CITY OF PEACHTREE CITY

REQUEST FOR PROPOSALS

TO DESIGN A SEWER AND MULTI-USE PATH EXTENSION PROJECT

INTRODUCTION

The City is seeking proposals from qualified consulting firms to provide services for design and construction administration of storm drainage, roadway improvements, a sanitary sewer collection system and multi-use path extension for the existing Huddleston road area.

BACKGROUND

The City is a suburban area located in Fayette County, Georgia. It is part of Metro Atlanta; and lies approximately 31 miles south of the city limits. Peachtree City is a planned community consisting of 5 distinct villages and has 100 miles of multi-use paths which citizens use for both leisure and commuting. The population currently sits at 38,000 residents and continues to increase as young families move into the area. Peachtree City is considered a “bedroom community” with many citizens commuting to Atlanta for work, however there are also several large international employers within the city itself. Opportunities for employment in Fayette County continue to increase as the film industry grows and large companies expand their presence in the city.

Huddleston Road serves some of the City’s original commercial and industrial areas and is classified as a Collector Road by the Fayette County Transportation Plan. The roadway geometry has existed in its current condition for several decades. The sub-base and paving depths are unknown at this time. A waterline services the existing business along the roadway as do other utilities. There is no storm drainage or roadway inlets.

Public sewer has never been available to the area and the businesses are served by on-site septic systems.

The Peachtree City Water and Sewer Authority has gravity sewer lines located south of Huddleston Drive, in the northern area of Dividend Drive. The City anticipates that most businesses will connect to the public sewer system once it becomes available, although connection will not be compulsory.

DEMOGRAPHIC DATA

The City has a large aging population, however, there is an increase of young families moving to the area. The median age in the city is 44, with 18% of the population being over 65 years old. According to the most recent census, the population consists of 77% white, 6.9% black or African American, 7.7% Asian, 0.5% Native Hawaiian or Pacific Islander, and 8% Hispanic or Latino. 15.2% of the population speak a language other than English at home. The median household income is $103,000 per year, and there are 14,344 households with an average of 2.63 persons per household. The average home price is approximately $380,000. 59% of the population hold a bachelor’s degree or higher, and 98% of the population hold a high school diploma. 6.9% of the population under 65 has a disability.

PROJECT DESCRIPTION

The City is seeking proposals from qualified consulting firms to provide services to design storm drainage, roadway improvements, a sanitary sewer collection system and multi-use path extension for the Huddleston road corridor. This project will extend sanitary (gravity) sewer from WASA’s existing gravity mains, northward up Huddleston Road, Fulton Court, Tiger Way, Auburn Court, and D-Bob Industrial as generally shown on the Concept Plan shown on Appendix A. The consultant will work with WASA to determine a connection point that has sufficient capacity to receive flow from the Huddleston Road Corridor, including potential redevelopment projects anticipated by the City’s planning staff. The project will also consist of a reconfiguration of Huddleston Road and shoulder to incorporate an extension of the City’s multi-use path system along Huddleston Road, including storm drainage. The path will begin at the existing path crossing at 112 Huddleston Road, and run along Huddleston Road, and will terminate at the intersection with Paschall Road.

In addition to traditional roadway, storm drainage, sewer and path design, the City is also requiring the selected firm to address stormwater run-off from this project and ensure no impact to downstream properties. In particular there are properties on Tiger Way that are currently being impacted by stormwater run-off that requires mitigation.

Although the Georgia law for private employers has a structured phase-in timeline in an attempt to ease private employers into compliance based upon their business size, only those companies registered with, authorized to use and currently using the federal work authorization program commonly known as E- Verify, or any subsequent replacement program, in accordance with the applicable provisions and deadlines established in § O.C.G.A. 13-10-91, shall be considered.

However, a driver’s license or identification card will be acceptable if it is issued by a state that verifies lawful immigration status. The City must confirm that all of the copies of driver’s licenses and identification cards presented to it come from states that verify lawful immigration status.
