Statement of Work (SOW)

Transit Subsidy for Eligible Participants in the (R1) HUD Offices Performance Period of May 1, 2015 through April 30, 2016

The U.S. Department of Housing and Urban Development (HUD) participates in a Transit Subsidy Program wherein it reimburses eligible employees who utilize public transportation to commute to and/or from work for their expenses incurred, up to a specified monthly limit, in the six New England HUD Regional Field Offices (HUD Region 1). The six HUD Region 1 Field Offices are located in Bangor, ME, Boston, MA, Burlington, VT, Hartford, CT, Manchester, NH and Providence, RI. HUD Region 1 employees receive transit subsidy reimbursement quarterly. The estimated performance period is 05/01/2015 – 04/30/2016. HUD would be purchasing fare media for any or all HUD Region 1 locations quarterly as funding becomes available. The HUD Region 1 program coordinator would act as a Third Party Administrator for this program and would receive and distribute the media to its participants.

At this time, there are approximately 175 eligible participants in HUD Region 1 offices. The maximum allowable monthly reimbursement level as of 05/01/20154 is $130 per person. Based on the current program eligibility criteria and usage, the annual combined purchase of transit subsidy fare media for HUD Region 1 offices for the proposed period of performance is approximately $227,000.00.

The HUD Office of Administration, Office of Field Support Services (Boston) is seeking vendors who are able to provide fare media that is accepted for purchase of transportation services by all major and minor rail, bus, commuter rail, ferry, light rail, and van pool services in all New England Metropolitan areas, including companies servicing commuters from Fishers Island and Long Island, NY.

HUD intends to procure the fare media via a firm fixed price Contract. Payment by HUD is rendered through an Electronic Funds Transfer (EFT). Eligible vendors must have an active, valid registration in the Federal Government’s System for Awards Management System (SAMS) which can be accessed on-line at www.sams.gov. Selected vendor must be able to provide fare media in the form of re-fillable debit or prepaid credit cards issued to the HUD Region 1 program coordinator who would act as a Third Party Administrator. The HUD Region 1 program may require more than one form of fare media, based on the unique circumstances of some staff. The fare media needed to satisfy this SOW are listed below.

· The primary fare media to be provided shall be in the form of re-fillable debit or prepaid credit cards issued to the HUD Region 1 program coordinator.

· The HUD Region 1 program coordinator should be able to manage or move funds between cards to the extent funds are available prior to issuing locally.

· Pre-paid vouchers shall be available as a choice of media for employees to be used in remote locations without a transportation depot or ticket-dispensing machine, or for vendors that do not accept prepaid cards.

· Access-a-Ride Coupons should available as a choice of media for employees for Access-a-Ride one-way fare, for mobility-impaired employees using the Access-a-Ride ambulatory service.

· Vendor shall provide appropriate training to the HUD identified system administrators.

A list of transit operators who accept the fare media provided by the selected vendor should include, but not be limited to, the following:
