About this file
This is an enclosure to a Justification and Authorization (J&A) document for federal contract procurement N10426C1206P00006 detailing emergent shipyard support work items required for vessel repairs.
The document identifies nine work items (CCOs - Change Control Orders) requiring shipyard support services to address American Bureau of Shipping (ABS) findings and critical system failures that must be corrected before vessel departure. These include: repairs for multiple ABS findings affecting scheduled departure and regulatory certifications (CCOs 055, 056, 058, and 067); correction of tank deck and weather deck no-sail discrepancies (CCO-072); replacement of a failing central fresh water pump mechanical seal critical to vessel operations (CCO-82); replacement of lifeboat davits (CCOs 090 and 101); expansion of temporary air conditioning to all manned spaces (CCO-100); and repair of a failed weld on the starboard 24-inch sea strainer to prevent main space flooding (CCO-102). The justification for limiting competition to the current contractor (Alabama Shipyard) cites the vessel's active overhaul status, the contractor's already-mobilized workforce, facilities, and material infrastructure. The document argues that awarding work to another contractor would necessitate duplicative mobilization and vessel access that is not feasible within the scheduled availability window, resulting in unacceptable schedule delays, increased costs, and degradation to fleet readiness. The work is necessary to maintain regulatory compliance, restore critical shipboard systems, and ensure safe return to operational service in support of fleet requirements.

Due to the vessel being in overhaul with Alabama Shipyard, the contractor’s existing industrial workforce, facilities, and material support infrastructure are already mobilized to perform the required work. Awarding these efforts to another contractor would require duplicative mobilization and access to the vessel that is not feasible within the scheduled availability window. Accordingly, limiting the procurement to the current contractor is necessary to avoid unacceptable schedule delays, increased costs, and potential degradation to fleet readiness, thereby justifying use of the cited
