnamed vendor for an undisclosed amount. The J&A justifies limiting procurement to the current contractor based on the vessel's existing overhaul status, the mobilized industrial workforce and facilities already in place, and the infeasibility of duplicative mobilization and vessel access within the scheduled availability window. The contracting agency is the Department of the Navy Military Sealift Command. The restriction to a single contractor is justified to avoid unacceptable schedule delays, increased costs, and potential degradation to fleet readiness.

WIDescription

0113 CCO-001 ABS Discrepancy Corrections ABS surveyors will conduct regulatory inspections and identify structural, piping, watertight hatch, watertight door, and load line discrepancies requiring correction prior to issuance of the vessel’s annual Certificate of Inspection (COI) by the U.S. Coast Guard. Failure to correct these discrepancies would prevent the vessel from obtaining required class and regulatory certifications necessary for continued operation.

0162 CCO-002 Flight Deck Safety Net Replacement NAVAIR conducted a Pre-AVCERT inspection and determined that the flight deck safety nets require replacement to achieve flight deck certification. Replacement is required to support vertical replenishment (VERTREP) operations necessary to supply U.S. Navy vessels with critical materials.

0172 CCO-003 MSD/Sewage Tank Cleaning Marine Sanitation Device (MSD) tank cleaning services are required due to degradation within the vessel’s sewage system resulting from accumulation of untreated waste. This condition presents a health and safety hazard and impacts the vessel’s ability to sustain operations while underway.

0188 CCO-004 Flight Deck Tie-Down and Line-Up Light Replacement Several flight deck tie-downs failed inspection during the Pre-AVCERT inspection and must be replaced to meet flight deck certification requirements. Additionally, three damaged aviation line-up lights require replacement to restore proper flight deck lighting for aviation operations.

0189 CCO-005 Blast and Paint Vertical Ladders Numerous weather deck vertical ladders, including those providing access to UNREP station lighting, king posts, navigation lights, and radar equipment, exhibit severe corrosion and are unsafe for personnel use. These deficiencies were identified during ABS inspection and must be corrected to maintain personnel safety and obtain required class and COI endorsements.

0579 CCO-006 Replace #2 Start Air Compressor One of the vessel’s two start air compressors is currently out of commission (C3 CASREP 26-002). Loss of the remaining compressor would result in the inability to start the main propulsion engines and ship service diesel generators, resulting in a C4 casualty. Replacement is required to restore system redundancy and maintain propulsion operability.

0580 CCO-007 Limitorque Valve Operator Overhaul The flight deck AFFF firefighting foam supply valve operator is inoperative, impacting aviation firefighting capability. Additionally, two cargo fuel Limitorque valve operators are inoperative, preventing proper remote operation from Cargo Control. These deficiencies were identified during the Pre-AVCERT inspection and must be corrected to restore safe cargo fueling operations and aviation support capability.

0581 CCO-008 Port Anchor Windlass Hydraulic Power Unit (HPU) The port anchor windlass is currently out of commission (C3 CASREP 25-017), leaving the vessel with only one operational anchor windlass. Original Equipment Manufacturer (OEM) support is required to conduct repairs and demonstrate proper operation to ABS.

0583 CCO-009 Dock Trial OEM Technical Support OEM technical support for the main engines, automation systems, and electrical systems is required during dock trials to support propulsion plant start-up and testing following overhaul completion. Historical precedent has shown that obtaining OEM technical support on short notice can be difficult and may delay testing and completion of shipyard availabilities. Ensuring OEM presence will facilitate troubleshooting and reduce the risk of schedule delays.

0663 CCO-010 CPO and Crew Mess Deck PRC Replacement The deck covering in the Chief Petty Officer and Crew Mess areas is deteriorating and separating from the deck due to moisture accumulation from the space’s air handling systems. This condition presents a slip and trip hazard and must be corrected to maintain acceptable hygiene and habitability standards.

0664 CCO-011 Stateroom Habitability Repairs Several staterooms have been rendered uninhabitable due to mold-contaminated carpeting and deteriorated decking in head and shower areas. These deficiencies were identified during tank cleaning and stateroom inspections. Repairs are required to restore habitable living quarters necessary to support full crew complement during deployment.

0803 CCO-012 Air Conditioning Units and Bridge Air Handler Two of the vessel’s three air conditioning units are currently inoperative (C2 CASREPs 25-056 and 25-074). Failure of the remaining unit would result in loss of air conditioning throughout accommodation spaces, significantly impacting crew habitability and operational endurance.

0804 CCO-013 Air Handler Control System Replacement The accommodation space air handler control system has failed (C3 CASREP 25-062), preventing proper temperature control and dehumidification within living spaces. Johnson Controls assessed the system and provided a corrective action plan. Repairs are required to restore environmental control and maintain acceptable habitability conditions.

113 CCO-078SHIPS WHISTLE HAS FALLEN OFF ITS FOUNDATION DUE TO WASTED STEAL, ABS NO SAIL ITEM.
540 CCO-82#2 CENTRAL FRESH WATER PUMP MECHANICAL SEAL IS FAILING. THE VESSEL ONLY HAS 2 OF THESE CRITICAL MACHINES. MSC REDLINES DICTATE 2 OF 2 MUST BE OPERATIONAL.
Completion of the above emergent work items during the current availability is necessary to maintain regulatory compliance, restore critical shipboard systems, and ensure the vessel can safely return to operational service in support of fleet requirements. Due to the vessel being in overhaul with Alabama Shipyard, the contractor’s existing industrial workforce, facilities, and material support infrastructure are already mobilized to perform the required work. Awarding these efforts to another contractor would require duplicative mobilization and access to the vessel that is not feasible within the scheduled availability window. Accordingly, limiting the procurement to the current contractor is necessary to avoid unacceptable schedule delays, increased costs, and potential degradation to fleet readiness, thereby justifying use of the cited statutory authority
