Statement of Work SSN and Death Check Software Solution

1. Background

The Office of the Inspector General at Housing and Urban Development (HUD OIG) is a government entity established to safeguard government funds provided to Housing and Urban Development to assist and support affordable housing and community development from fraud, waste and abuse. Like all federal OIGs, its personnel are professional staff and comprised primarily of criminal investigators and auditors.

The HUD OIG is seeking proposals from vendors who can provide a stand-alone, PC-based software solution for Social Security Number and death check validation.

2. Purpose

This software must enhance HUD OIG staff’s ability to perform beneficiary analyses to ensure HUD funds are not dispersed to ineligible recipients.

3. Scope and type of task order

This procurement will be for software purchase, using full and open competition under the Simplified Acquisition Threshold or FAR 8.4 Federal Supply Schedules.

4. Description of Goods

HUD OIG’s SSN validation requirements must be met with a fixed-cost, stand-alone software application whose annual fee does not exceed $5,000. We are not interested in obtaining SSN validation services, which are generally fee based with costs determined by usage.

Specific requirements are as follows:

a. Stand-alone software based solution that will run on a PC-based desktop computer system. Software must contain its own databases and must not require internet connectivity to process SSNs and death check validations.

b. Ability to batch process user provided databases and validate an unlimited number SSNs without associated usage-based costs.

c. Software must be able to identify specific SSN issuance dates and be able to cross check against a user provided date of birth and flag potential fraudulent SSN use.

d. Software SSN and death databases must be updated at least on a quarterly basis.

e. The death database must be compiled with additional sources and must not be exclusively based on the Social Security Administration’s Master Death File.

Further, HUD OIG requires the SSNDTECT and death check software application to be modified to provide an enhanced death check reporting functionality. The modifications will be applied against the remaining term of the license agreement currently in effect and shall apply to all future fully executed license agreements. The cost of the required modifications are understood to represent a one-time cost rolled into the Firm Fixed Price of this contract and the enhanced functionality shall be carried forward to all future licenses renewed by the HUD OIG without additional cost increase to the prevailing and negotiated annual renewal fee.

Specific modification requirements are to re-design the death check feature to output:

a. The reported date of death in the form “MM/YYYY”

b. A “Y” flag if the report of death was provided from the Social Security Administration (SSA), otherwise report “N”.

5. Deliverables

The contractor shall be responsible for delivering the following:

Deliverable
Due Date
SSN and Death Check Software Package (including the specified modifications and death check enhanced reporting functionality.)
7 days after contract award
SSN and Death Check Database Updates

6. Successful completion of contract

Successful completion of contract shall be defined when the initial software application and three quarterly database updates have been provided and a period of 12 months has elapsed since contract award.

7. Proposal Requirements

The proposal shall include a detailed description of how the software will meet the Government’s requirements as described in Section 4 above:

8. Instructions to Offerors

The due date for proposals is XXXX by 4:30 p.m. EDT. Proposals should be sent electronically to XXXX. Questions should also be sent to the same mail box noted above. Proposals to the RFQ must identify the GSA Schedule contract number and offered price list.

a. TECHNICAL

b. PRICE

· Provide the GSA Schedule Price List and identify any discounts offered

· The Government shall not be charged G&A fees for Other Direct Costs, such as travel, etc.

9. Best Value Evaluation Criteria and Award

Proposals will be evaluated using the following criteria, which are of descending importance:

· Demonstrated ability to provide a stand-alone software-based SSN/Death check solution

· Experience/past performance with other private and public entities

The basis for award for this task order will be a best value determination considering technical capability and price. Technical capability is significantly more important than price.

Experience/ Past performance

Proposals will be rated as follows:

Rating
Descriptions
Outstanding
Proposal meets requirements and indicates strong experience and past performance. Strengths far outweigh any weaknesses. Risk of unsuccessful performance is very low.
Acceptable
Proposal meets requirements and indicates an adequate approach and indicates an acceptable level of experience and past performance. Strengths and weaknesses are offsetting or will have little or no impact on the contract performance. Risk of unsuccessful performance is not worse than moderate.
Unacceptable
Proposal does not meet requirements and contains one or more deficiencies. Proposal is “unawardable”.

Assumptions that adversely impact the Government may result in an unacceptable rating.
